1 RESOLUTION NO. 2458
2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA,
3 ESTABLISHING THE VOTING PRECINCTS FOR THE
HOLDING OF A SPECIAL ELECTION TO BE HELD AS
4 A CONSOLIDATED ELECTION ON NOVEMBER 7, 1950,
AND AUTHORIZING THE CITY CLERK TO PUBLISH
5 NOTICE OF ELECTION AND PROCURE AND MAIL
SAMPLE BALLOTS AND TO -PURCHASE NECESSARY
6 ELECTION SUPPLIES AND SET COMPENSATION TO
BE PAID ELECTION OFFICERS.

8 The City Council of the City of Azusa does hereby resolve
9 as follows:
10 Section 1. The City Council having heretofore, by
11 Resolution No. 2444, called a special election to be held on Tuesda}
12 November 7, 1950, and the said special election having been consoli-
13 dated by the Board of Supervisors of the County of Los Angeles with
14 the regular State election to be held on said date, and the Board
15 of Supervisors having required that certain work and materials and
16 supplies be furnished by the City of Azusa;
17 Section. Pursuant to thg provisions of Division 11,
18 Part 2, Chapter 2 of the Election Code of the State of California,
19 voting precincts shall be the same as those established for the
20 regular election, and the election officers and election precincts,
21 'polling places shall be those designated by the Board of Super -
22 visors of the County of Los Angeles for the conducting of a general
23 election.
24 Section 3. The City Clerk of the City of Azusa is hereby
25 authorized and directed to publish in the Azusa Herald and Pomotropi
26� in its issue of October 5, 195, notice of election, pursuant to
27 the provisions and requirements of said election code.
28 Section 4. The measure to be submitted at said election

29 shall be designated as Ordinance creating the position of City
30 Coordinator of the City of Azusa and defining the powers and
31 authority thereof. The said proposed initiative ordinance provides
32 that a city coordinator shall be appointed by the City Council

and hold office during the pleasure of the City Council, that no
person elected to membership in the City Council shall be eligible
for the appointment as City Coordinator until more than one year
after he has ceased to be a member of the said City Council; that
the City Coordinator shall furnish a corporate surety bond; that
he shall be compensated at the rate fixed by the City Council and
that he shall serve directly under the supervision and control of
the City Council in an administrative capacity, and his powers
are substantially as follows:

To execute such things as are placed in his charge by '••
the council,:ito-,dttend council meetings and report to the council
concerning affairs of the city, to coordinate the various operation:
of the various department of the city, and to carry out policies,
rules, and regulations of the city in an administrative capacity,
to analyze functions and make recommendations to the City Council,
to tabulate and prepare a consolidated municipal budget, to be
responsible for the administration of the budget, to supervise
expenditures and purchases for the city, to organize and aid in
carrying out public improvement projects, to serve as public re-
lations officer, cooperate with community organizations, to keep
an inventory of the city's property, to administer the functions
of the city which do not require councilmanic action to enforce
franchises, to appoint and remove officers and employees of the
City except certain officers subject to regulations and provi-
sions of the City Civil Service Ordinance, to perform other duties
and exercise other powers delegated to him by the council. In
the exercise o4t the_duties to exercise tact and courtesy, establish
and maintain harmonious relationships. The City Coordinator is

not under Civil Service and As subject to the rules and regulations
of the Civil Service.
Section 5. That the City Clerk of the City of Azusa is
hereby authorized and directed to have printed and have distributed

sample ballots and to procure ballots to be used in said special
election, and such other election supplies as may be required,
and to employ such additional help as may be necessary to comply
with the law regarding the holding of special elections, and to
cause to be published in the Azusa Herald and Pomotropic published
on October 12, 1950, and publication of October 25, 1950, a brief
synopsis of the measure to be voted upon to wit: the synopsis
hereinabove set forth. in Section 4.
Section 6. That the pr ein�ctsse}wection off cers shall

receive the sum of 3 each&s compensation from the
City of Azusa for the services rendered in connection with the
above special election, in addition to the money paid to them by
the County of Los Angeles.
Section 7. Be it further resolved that the Mayor shall
sign this resolution and the City Clerk shall attest same and
certify to the passage and adoption thereof.
