1 RESOLUTION NO. 2 A RESOLUTION OF THE BOARD OF TRUSTEES OF THE CITY OF AZUSA, 3 ORDERING CERTAIN WORK TO BE DONE ON A PORTION OF SAN GABRIEL 4 AVENUE, AZUSA AVENUE, ALAMEDA AVENUE, DALTON AVENUE, SOLDANO 5 AVENUE AND PASADENA A'A VENUE, IN THE CITY OF AZUSA, DECLARING THE 6 "'ORK_ OR IMPROVEMENT TO BE OF MORE THAN LOCAL OR ORDINARY PUBLIC 7 -: BENEFIT AND THAT THE EXPENSE OF SAID "CORK SHALL BE ASSESSED 8 UPON THE DISTRICT AND DETERMINING THAT BONDS SHALL BE ISSUED TO 9 REPRESENT THE COST THEREOF. 10 The Board of Trustees of the City of Azusa do resolve as 11 follows: 12 Section 1: That the public interest and convenience require and the 13 Board of Trustees of the City of Azusa do hereby order the follow- 14 ing work to be done on the public streets in the City of Azusa, 15 under the direction and to the satisfaction of the Superintendent 16 of Streets of said City, as follows, to-wit : 17 (a) That a reinforced concrete culvert with wing walls for en-- 18 trance and outlet be constructed along the westerly side of the road- 19 way of San Gabriel Avenue, across the intersection thereof with 20 Ninth Street, excepting therefrom such portions of said street as 21 are used by the track, between the rails and for two feet on each 22 side thereof and between the tracks, if there is more than one, of 23 any person or company havitngsaid railroad track or tracks thereon, 24 the northerly end of said culvert shall be four (4) feet northerly 25 from and parallel with the northerly line of Ninth Street and the 26 southerly end of sri d culvert shall be four (4) feet southerly from 27 the southerly line of Ninth Street, and the center line of said cul- 28 vert shall be on a line which is parallel with and distant 18 feet P- 29 easterly from the westerly property line of San Gabriel Avenue in 30 accordance with Improvement Plan No. " B 30" , and Improvement Cross- 31 section No. "E 100" and Plans, Details and Cross-sections No. "C 20" 32 and in further accordance with Special Specifications "X" for the 1. 1 construction of reinforced concrete culverts in the City of Azusa, 2 which specifications are set forth in Resolution No. 406. 3 (b) That a reinforced concrete culvert with wing walls for en- 4 trance and outlet be constructed along the easterly side of the 5 roadway of San Gabriel Avenue across the intersection thereof with 6 Ninth Street, excepting therefrom such portions of said street as 7 are used by the track, between the rails and for two (2) feet on 8 each side thereof, and between the tracksi if there is more than o 9 of any person or company having said railroad track or tracks ther- 10 on, the northerly end of said culvert shall be parallel with and 11 distant twelve (12) feet northerly from the northerly line of Ninth 12 Street and the southerly end of said culvert shall be parallel 13 with and distant four (4) feet southerly from the southerly line of 14 Ninth Street, and the center line of said culvert shall be on a 15 line which is parallel with and distant 18 feet westerly from the 16 easterly property line of said San Gabriel Avenue, in accordance 17 with Improvement Plan No . "B 30" , Improvement Cross-sections No . " 18 E 100" , and Plans, Details and Cross-sections No. "C 20" , and in 19 further accordance with Special Specifications "X" for the construe 20 tion of reinforced concrete culverts in the City of Azusa, which 21 specifications are set forth in Resolution No. 406. 22 (c) That two reinforced concrete culverts with wing walls 23 for entrance and outlet be constructed, one along the easterly side 24 and one along the ,westerly side of the roadway of Azusa Avenue acr• . s 25 the intersection thereof with Ninth Street, excepting therefrom 26 such portions of said street as are used by the track, between the • 27 rails and for two feet on each side thereof, and between the tracks 28 if there is more than one, of any person or company having said rai : 29 road track or tracks thereon, the northerly end of each of said cul 30 verts shall be sxxxx1axxxxkicxkxtx parallel with and four (4) feet 31 northerly from the northerly line of Ninth Street and the southerly 32 end of each of said culverts shall be parallel with and four feet southerly from the southerly line of Ninth, and the center line of 2 1 each of said culverts shall be on a line which is parallel with and 2 distant 14 feet from the easterly and westerly property lines, res- 3 pectively, of Azusa Ivenue, in accordance with Improvement Plan No\ 4 "B 30" and Improvement Cross-section No. "E l00", and Plans, Details 5 and Cross-sections No. "C 21", and in further accordance with Special 6 Specifications " X " for the construction of reinforced concrete 7 culverts in the City pf Azusa, which specifications are set forth in 8 !edoluyion No . 406. 9 (d) That two reinforced concrete culverts with wing walls for 10 entrance and outlet be constructed, one along the easterly side and 11 one along the westerly side of the roadway of Alameda Avenue, across 12 the intersection thereof with Ninth Street, excepting therefrom such 13 portions of said street as are used by the track, between the rails 14 and for two feet on each side thereof, and between the tracks, if 15 there is more than one, of any person or company having said railroad 16 track or tracks thereon, the northerly end of each of said culverts 17 shall be parallel with and distant four (4) feet northerly from the 18 northerly line of Ninth Street, and the nontherly end of each of said 19 -culverts shall be parallel with and distant four (4) feet southerly 20 from the southerly line of Ninth Street, and the center line of each 21 of said culverts shall be onAla line which is parallel with and distant 22 18 feet from the easterly and westerly property lines, respectively, 23 of -Alameda Avenue, in accordance with Improvement Plan No. "B 30, " 24 and Improvement Cross-sections No . "C 21" and in further accordance 25 with Special Specifications "X" for the construction of reinforced 26 concrete culverts in the City of Azusa, which specifications are set 27 forth in Resolution No. 406. 28 (e) That two reinforced concrete culverts with wing walls for en- 29 trance and outlet be constructed, one along the easterly side and one 30 along the westerly side of the roadway of Dalton Avenue, across the 31 intersection thereof with Ninth Street, excepting therefrom such por- 32 tions of said street as are used by the track, between the rails and 3. 1 for two feet on each side thereof, and between the tracks, if there 2 is more than one, of any person or company having said railroad track 3 or tracks thereon, the northerly end of each of said culverts shall 4 be parallel with and distant four (4) feet northerly from the norther 5 ly line of Ninth Street and the . southerly end of each of said culvert . 6 shall be parallel with and distant four (4) feet southerly from the 7 southerly line of Ninth Street and the center line of each of said 8 culverts shall be on a line which is parallel, with and distant 17. 5 9 feet from the easterly and westerly property lines, respectively, of 10 Dalton Avenue, in accordance with Improvement Plan No. "B 30" and 11 Improvement Cross-sections No. "E 100" and Plan, Details and Cross- 12 sections No . "C 21" and in further accordance with Special Specifica- 13 tions "X" for the construction of reinforced concrete culverts in the 14 City of Azusa, which specifications are set forth in Resolution No.40:. 15 (f ) That two reinforced concrete culverts with wing walls for en 16 trance and outlet be constructed, one along the easterly s&de and one 17 along the westerly side of the roadway of Soldano Avenue across the 18- intersection thereof with Ninth Street, excepting therefrom such por- 19 tions of said street as are used by the tracks, between the rails and 20 for two feet on each side thereof, and between the tracks, if there 21 is more than one, of any person or company having said railroad track 22 or tracks thereon, the northerly end of each of said culverts shall be 23 parallel with and four feet northerly from the northerly line of Ninth 24 Stireet, and the southerly end of each of said culverts shall be 25 iarallel with and four feet southerly from the southerly line of Ninth 26 .treet, and the center line of each of said culverts shall be on a lin. 27 hich is parallel :pith and distant 17. 5 feet from the easterly and 28 Westerly property lines, respectively, of Soldano Avenue, in accordance 29 'ith Improvement Plan No. "B 30", and Improvement Cross-sections No. 30 tE 100" , and Plans, Details and Cross-sections No. "C 22" , and in f ur- 31 her accordance with Special Specifications "X" for the construction o 32 reinforced concrete culverts in the City of Azusa, which specifica- tions are set forth in Resolution No . 406. 4. , 1 (g) That a reinforced concrete culvert with wing walls for en- 2 trance and outlet be constructed along the westerly side of the road- 3 way of Pasadena Avenue, across the intersection thereof with Ninth 4 Street, the northerly end of said culvert shall be parallel with and 5 distant four (4) feet northerly from the northerly line of Ninth 6 Street, and the southerly end of said culvert shall be parallel with 7 and distant four (4) feet southerly from the southerly line of Ninth 8 Street, and the center line of said culvert shall be on a line which 9 is parallel with and distantl8.0 feet easterly from the westerly 10 property line of Pasadena Avenue, excepting therefrom such portions •l 11 said Exax street as are used by the tracks, between the rails and 12 for two feet on each side thereof, and between the tracks, if there 13 is more than one, of any person or corpany having said railroad 14 track or tracks thereon, in accordance with Improvement Plan No. 15 "g 30" Improvement Cross-sections No . "E 100" and Plans, Details, an. 16 Cross-sections No . "C 23" , and in further accordancewith Special 17 Specifications "X" for the aD nstruction of reinforced concrete cul- 18 verts in the City of Azusa, which specifications are set forth in 19 Resolution No. 406. 20 (h) That two corrugated iron pipe culverts with concrete wing 21 walls for entrance and outlet, be constructed, one along the easter- 22 ly side and one along the westerly side of the roadway of San Gabrie 23 Avenue, the northerly end of each of said culverts shall be parallel 24 with and distant four (4) feet northerly from a line which is the 25 prolongation of the northerly right-of-way line of the Atchison, 26 Topeka & Santa Fe Railway Company (Coast line) , prolonged and extend 27 ed in its usual course westerly across said San Gabriel Avenue,Athe 28 southerly end of each of said culverts shall be parallel with a29 nd distant four (4) feet southerly from a line which is the prolongatio ; 30 of the southerly right-of-way line of the Atchison, Topeka and 31 ed and extended in its Santa Fe Railway Company (Coast line) , prolonged 32 usual course westerly across said San Gabriel Avenue, the center lin. 5. 1 of each of said culverts to be on a line which is parallel with and 2 distant thirty-three (33) feet from the center line of San Gabriel 3 Avenue, in accordance with Improvement Plan No. "B 30", and Improve- 4 ment Cross-sections No. "E 101" and Plans, Details and Cross-section:- 5 No. "C 28" , and in further accordance with Special Specifications 6 "Y" for the construction of corrugated iron pipe culverts in the Cit 7 of Azusa, which specifications are set forth in Resolution No. 406. 8 (i ) That a reinforced concrete culvert 64.0 feet in length with 9 wing walls for entrance on the northerly end and the southerly end t• 10 connect to a reinforced concrete culvert already in place, be con- 11 str=ucted along the easterly side of the roadway of Azusa Avenue, the 12 northerly end of said culvert to be 26. 50 feet northerly from the 13 center line of the Atchison, Topeka & Santa Fe Railway Company (Cogs ' 14 line) right-of-way, prolonged and extended westerly across said 15 Azusa Avenue, the center line of said culvert shall be on a line which 16 is parallel with and distant 13.25 feet westerly from the easterly 17 property line of Azusa Avenue, in accordance with Improvement Plan 18 No. "B 30", Improvement Cross-sections No. "E 101",° and Plans, Dotal , 19 and Cross-sections No. "C 27" , and in further accordance with Specia 20 Specifications "X" for the construction of reinforced concrete cul- 21 verts in the City of Azusa, which specifications are set forth in 22 Resolution No. 406. 23 ( j ) That two corrugated iron pipe culverts with concrete wing 24 walls for entrance and outlet be constructed, one along the easterly 25 side and one along the westerly side of the roadway of Alameda Avenu. , 26 the northerly end of each of said culverts shall be parallel with an. 27 distant four (4) feet northerly from a line which is the prolonga- 28 tion of the northerly right-of-way line of the Atchison, Topeka and,:,. . 29 Santa Fe Railway Company (Coast line) , prolonged and extended in its 30 usual course westerly across said Alameda Avenue, and the southerly 31 end of each of said culverts shall be parallel with and distant four 32 (4) feet southerly from a line which is the prolongation of the 6. D § 1 Atchison, Topeka and Santa Fe Railway Company ( Coast line) , prolonge ; 2 and extended in its usual course westerlyacross said Alameda Avenue, 3 the center line of each of said culverts to be on a line which is 4 parallel with and distant thirty-three (33) feet from the center 5 line of Alameda Avenue, in accordance with Improvement Plan N© "B3i." 6 and Improvement Cross-sections No. "E 101", and Plans, Details and 7 Cross-sections No. "C 28", and in further accordance with Special 8 Specifications "Y" for the construction of corrugated iron pipe cul- 9 vents in the City of Azusa, which specifications are set forth in 10 Resolution No. 406. 11 (k) That two corrugated iron pipe culverts with concrete wing 12 walls for entrance and outlet be constructed, one along the easterly 13 side and one along the westerly side of the roadway of Dalton Avenue, 14 the northerly end of each of said culverts shall be parallel with an. 15 distant four (4) feet northerly from a line which is the prolongatio 16 of the northerly right-of-way line of the Atchison, Topeka and Santa 17 Fe Railway Company (Coast line) , prolonged and extended in its usual 18 course westerly across said Dalton Avenue, and-the- Southerly end of 19 each of said culverts shall be parallel with and distant four (4) 20 feet southerly from a line which is the prolongation of the southerly 21 right-of-way line of the Atchison, Topeka and Santa Fe Railway Compa- 22 ny (Coast line) , prolonged and extended in its usual course westerly 23 across said Dalton Avenue, the center line of each of said culverts 24 to be parallel with and distant twenty three (23) feet from the center 25 line of Dalton _".venue, in accordance with Improvement Plan No. "B 30" 26 Improvement Cross-sections No. "E 101" and Plans, Details and Cross- 27 sections No . Pasadena Avenue, the center line of said 32 culvert to be parallel with and distant twenty-three (23) feet west- 8. y 1 erly from the center line of Pasadena Avenue, in accordance with 2 Improvement Plan No. "B 30" , and Improvement Cross-sections No. "E 3 101" , and Plans, retails and Cross-sections No. "C 28" , and in fur- 4 ther accordance with Special Specifications "Y" for the construction 5 of corrugated iron pipe culverts in the City of Azusa, which specifi 6 cations are set forth in Resolution No. 406. 9 (n) That two corrugated iron and reinforced concrete culverts 8 with intakes and outlets be constructed, one along the easterly side 9 and one along the westerly side of the roadway of Alameda Avenue, 10 across the intersection thereof with Centre Street, the northerly 11 end of each of said culverts shall be parallel with and distant four 12 (4) feet northerly from the northerly line of Centre Street, and the 13 southerly end of each of said culverts shall be parallel with and 14 distant four (4) feet southerly from the southerly line of Centre 15 Street, and the center line of each of said culverts shall be on a 16 line which is parallel with and distant 17.83 feet from the easterly 17 and westerly property lines, respectively, of Alameda Avenue, in 18 accordance with Improvement Plan No. "B 30", and PlariS, 19 t!Th and 19 Cross-sections No . "C 26", and in further accordance with Special 20 Specifications "Z" for the construction of corrugated iron and con- 21 crete culverts in the City of Azusa, which specifications are set 22 forth in Resolution No. 406. 23 (o) That two corrugated iron and concrete culverts with intakes 24 and outlets be constructed, one along the easterly side and one along 25 the westerly side of the roadway of Dalton Avenue, across the inter- 26 section thereof with Centre Street, the northerly end of each of said 27 culverts shall be parallel with and distant four (4) feet northerly 28 from the northerly line of Centre Street, and the southerly end tf 29 each of said culverts shall be parallel with and distant four (4) 30 feet southerly from the southerly line of Centre Street, and the cen- 31 ter line of each of said culverts shall be on a line which is paralle 32 with and distant 17.83 feet from the easterly and westerly property 9. a . 1 lines, respectively, of Dalton 'venue, in accordance with Improvemen 2 Plan No. "B 30" , and Plans, Details and Cross-sections No. "C 26" 3 and in further accordance with Special Specifications "Z" for the 4 construction of corrugated iron and concrete culverts in the City of 5 Azusa, which specifications are set forth in Resolution No. 406. 6 , (p) That a corrugated iron and concrete culvert with intakes an. 7 outlets be constructed along the easterly side of the roadway of 8 Soldano Avenue, across the intersection thereof with Centre Street 9 the northerly end of said culvert shall be distant four (4) feet 10 northerly from &hd parallel with the northerly line of Centre Street, 11 and the southerly end of said culvert shall be parallel with and dis- 12 tant four (4) feet southerly from the southerly line of Centre Stree , 13 and the center line of said culvert shall be on a line which is 14 parallel with and distant 17.83 feet westerly from the easterly 15 property line of Soldano Avenue, in accordance with Improvement Plan 16 No. "B 30", and Plans, Details and Cross-sections No. "C 26", and in 17 further accordance with Special Specifications "Z" for the construc- 18 tion of corrugated iron and concrete culverts in the City of A2u6a; 19 which specifications are set forth in Resolution No. 406. 20 ( q) That a reinforced concrete culvert be constructed along the 21 westerly side of Soldano Avenue, across the intersection thereof wit 22 Centre Street, the northerly and southerly endt of said culvert to 23 connect to a reinforced concrete culvert now in place, the northerly 24 end of said culvert shall be distant 8.0 feet northerly from the 25 center line of said. Centre Street, and the southerly end of said cul- 26 vert shall be a mxxxiimsxmkimkxisxpamakisixRttkxxmkxkasiami 35 feet 27 southerly from the center line of said Centre Street, and the center 28 line of said culvert shall be on a line which is parallel with and 29 distant 14.25 feet easterly from the westerly property line of Soldan . 30 Avenue, in accordance with Improvement Plan No. "B 30", and Plans, 31 Details and Cross-sections No. "C 25" , and in further accordance with 32 Special Specifications "X" for the construction of reinforced concrete. 10. 1 the southerly line of Lot 3, Block H, Subdivision No. 1 of Azusa 2 land and 'Water Company, as per Map thereof recorded in Book 16,Page 3 18 of Miscellaneous Records of Los iingeles County, California, ex- 4 tended easterly; thence westerly along said south line of said Lot 5 3, Block H, produced easterly, and along said southerly line of said 6 Lot 3, Block H, and along the south line of Lot 6, Block 82, Map of 7 Azusa as per map thereof recorded in Book 15, Page 93, Miscellaneous 8 Records of Los Angeles County, California, and its extension thereof 9 westerly , to the intersection of the center line of Pasadena Avenue 10 with the center line of Fourth Street; thence westerly along the 11 center line of Fourth Street a the intersection thereof with the 12 westerly line of Block 54, Map of Azusa; as per mapttheroofrecorded 13 in-Books 15 Page 93; 11160e1 :&n ous Records of Los Angeles County, 14 California, produced southerly; thence northerly in a straight line 15 to the southwest corner of said Block 54, Map of Azusa; thence north 16 erly along the westerly line of said Block 54 of said Map of Azusa 17 and the extension thereof northerly to the intersection thereof with 18 the center line of Fifth Street, thence westerly in ag: 19 along the said center line of Fifth Street, a distance of forty feet, 20 to the intersection thereof with the center line of Angeleno Avenue; 21 thence northerly along the center line of ingeleno Avenue to the in- 22 tersection thereof with the southerly right-of-way line of the Atchi- 23 son, Topeka and banta Fe Railway Company Nast line) ; thence norther y 24 in a straight line to the intersection of the center line of Angeleno 25 Avenue with the northerly right-of-way line of the Atchison, Topeka 26 and Santa Fe Railway Company (coast line) ; thence northerly along the 27 center line of said Angeleno Avenue to the intersection thereof with 28 the center line of Eleventh Street; thence northeasterly in a: staeaigh29 line to the southeast corner of Lot 66, subdivision No. 2 of Azusa 30 Land and `"pater Company, as per Map thereof recorded in Book 43, Page 31 94, Miscellaneous Records of Los Angeles County, California; thence 32 northerly along the easterly line of Lots 66 and 65 of said subdivi- 12. . 1 culverts in the City of Azusa, which specifications are set forth in 2 Resolution No. 406. 3 (r) That a reinforced concrete culvert be constructed along the 4 westerly side of Pasadena Avenue, across the intersection thereof 5 with Centre Street, the northerly end of said culvert shall be five 6 (5) feet northerly from and parallel with the northerly line of Cen- tre Street, and the southerly end of said culvert shall be five (5) 8 feet southerly from and parallel with the southerly line of said 9 Centre Street, and the center line of said culvert shall be on a line 10 which is parallel to and distant 18.33 feet easterly from the westerl; 11 property line of Pasadena Avenue, in accordance with Improvement Plan 12 No. "B 30", and Plans, Details and Cross-sections No. "C 24" , and 13 in further accordance with Special Specifications "X" for the cons- 14 truction of reinforced concrete culverts in the City of Azusa, which 15 specifications are set forth in Resolution No. 406. 16 Section 2: That said contemplated work or improvement is in the 17 opinion of the Board of Trustees of the City of Azusa, of more than 18 local or ordinary public benefit, and said Board of Trustees hereby 19 declares that the district in said City of _Azusa to be benefited by 20 said work or improvement, and to be assessed to pay the cost and ex- 21 pense thereof, is hereby described as follows : 22 All that portion of the City of Azusa included within the fol- 23 lowing described exterior boundary lines, to-wit: 24 Commencing at the intersection of the center line of Sierra 25 Madre Avenue with the easterly boundary line of the City of Azusa, 26 thence southerly, easterly and southerly along said City boundary 27 line to the intersection thereof with the northerly line of Fifth 28 Street; thence westerly along said northerly line of l''ifth Street to 29 the intersection thereof with the center line of Cerritos Avenue, K 30 south of Fifth Street, extended northerly; thence southerly along the 31 said center line of said Cerritos Avenue, extended northerly, and the 32 center line of said Cerritos Avenue, to the intersection thereof with 11. • 1 sionNo. 2 of Azusa Land and 7jater Company, to the intersection there- 2 of with the center line of Sierra Madre Avenue, extended westerly;
