A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ESTABLISHING AND DEFINING THE POSITIONS IN THE EMPLOYMENT
= OF THE CITY, FIXING THEIR RESPECTIVE SALARIES, ADOPTING
A BASIC SALARY PLAN, AND ADOPTING JOB CLASSIFICATION
SCHEDULES.
The City Council of the City of Azusa does resolve as
follows: _
SECTION 1. That the positions in the employment of the City
of Azusa be and they are hereby recognized and/or established,- and the
salary for each such position is hereby fixed at the salary range or
monetary amount, all as set forth in "Exhibit All attached hereto and
hereby made a part of this resolution. Any figure in the third column
of said "Exhibit All not set forth in terms of money shall refer to a
salary range on "Exhibit B" attached hereto.
SECTION 2. The basic salary schedule set forth in "Exhibit
B" attached hereto is hereby adopted and made a part of this resolution.
All rates shown in the said basic salary schedule are
expressed in dollars per month. All references to salary ranges and
steps found in the Personnel Rules and Regulations or in the resolutions
of the City shall be deemed to refer to the ranges and steps set forth
in the said schedule.
All officers and employees of the City whose compensation
is based upon the said salary schedule, other than those paid upon a
per diem or per hour basis, shall be paid every two calendar weeks
commencing February 1, 1959. Such payment shall be made on the
Thursday of the next succeeding calendar week following completion of
the two week pay period, commencing on February 19, 1959 for the pay
period from February 1 to 14, inclusive. If any such Thursday should
fall upon a holiday, then payment shall be made on the next succeeding
business day. Said bi-weekly compensation shall be computed at twelve
times the monthly rate set forth in the foregoing schedule divided by
twenty-six. Any fraction of a cent shall be disregarded and increased
to the next full cent in computing such salary.
SECTION 3. The duties and qualifications for each such
position shall be as set forth in the classification schedules attached
hereto collectively marked "Exhibit C" and hereby made a part of this
resolution.
SECTION 4. Resolution No. 4131 adopted January 3, 1961,
is hereby repealed and all resolutions inconsistent with the terms of
this resolution are hereby repealed to the extent of such inconsistency.
SECTION 5. The City Clerk shall certify to the adoption
of this resolution.

ACCOUNTING DIRECTOR
Job Summars
Under administrative direction, plans, supervises and performs the
centralized accounting and auditing activities of the city, and
reports fund expenditures and balances; compiles the city budget;
and does related work as required.
Representative Duties
Supervises the accounting and auditing procedures in the city;
constructs a chart of accounts to show the classification of all
revenue, expenditures, assets, liabilities and surpluses; -super-
vises a utilities cost accounting system; prepares regular reports
of the status of city funds for the city Administrator and the
City Council;..supervises preparation of payroll recapitulations,
verifies payroll and checking of invoices; prepares and audits the
bank reconciliations; supervises the maintenance of subsidiary
ledgers; prepares financial reports for state departments and the
federal government; supervises the maintenance of property records,
inventories, insurance, amoritization schedules and reports of
inter-departmental rentals; makes revenue forecasts; compiles prior
year expenditures data in relation to coming year appropriation
request; assembles appropriation request; audits daily cash re-
ports from cashiers; designs general accounting forms and procedures;
dictates letters and reports; audits leasee; consults with federal
and state officials on accounting requirements; receives all vendor
mail and reviews purchase requisitions for availibility of funds.
Organizational Relationships
Accounting Director is a one-position class, originally established
to perform and supervise designated functions of a centralized city
accounting system. An employee in this class reports to the City
Administrator and City Clerk in conformance with the Government
Code and supervises the work of a Cost Accountant, a Senior Account
Clerk and an Account Clerk.
This position must maintain cooperative and harmonious working re--
,lationships with all department heads.

COST ACCOUNTANT
Job Summary
Under direction, participates in maintaining a system of cost
accounts for the City's electric and water utilities; assists
in acoordinating the accounting system of the City; and does
related work as required.
Representative Duties
Plans cost accounting procedures; computes and schedules depre-
ciation for each section or group in the Light, .Power and Water
Department; maintains a work order file in the accounting office;
summarizes monthly billings for the Light, Power and Water Depart-
ment commercial office; computes burden allocation for the Light
Power and Water Department, usually on a quarterly basis; prepares
and provides interim quarterly reports on money spent and money
allocated, revenue received, and balances for various accounts in
the Light, Power and Water Department; supervises the posting to
individual accounts of various expenses of the .Light, Power and
Water Department; supervises an annual accounting of the central
stores, and carries the inventory on an annual unit-cost basis;
examines purchase order requisitions.
Orannizational Relationships
Cost Accountant is a one-position class in the Accounting Depart_
• ment, reporting to the Accounting Director and supervising part-
time clerical personnel.
This position must maintain cooperative and harmonious working
relationships with the Light, Power and Wate'r Superintendent and
division heads.

Job Summers
Under supervision, operates a variety of bookkeeping and office
machines, does bookkeeping and clerical work involved in the
keeping if financial records and reports; and does .related work
as required.
Representative Duties
• Arranges posting media prior to posting and obtains predetermined
totals; posts, using a bookkeeping machine, debits and credits to
payroll records, cash purchases, accounts receivable, accounts
payable, work—in—progreas, appropriations, work orders, general
and subsidiary ledgers; proves operations and balances ledgers;
Makes up payroll registers, payroll checks and earning records
from prepared data; aids in the preparation og reports and state—
ments form ledgers; aids in the compilation of posting media and
miscellaneous accounting documents; posts payments received and
distributes to proper funds; runs adding mauhine tapes of items
posted and balances against register or ledger posting.
Organizational Relationships
Account Clerk is the entering level class in the Accounting Depart—
ment. An employee of this class reports to a Senior Account Clerk
. or higher position.

QUALIFICATIONS GUIDE
Training and Experience
Minimum Requirements: Graduation from, high school; and
five years of experience in inspection or investigation
work, or in other business activity involving, wide pub-
lic contacts or ascertainment of facts.
Krocaledge and Abilities
Knaaledge of the principles of business administration;
)cnaaledge of the principles of collection work and book-
keeping; ability to interpret laws and revelations and
to apply them to particular situations; ability to und-
erstand and explain regulations; ability to win the res-
pect and confidence of the public; ability to make

License

SPECIAL INVESTIGATOR
Job Summary
Under direction, enforces business, building and zoning Ordinances,
Rules and Regulations; collects license, permit and application
fees; and does related work as required.
Representative Duties
Observes and reports violations of licensing, building, zoning,
safety and health regulations; issues citations, signs complaints,
and makes arrests when warrented; reports violations of health Mg-
ulations to appropriate official; observes peddlers and solicitors
and ascertains whether they are properly licensed; inspects new
businesses to make sure that proper licenses have been obtained;
reviews advertisements and notices to locate new businesses; fol-
lows up on business licenses to be renewed; answers inquiries and
handles complaints regardingg license regulations; provides infor-
mation of other City departments whose approval is required; fills
in license blanks and files copies of licenses; maintains suitable
records.
Special Investigator is a one-position class. Anemployee of this
class is authorized to issue citations and arrest chronic offenders
of the municipal code licensing, building and zoning rules and regu-
lations.
