A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REQUESTING
THAT THE STATE HIGHWAY COMMISSION ESTABLISH THE FREEWAY ROUTE
THROUGH THE EAST SAN GABRIEL VALLEY AND THE COUNTY OF LOS ANGELES
NORTH AND SOUTH OF THE SAN BERNARDINO FREEWAY TO STATE HIGHWAY
ROUTE 62, WHITTIER BOULEVARD AND MIRADA AVENUES, AND BE MADE THE
OFFICIAL MAJOR STATE FREEWAY ROUTE THROUGH THE EAST SAN GABRIEL
VALLEY AREA OF THE COUNTY OF LOS ANGELES AND EARLY CONSTRUCTION
THEREOF.
WHEREAS, during the years from 1933 to 1935 and from 1945 to
1949, Glendora Avenue, Pomona Avenue and Hacienda Boulevard
were included in the State Highway System as State Highway Route
No. 62 approximately ten miles in length, between Garvey Avenue
now known as San Bernardino Freeway, and Whittier Boulevard,
(existing State Highway Route No. 2), and
WHEREAS, the elimination of this portion from State Highway
Route No. 62 leaves a gap in the State Highway System which
is of major importance to the State of California, the Counties
of Orange and Los Angeles, and the East San Gabriel Valley, and
WHEREAS, recent studies by the Metropolitan Engineering Board
of the County of Los Angeles and the Division of Highways has
recognized the need for and recommended the inclusion of a
freeway in this location, and
WHEREAS, a north/south highway is now urgently needed in this
general location to serve the needs of the State, County, and
Cities of this area, and
WHEREAS, the Division of Highways has maintained a sign route
along Glendora Avenue, Pomona Avenue and Hacienda Boulevard, and
WHEREAS, the construction of the San Bernardino Freeway has
eliminated access of Glendora Avenue to Azusa Avenue, State
Highway No. 62, and
WHEREAS, any other location of the Proposed State Highway
Route would be detrimental, not only to traffic flow, but
also its proper land utilization and development.
NOW, THEREFORE, the City Council of the City of Azusa does
resolve as follows:
SECTION 1. That a critical deficiency has been estab-
lished for a North/South Highway through the East San Gabriel
Valley, and it is of paramount importance to the State of
California and the County of Los Angeles that such a Route
be established to unite this area.
SECTION 2. That the only logical and most direct
woute would be the extension of the existing State Highway
Route x}62, (Azusa Avenue) southerly from the San Bernardino
Freeway through undeveloped areas to the existing route 62
at the intersection of Whittier Boulevard and Mirado Avenues.
This should be the principal State Highway Route and it would
accomplish the most direct tie for all traffic going North or
South through the entire Southern California area, interlinking
the new proposed Pomona Freeway, the existing San Bernardino
Freeway, the proposed Foothill Freeway and the Santa Ana
Freeway. The Eastern area of Los Angeles County will be well
supplied with Freeways and Expressways running East and West,
but there is a dire need for a major Freeway running North and
South which coul e accomplished by establishing the recom-
mended outline given above.
SECTION 3. That in the public interest and general
welfare of the people in the East San Gabriel Valley we desire
the State Division of Highways to use all speed and effort to
see that this route is established and that the construction
of same proceeds as soon as possible.
SECTION 4. The City Clerk shall certify to the adoption
of this resolution and shall transmit a certified copy thereof
to the State Highway Commission and to the State Highway
Department.
