The City Council of the City of Azusa does resolve as follows: SECTION 1. The City Council does hereby find and determine that the City duly initiated an application for a conditional use per- mit to operate a quarter midget race track upon property owned by the City in Zone M-2 in the southwesterly part of the City; that the Plan- ning Commission, after proper notice and hearing, rendered its decision granting said application; that an appeal from said decision was duly taken to the City Council; and after proper notice and hearing, the City Council finds that neither the public necessity, convenience, wel- fare or good zoning practice require or justify the issuance of the requested permit for the reason that the use of said permit would con- stitute a noise and dust nuisance. SECTION 2. The decision of the Planning Commission in granting a conditional use permit for a quarter midget race track is hereby reversed and the said application is hereby denied. SECTION 3. The City Clerk shall certify to the adoption of this resolution.
