A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
OPPOSING THE DRASTIC CHANGES"OF_SCHOOL DISTRICTS
PROPOSED IN_ASSEMBLY BILL 46.__
AZUSA, CALIFORNIA
IN CALIFORNIA AS
WHEREAS, Assembly Bill 46 providing for drastic changes in
school district organization in California and for the elimination
of ali existing school districts and the reorganization of these
districts on a county -wide basis; except chartered city school
districts, has been introduced in the 1964 -First Extraordinary
Session of the California Legislature, and ,
WHEREAS, it would result in a static and impersonal educational
program that would dilute the curriculum on the basis of quantity
education, rather than quality education, and in a tragic loss in
local board control of education, accompanied by the inevitable loss
of local interest and support that is so vital to a successful
public school system, and
WHEREAS, it would be impossible for the board and administration
of such large school districts to know and to meet the unique
requirements of individual students and communities within the
district, and would not result in a significant reduction in the
cost of education as claimed by the supporters of the bill, but it
would result in a loss of local control of school financing, and
WHEREAS, school district organization should be voluntary and
not mandatory, and the state law already provides for the orderly
organization of school districts, if the people desire it, and the
local people are more aware of the needs for school district
organization and are more capable of making the correct decision for
their area. To reorganize against the wishes of the people would be
disastrous -to public education in California.
NOW, THEREFORE, BE IT RESOLVED THAT: The City Council of the
City of Azusa, California, urgently requests firm and vigorous
opposition by legislators representing this area to Assembly Bill 46
and any other attempts to usurp the responsibility for school,
district organization from the people of the local school districts.
Passed and adopted by the City Council of the City of Azusa,
California on this 2nd day of March, 1964.

I hereby certify that the foregoing re lution was duly
adopted by.the City Council of the City of Azusa at a regular meeting
thereof held on the 2nd day of March, 1964, by the following vote of
the Council:
AYES: Councilmen: Memmesheimer, Cooney, McLees, Ortuno
NOES: Councilmen: None
ABSENT:Councilmens Jackson
