A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA RECOMMENDING TO THE DIVISION OF HIGHWAYS
OF THE STATE OF CALIFORNIA AN ALTERNATE ROUTE
FOR THE PROPOSED FOOTHILL FREEWAY THROUGH THE
CITY OF AZUSA.
WHEREAS, three public hearings have been conducted in the
City of Azusa for the purpose of discussing the route of the proposed
Foothill Freeway through the City, and
WHEREAS, it is the conviction of the City Council that the
preferred route indicated by the Division of Highways of the State of
California is detrimental to the best interests of the City of Azusa
and surrounding communities for the following reasons:
(a) It creates an unnatural division of the City result-
ing inithe separation of a small southerly strip from the remainder of
the City rendering it difficult to provide fire, police, public utility
and other municipal services to -such segregated area and separating
the residents of such area from the business districts of the City of
Azusa;
(b) It severs the industrial area of the City at a point
where maximum damage is done by curtailing, if not completely des-
troying, the largest individual industry and payroll'within the City
and seriously curtailing other existing industries, resulting in loss
of business and a substantial loss of employment and payroll not•only
to residents of the City of Azusa but to large numbers -of residents
of all neighboring communities;
(c) It cuts through existing school district boundaries
at an undesirable location making necessary expensive re -alignment
and re -planning of•school district facilities;
(d)' It eliminates a greater amount of used or useable
property for business or residential purposes resulting in greater
loss to the City in,property taxes, sales taxes, state subventions de-
pending on population, utility services, and other .:sources of
revenue, and
WHEREAS, other routes considered by the Division of High-
ways, particularly the most southerly suggested route, with slight
modifications as herein suggested, would alleviate or eliminate many
of the above mentioned disadvantages of the so-called "preferred
route".
NOW, THEREFORE, the City Council of the City of Azusa does
hereby resolve that the Division of Highways of the State of California
be requested, and it is hereby requested, to abandon further considera-
tion of the aforesaid "preferred route" of the Foothill Freeway through
the City of Azusa and that it re-align*the said proposed freeway
route so as to enter the City of Azusa from the west in the vicinity
of the intersection of Irwindale Avenue and Gladstone Street and con-
tinue easterly along the southerly side of Gladstone -Street to -a point
in the vicinity of the Big Dalton Wash, then proceeding in a north-
easterly direction to connect with the said preferred route in the
vicinity of Glendora Avenue in the City of Glendora, following generally
the most southerly route submitted for consideration by the Division
of Highways but continuing easterly a greater distance as above indi-
cated before veering to the northeast.

BE IT FURTHER RESOLVED that the City Clerk shall certify
to the adoption of this resolution and transmit a certified copy
thereof to the Department of Highways of the State of California.
