RESOLUTION NO. ,8491.
CIVIL DEFENSE AND DISASTER RESOLUTION OF THE
CITY OF AZUSA, COUNTY OF LOS ANGELES, STATE
OF CALIFORNIA.
WHEREAS, Ordinance No. 436 of the City of Azusa relating
to civil defense and disaster provides that the civil defense and
disaster organization, the distribution of civil defense powers
and duties, the assignment of functions and services and the
recruitment, direction and training of personnel shall be prescribed
by resolution, adopted concurrently with the adoption of said
ordinance, now, therefore, be it
11 Resolvers by the City Council of the City of Azusa as follows:
12 Section 1. The civil defense and disaster organization of
13 this city shall be as hereinafter more particularly described
14 and as shown, on the attached chart marked Exhibit A and entitled
15 "Suggested Model Loral Organization of Civil Defense", said Exhibit
16 A including all information shown thereon, is as much a part of
17 this resolution as if the materials and information set forth by
18 said exhibit, were all fully described herein.
19 Section 2. Division of Operating Services.
20 There is hereby created a division of operating services.
21 For the purposes of civil defense planning and organization, the
22 ;hi.ef of each operating service within this division shall be
23 responsible to the director through the assistant director.
24 Within this division, there shall be the following
25 oivi1 defense and disaster services:
26 (1) Fire service,
27 (2) Law enforcement service, which shall include
the plant protection service,

(3) Engineering service, which shall include
29 utility service, shelter protection and
rescue service,

(4) Ilealth and medical services, which shall.
31 include special weapons defense, and
32 (5) Emergency welfare service, which shall include
mass .feeding, clothing and shelter.

The director shall appoint a chief of each such
service, except as hereinafter provided. The chief of the fire
department of the City of Azusa shall be chief of the fire service.
The chief of police of the City of Azusa shall be chief of the
law enforcement service. The city engineer of the City of Azusa
shall be chief of the engineering service.
Section 3. Division of Special Services.
There is hereby created a division of special civil
defense and disaster services. This division shall be under the
direction and control of a deputy director of civil defense, who
shall be appointed by the director. For the purpose of civil
defense and disaster planning and orgainzation, the deputy director
is responsible to the director through the assistant director of
;i.vil defense and disaster.
Within this division there shall be the following service
(1) Mutual aid plans,
(2) Evacuation service,
(3) Transportation service,
(4) Warden service,
(5) Communications service, which shall include
civil air raid warning,
(6) Supply service,
(7) Public affairs and information service,
(8) Training Service,
(9) Personnel service, which shall include the
recruitment of civilian auzi.liaries to military
activities, and
(10) General administration service.
The director shall appoint a chief of each such service
k o shall be responsible to the deputy director of the division of
special, services. The director may appoint the same person as
thief of two or more services.
Section 4, Legal.
The city attorney shall serve as the legal advisor

to the director of civil defense and to the civil defense
organization.
Section 5. American Red Cross,
?'be American Red Cross in the City of Azusa will, in
natural disaster, furnish .food, clothing, shelter, registration
and information service, supplementary medical service when
requested, and rehabilitation to individuals and families affected
by the disaster,
In war -caused disasters, the American Red Cross will
furnish only food, clothing and shelter to affected individuals
and. families,
The American.Red Cross will. provide funds with which
to finance all its relief operations during natural disaster.
Civil defense financing ;will be provided by public or private
agencies other than the Red Cross for Red Cross functions in war -
caused disac ers•
The director shall be responsible for arranging, through
chairman of the local. Red Cross chapter, for the participation
19 of the Red. Cross in civil defense as a part of the mass care service
20 in case of war -caused disaster, and for the relationship between the
21 Red Gross and the civil defense organization in case of natural.
22 disaster.
23 Section b, Duties.
24 The civil defense and disaster duties of the deputy
25 lirector and the chiefs of operating services and special. services
26 shall be as described in "United States Civil Defense" National
27 Security Resources Board Document 128, dated September 8, 1950,
28 copies of which shall be filed in the office of the city clerk :for
29 iise and examination by the public. Such duties as described in
30 'United States Civil Defense" may be changed from time to time'by
31 ,he director by -written administrative orders, particularly for the
32 .urpose of conforming to recommendations of the State Director

of Civil. Defense or subsequent modifications recommended by the
Federal Civil Defense Administrator. Upon recommendation of the
civil- defense and disaster council of the City of Azusa, such
duties shall be changed in accordance with such recommendations.
Section 7. Be it further resolved that the Mayor shall
sign this resolution and the City Clerk shall attest the same
and certify as to the passage and adoption hereof.
