RESOLUTION NO. 2927
RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AZUSA, CALIFORNIA, ORDERING A
REPORT UNDER THE SPECIAL ASSESSMENT
INVESTIGATION, LIMITATION AND MAJORITY
PROTEST ACT OF 1931s ON THE ACQUISITION
AND IMPROVEMENT OF CERTAIN LANDS FOR
PUBLIC PARKING PLACES.
WHEREAS, a petition under the Vehicle Parking
District Law of 1943 (Part 1 of Division 18 of the Streets
and Highways Code of the State of California) signed by
Roy C. Arnold, Thomas S. Oki and others, was filed in the
office of the City Clerk on July 6, 1953; and
WHEREAS, said City Clerk has checked said petition
and has certified that it is signed by the requisite number
of qualified signers, and the said petition and certificate
of said Clerk have been presented to this City Council;
NOW, THEREFORE, the City Council of the City of
Azusa, California, DOES HEREBY RESOLVE, DETERMINE AND
ORDER as follows:
Section'1. That the slid petition contains all of
the matters and things required by said Vehicle Parking Dis-
trict Law of 1943, and is signed by the regyisite number of
qualified signers, and said petition is in all respects a
good and sufficient petition.
Section 2. That the certificate of the Aity Clerk
to the effect that said petition is signed by the requisite
number of qualified signers is in proper form and in every
respect sufficient and in compliance with said Vehicle
Parking District Law of 1943.
Section 3. That the public interest and necessity
require the acquisition and improvement described in said
petition and that the property to be acquired, as described
In said petition, is necessary therefor.
Section 4. That the nature of the proposed acquisi-
tion is the acquisition of lands hereinafter described in fee
simple for public parking places to be used as public parking
lots and the nature, location and extent of the proposed
improvement is as hereinafter described.
Section 5. That the location and extent of the
proposed acquisition for parking lots and a general descrip-
tion thereof is as follows:
PARCEL A. Lot 42 and the Northerly 20 feet of Lot 43 of
Block 29, Map of Azusa, as per map recorded in Book 15,
pages 93 to 96 of Miscellaneous Records of the County
of Los Angeles.
PARCEL B. Lots 17, 18, 19 and 20 of Block 28, Map of Azusa,
as per map recorded in Book 15, pages 93 to 96 of
Miscellaneous Records of the County of Los Angeles.
PARCEL C. Lots 17, 18, 19 and 20 of Block 37, Map of
Azusa, as per map recorded in Book 15, pages 93 to 96
of Miscellaneous Records of the County of Los Angeles.

PARCEL D. Lots 39, 40, 41 and 42 of Block 36, Map of
Azusa, as per map recorded in Book 15, pages 93 to 96
of Miscellaneous Records of the County of Los Angeles.
Section 6. That the nature, location, and extent
of the proposed improvement is as follows:
Clearing and grading of parcels, including the
removal of existing buildings and other obstructions.
Section 7. The exterior boundaries of the district
of lands in the City of Azusa, California, to be specially
assessed to pay all of the cost of the proposed acquisitidn
and improvement are generally described as follows:
Beginning at the center line of Foothill Boulevard
at its intersection with the center line of Alameda
Avenue; thence Northerly along said center line of
Alameda Avenue to the center line of Santa Fe Avenue;
thence Southwesterly along said center line of Santa
Fe Avenue to the center line of San Gabriel Avenue;
thence Northerly along the center line of San Gabriel
Avenue to the Easterly prolongation of the center
line of Santa Fe Avenue lying Westerly of San Gabriel
Avenue; thence Southwesterly along said last mentioned
center line of Santa Fe Avenue to the Northerly prolonga-
tion of the center line of the alley between San Gabriel
and Angeleno Avenues; thence Southerly along the center
line of said alley to the center line of Sixth Street;
thence Easterly along the center line of Sixth Street
to the Southerly prolongation of the center line of
the alley between Alameda and Dalton Avenues; thence
Northerly along said center line of said last mentioned

alley to the center line of Foothill Boulevard; thence
Westerly along the center line of Foothill Boulevard to
the point of beginning.
Section 8. No amount or percentage of the cost of
the acquisition and improvement is proposed to be paid from
any source other than special assessments upon benefited
property.
Section 9. The law under which the proceedings are
to be conducted is the said Vehicle Parking District Law of 1943.
Section 10. Bonds are to be issued under said Law
to represent assessments not paid within thirty (30) days after
the date of the recordation of the assessment. Said bonds
shall extend over a period of nineteen (19) years from the 2nd
day of January next succeeding the next October 15th following
their date. The maximum rate of interest to be paid on
said bonds shall be six per cent (6%) per annum, payable as
provided in said Law. The redemption provisions of said
bonds shall require the payment of a premium of three per cent
(3%) of the unpaid principal, as provided in Section 31682 of
said law.
Section 11. The City Engineer is hereby directed to
procure the required information and prepare and present to this
City Council the report required by the Special Assessment
Investigation, Limitation and Majority Protest Act of 1931 as
set forth in Division 4 of the Streets and Highways Code.
Section 12. The proposed district shall be
designated and referred to in the proceedings for the
formation thereof as "Vehicle Parking District No. 1 of
the City of Azusa.

I, JAMES MILLER, City Clerk of the City of Azusa,
California, DO HEREBY CERTIFY that the foregoing resolution
was duly adopted by the City Council of said City and was
approved by the Mayor of said City at a regular meeting of
said City Council held on the 21st day of December, 1953, and that
it was so adopted by the following vote:
