RESOLUTION NO. 4459
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA DECLARING SUPPORT FOR THE BOARD OF SUPERVISORS
OF LOS ANGELES COUNTY RESOLUTION SUSTAINING AMEND-
MENTS AND MODIFICATIONS TO SECTION 143.3 OF THE STATE
STREET AND HIGHWAYS CODE.
WHEREAS, the City Council of the City of Azusa considers,the
urban areas excluded by Section 143.3 of the State Streets and Highways
Code and its accompanying administrative orders to be those most
critical in highway deficiencies; and
WHEREAS, the majority of the cities of the San Gabriel Valley
area, the cities of the San Gabriel Foothill area, the City of Los
Angeles, all the cities of the San Fernando Valley, the cities of the
South Bay area, and the cities of the International Airport area,
comprise the bulk of the urban area of Los Angeles County; and
WHEREAS, this legislation authorizes the State Highway Commis-
sion to allocate not more than $500,000.00 of State Highway Funds per
year to any city or county contiguous to rural areas as so provided for
under the conditions of this section for the construction of city,streets
and county roads within urban areas which qualify as extensions of
Federal -aid Secondary Highways; and
WHEREAS, the aforementioned vast urban area is among those
excluded and discriminated against by the provisions of this legislation;
and
WHEREAS, the aforementioned cities and county will derive
none of the abovementioned benefits of this legislation under the
present provisions; and
.WHEREAS, this Council feels these highway deficiencies of
this area warrant equal consideration with those areas so provided for
under this act;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF AZUSA:
SECTION 1. That the City Council of the City of Azusa
declares intention to support Resolution No; 191 of the Board of Super-
visors, County of Los Angeles, passed and adopted by the Board of
Supervisors of said county on August 14, 1962.
SECTION 2. That the City Council hereby encourages all the
voters of the Cities of the East San Gabriel Valley and of the County
of Los Angeles to indicate their support of this resolution in writing
wherever possible to each representative of the State Legislature from
this County. '
SECTION 3. That the City Council hereby urges the City
Council of the cities of the East San Gabriel Valley to support this
resolution with a favorable vote.
SECTION 4. That the City Council hereby requests that the
City Councils of the East San Gabriel Valley do all things necessary
and proper to propose and support any necessary amendments and modifi-
cations of existing legislation, administrative orders or policies of
the State to provide that all cities of the East San Gabriel Valley and
of the County of Los Angeles can qualify for such financial assistance
in the same manner as those cities contiguous to the rural areas.

SECTION 5. That it hereby directs that, upon the adoption
of this resolution, it be submitted to the Board of Supervisors, Los
Angeles County, the State Highway Commission, each representative of
the State Legislation from this County and the Los Angeles Division
of the League of California Cities.
SECTION 6. That the City Clerk shall certify to the adoption
of this resolution.
