A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF A�Z:LTSA, COUNTY OF LOS ANGELES,
STATE OF, CAL4F'ORNIA, SETTING A DATE AND
TIMX FOR RECALL FOR A SPECIAL ELECTION
PURSUANT TO THE PROVISIONS OF THE
$LECTIONS CODE OF THE STATE OF
CALIFORNIA
The City Council of the City of Azusa does hereby resolve
as follows:
SECTION 1. WHEREAS, recall petitions have been circulated?
against JOE A.,HERNANDEZ, KARL J. JONES and ARTHUR Z. SELTZER, all
of whom are City Councilmen of the City of Azusa, and
SECTION 2. WHEREAS, the City Clerk of the City of Azusa
has filed his petition certifying the results of the examination
and,
SECTION 3. It appearing therefrom that the petition is
sufficient,
SECTION 4. NOW, THEREFORE, the 14 day of August, 1953 is
hereby set as the time and place for a special election to be held,
on said date. That on said date the hours the polls shall be open
are 7:00 A.M. to 8:00 P.M.
SECTION 5.. That the Judges, inspectors and other election
officers ,shall be such as are selected by the City Council of the
City of Azusa and that said polling places and precincts shall be
consolidated. in such manner as shall be determined by the City
Council of the City of Azusa.
SECTION 6. That the questions submitted shall be:
a. Shall JOE A. HERNANDEZ be recalled from the office of
member of the City Council of the City of Azusa, California?
b. Shall KARL J. JONES be recalled from the office of
member of the City Council of the City of Azusa, California?
c. 31- 411 ARTHUR Z. SELTZER be recalled from the office of
pepber, of. tha Gitj Council of the City of Azusa, California?

T No. 2395 of the City of Azusa on April 18, 1950" be adopted, said
g ordinance provides for the adoption of a personnel system, the
9 creation.of-e personnel officer to be appointed by and serve at
10 .. the pleasure of the City Council, providing for the duties of the
11 personnel officer,.creating a personnel board of five (5) members
12 to ;b®.'eppoititet by the. City Council and defining the duties of said

26 test, providing for appointment subject to ordinances, providing

27 for the suspension of employees, the filing of charges and a right
" 28 to appeal, providing for the abolition of positions, prohibiting
29 improper political activity by employees in the competitive seavice
30 providing no discrimination, because of political opinion or affil -
.31 cation, race, or creed, prohibiting the soliciting of contributions
32 for political purposes, providing for the right to contract by
the City Council for special services, the appropia-tion of funds

11 necessary to carry out the provisions of the ordinance, providing
2 for the penalty'of a violation and repealing the initiative
3 ordinance adopted by Resolution 2395, of.the City of Azusa on
4 April 18, 1950; entitled an "Ordinance adopted pursuant to the
5 initiative 'provisions of Divisions IV, Chapter III, Article I.of
6 the Election Code of the. State of California creation and
7 establishing civil service system for the selection, employment,
8 classification, advancement, suspension, discharge and
9 retirement of appointive officers and emp&ogees of the City
10 of Azusa, California.
11 SECTION q. It is further.resolved that the. Mayor shall -
;2 .-sign thie resolution. and the City Clerk shall attest the same
13 and certify as to the passage and adoption hereof.
