HomeMy WebLinkAboutResolution No. 38191 2 3 4 5 6 7 E:7 9 10 11 12i 13I 14 15 16 17 18 19I 20'. 21 22!, 23' 241' 25, 261 27', 28' 29 30 31 32 RESOLUTION N0.^3819 _ A RESOLUTION OF THE CITY CCUNCIL CF THE CITY OF AZUSA, AMENDING RESOLUTIOR NO. 3767, REQUESTING THE RESERVATION OF CAPITAL GRANT.FUNDS AND APPROVING THE REVISED UNDERTAKING OF SURVEYS AND PLANS FOR PROJECT NO. la, AND FOR FILING OF AN APPLICATION FGR FEDERAL ADVANCEOF FUNDS WHEREAS under Title 1 of the Housing Act of 1949, as amended, the Housing and Home Finance Administrator is authorized to extend financial assistance to localities in the elimination and prevention of the spread of their slums and urban blight through the planning and undertaking of urban renewal; and WHEREAS, the City Council of the City of Azusa has heretofore, by Resolution No. 3767, requested the reservation of capital grant funds and approved the undertaking of surveys and plans for project No. 1, and the.filing of an application for a Federal advance of funds,. and in.wbich..Resolution No. 3767 the preparation of said surveys and plans was estimated to cost approximately $58,495.00, in order to,undertake and carry out an urban renewal project of the.character'contemplated under Section 110 (c) of said Title.l in that certain area proposed as an urban Irenewal area situated in the City of Azusa, Los Angeles County, California;.and WHEREAS the Housing and Home Finance Agency by reason of shortage of funds, by its Local Public Agency Letter No. 157,. has reduced the amount available for the City of Azusa to the sum of $496,911.00 for the next three fiscal years, which therefore necessitates that the urban renewal area described in said Resolution No. 3767 as a slum, blighted or deteriorating area appropriate for urban renewal projects be reduced so as to -1- 111 permit the City of Azusa to initiate a project of minimum feasible size so that the result contemplated can be accomplished 31 within the sum of $496,911.00; and 4 WHEREAS in said Resolution No. 3767 of the City Council of 5 6 said City of Azusa, the cost was estimated to be approximately 7 $58,495,00 in order to undertake and carry out the urban renewal 8 project in said application described; and 9 WHEREAS by reason of the necessity to reduce the area of 10 the contemplated urban renewal project as required in said Local 11 Public Agency Letter No. 157•of the Housing and Home Finance Agency, 12 the Planning Commission of the City of Azusa,'by Resolution No. 68 13 __ 14has reduced and designated and described said area as follows: ) 1511 Starting at the northeast corner of the intersection 1614of Third Street and Soldano Avenue; then south on the east line 1711of Soldano Avenue to the south line of Second Street;'then west 1811al6ng said south line to the east line of Dalton Avenue; then 19 south on said east line to south line of the alley between First 20 and Second Streets; then west on said south line to the east 21 22 line of.Alameda Avenue; then south on said east line to a point , 23 approximately 300 feet north of First Street; then west to the 24 west line of the alley between Azusa and Alameda Avenues; then 25 north on said west line to the north line of Third Street; then 26 easterly to the beginning. 27 WHEREAS it is desirable and in the public interest that the 28 Community Redevelopment Agency of the City of Azusa, Los Angeles 29 Coun ty, California, prepare surveys,and plans presently estimated 30 311 to.cost approximately $50,256.00 in order to undertake and 32I1carry out an urban renewal project of the character contemplated by -2- 1 Section 110 (c) of said Title 1 in that certain area proposed as 2 an urban renewal area above described. 3 WHEREAS, the above cited Federal law requires.as a 4 condition to the execution of a contract for a 1oan.and capital 5 6 grant for an urban r enew�l project that'the locality present,to 7 the Housing and Home Finance Administrator, a Workable Program, 8 as set forth in Section 101 (c) of'said Title 1, for utilizing 9 appropriate public and private resources to eliminate and prevent 10 the development or spread of slums and urban blight, to encourage 11 needed urban rehabilitation, or to undertake -such other feasible 12 community activities.as may be suitably employed to achieve.the 14 objectives of such a program, said Workable Program having been 15 submitted to the Housing and Home Finance Administrator by the 16 City of Azusa in February, 1958; and . 17 WHEREAS, it is recognized that contracts for loans and 18 capital grants for urban renewal projects will require, among other 19 things, (1) the approval of the urban renewal plan by the Council 20 of the City of Azusa; (2) the provision of local grants-in-aid whi 21 22 may consist of donations of cash, land, demolition or removal work, 23 and the installation, construction or reconstruction of streets, 24 utilities,.parks, playgrounds or other improvements or the 25 provision of other public:€acilities or buildings; and (3) the 26 development of a feasible method for the relocation of families 27 displaced from the urban renewal area. 28 NOW, THEREFORE BE IT RESCLVED by the City Council of the 29 30 City of Azusa; California: 311 Section 1. That the proposed Urban Renewal Area described 32 is•a slum, blighted; deteriorated, or deteriorating area -3- 1 appropriate for an urban renewal project, and that the undertaking 2 by the Community Redevelopment Agency of the City of Azusa of 3 surveys and plans for an.urban renewal project of the character 4 ' contemplated by Secffin 110 (c) of the Housing Act of 1949, as 5 amended, in the proposed Urban Renewal Area described above, is' 6 7 hereby approved. g Section 2.' That the financial assistance provided under 9 said Title 1 to assist urban renewal projects is needed and that 10 the Housing and Home Finance Administrator is hereby requested to 11 reserve for an urban renewal project in the proposed Urban Renewal 12 Area described above Federal capital grant funds in. an amount 13 sufficient to enable the Community.Redevelopment Agency of the City 14 15 of Azusa to finance the undertaking of the project. 16 Section 3. That it is cognizant of the conditions that are 17 imposed in the undertaking and carrying'out of an 'urban renewal 18 project with Federal financial assistance under Title 1, including 19 the requirements of said.Title 1 respecting a Workable Program 20 mentioned above, and that it is the conclusion of this body that a 21 feasible method for the relocation of families displaced from the 22 23 Urban Renewal Area, inconformity with said Title 1, can be pre - 24 pared, and that local grants-in-aid, consisting of cash, land, 25 demolition or removal work, or the installation, construction, or 26 reconstruction of streets,.utilities, parks, playgrounds or other 27 improvements, or the provision of other public buildings or 28'facilities, necessary for carrying out in the Urban Renewal Area 29 the urban renewal objectives of said Title 1 in accordance with 30 the Urban Renewal plan, can and will be provided in an amount which 31 32 will not be less than one-third of the net project costs and which, -4- '1 2 3 4 5 6 7 M11 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 321 together with the Federal capital grant, will be generally equal to the difference between gross project costs and the proceeds or value of project land sold, leased or retained for use in accordance with the urban renewal plan. Section 4. That the filing of an application by the Community Redevelopment Agency of the City of Azusa for an advance of funds from the United States of America to enable it to defray the cost of surveys and plans for an urban renewal project in the urban renewal area described above is hereby approved. Section,5. That this action reducing the urban renewal area is herein described and the application for funds is taken with full consideration of the ceiling on the new capital grant authorized available to the Locality and the capital grant needs for any other project being carried out in the locality which cost is not to exceed $496,911.00 for the next 3 fiscal years. .
