RESOLUTION NO. 292
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AZUSA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA,
PROTESTING TO THE BOARD OF SUPERVISORS OF THE
COUNTY OF LOS ANGELES ON PROPOSED JUDICIAL DIVISION
OF AREA AND RECOMMENDING A REVISION THEREOF.
The City Council of the City of Azusa does hereby resolve as
follows:
.Section 1. Whereas, there is among the proposed judicial
areas a proposal whereby the areas of Azusa, Glendora and other
areas in the vicinity of Azusa lying West of the San Gabriel
River are contained in the proposed Monrovia Municipal Court area,
and,
Whereas, there is proposed the classification of Ramona
Township, which, in effect, re-establishes the old Ramona Township
of years ago, reference to the map on which the boundaries have
been given, and,
Whereas the City of Azusa is attached in the Monrovia Area
and in the opinion of the City Council, the logical affiliation is
with the Ramona Township, and,
Whereas, the population in the area of the present unin-
21 corporated towns of Baldwin Park and Puente are split almost in
22 half by the proposed division, and,
23 Whereas, irreparable hardship will result from the proposed
24 division for the following reasons:
25 1. The City of Azusa and the Police Department, as well as
26 the City of Glendora will of necessity be compelled to travel
27 almost twice the distance to reach the proposed center of the
28 Monrovia Township, which will necessitate the employment of extra
29 police officers, whose time will be largely spent as messengers.
30 2• Police monitoring, which has long been established in
31 this area, will have to be divided and to a large extent this
32 will not only be an added expense to the City of Azusa and to the

community but in addition thereto will result in less effective
police work of the communities in this area.
3. The economic and social interests of the City of Azusa
and its people and the surrounding area East of the San Gabriel
River as a contiguous unit are closely interwoven.
4. The area East of the San Gabriel River is served by
the same telephone exchange, that is, Azusa, Glendora, Covina,
West Covina, Baldwin Park, Puente, Irwindale and other outlying
communities, and the division thereof will necessitate undue
expense in communication between Azusa and the areas lying
W,est of the San Gabriel River.
5. The unnatural division of this area will operate as a
barrier to cooperative development of this area.
6. The division of the Baldwin Park -Puente area will result
in inconvenience and a division of the Azusa -Glendora area will
result in broken political and judicial areas and inconvenience
to litigants, attorneys, witnesses and other parties normally
appearing before courts of justice.
7. Historically, geographically, politically, socially and
economically, the San Gabriel River has been the natural division.
Utilities, flood control problems, communication systems, police
protection service and intercommunity developments will and have
had the San Gabriel River as their natural and logical limits.
Whereas, the recommendations hereinbelow set forth will be
proper and beneficial as follows:

4. The changes can be made without disturbing the proper
division of the area with respect to "case load" or "weighted case
load", in accordance with the preliminary survey conducted under
the auspicies of the Board of Supervisors of the County of Los
Angeles.
5. The new proposed area would have a normal case load,
which would still be less than some other Justice Court areas
enumerated in the report.
6. The changes would make for the effective and convenient
handling of criminal cases, which would under the new provision
be assigned to the'Pomona Branch of the Superior Court, rather
than the Pasadena Branch. The area of Azusa -Glendora is at the
present time and has been for some time been in the area served
by the Pomona Branch of the Superior Court. Inconvenience to
litigants, attorneys, witnesses and jurers would result if they
are required to appear in the Pasadena Branch of the court.
The proposed preliminary change submitted herewith for
consideration is as follows:
To include in the Ramona Township the areas of Azusa,
and all areas East of the San Gabriel River and to follow said
Gabriel River down to Valley Boulevard and follow Valley
Boulevard to its intersection with the present Ramona Township
line.
Section 2. Be it further resolved that the Mayor shall sign
this resolution and the City Clerk shall attest the same and
certify as to the passage and adoption hereof.
