HomeMy WebLinkAboutResolution No. 2454I1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 RESOLUTION NO. 2454 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, CALIFORNIA PROVIDING FOR EMERGENCY EMPLOYEES TO FILL OFFICES OR POSITIONS IN THE CITY OF AZUSA DURING THE PRESENT NATIONAL EMERGENCY. The City Council of the City of Azusa does hereby resolve as follows; Section 1' The Council of the City of Azusa does hereby declare that there is a present war emergency, that the council has heretofore received notice of induction of men from the Police and Fire Department and other departments of the City of Azusa., I and has received further notice that there will shortly be additional ].eaves of absence requested for the purpose of joining the armed forces of the United States, and there has been a large percentage of the permanent employees of the Police, Fire and other depart- ments of the City of Azusa who have joined the armed services, and the City of Azusa having further determined that it is necessary t.o.provi.de for the emergency employment of persons to fill'offices and positions in the City of Azusa. Section 2. During the present war emergency the Council of the City of Azusa hereby declares that it will appoint emer- gency employees to fill positions in the city departments that are open or unfilled at the present time or which may become un- filled in the future due to a leave of absence granted to any em pl.oyee in the service of the City, for the purpose of joining the armed forces of the United States. The appropriate commissioner of the City of Azusa is hereby authorized and directed to employ such help as may be necessary or required pursuant to the provi- �ions of this resolution, subject to the confirmation by the City Council of such appointment, Section 3• Armed Services as used herein shall mean the United States Air Force, Army, Navy, Marine Corps, Coast Guard -I- 11 21 7 lot 111 12 13 141 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 Revenue Marine Service, Army and Navy Nurse Corps or active service in the American Red Cross. As used herein, military service shall mean full time services by a person in the Armed Services during the national emergency. Military leave means the absence of permanent employees or probationers who leave a position to serve in the armed forces of the United States and who have the right under statutes, ordinances or resolutions of the City Council of the City of Azusa to return to their position. Section 4. Any person who is appointed under the pro- visions of this resolution shall not be subject to the require- ments, regulations and qualifications of the personnel merit or civil service system adopted by the City Council of the City of Azusa on April 18, 1950, Resolution No. 2395• Section 5. It is further provided that any emergency employee selected from an eligible list, who is otherwise, at the time of his appointment eligible for a permanent or probationary appointment, may acquire such rights as are provided for in such regulations as may be adopted by the personnel board of the City of Azusa. Section 6. Be it further resolved that the Mayor shall sign this resolution and the City Clerk shall attest same and certify to the passage and adoption thereof. ATTEST: I'll .
