HomeMy WebLinkAboutResolution No. 1376Plan No. 11 (New Series) adopted by Resolution No. Z3 7 Z of the City Council of the City of .Azusa, and which specifi- cations are marked Specifications No. 5 (New Series) adopted by Resolution No. /3 % of the City Council of the City of Azusa, and are on file in the office of the City Clerk of said city for the exact location of said works and for a designation of the materials from which said works shall be constructed. Said work hereinbefore briefly and generally described is generally located and described as follows, to-wit; That a sewage treatment plant be constructed in and upon portions of the northerly 660 feet of the easterly 330 feet of Lot 47 of Subdivision No. 2, Azusa Land and 'Plater Company, as per map thereof recorded in Miscellaneous Records, Book 43, Page 94, Records of Los Angeles County, California, including a pumping station of reinforced con- crete with stucco and frame building, together with. electric motors, sewage pumps, chlorinator, hot water heater, waste gas burner and other appurtenances; reinforced concrete pre- liminary settling tank, together with clarifier, skimmer and other appurtenances; sprinkling filter bed and appurtenances; final settling tank and appurtenances; sludge digestion tank and appurtenances; sludge gas controller; sludge drying beds; pipes, fittings and all appurtenances thereto, all as shown upon the plan hereinabove mentioned and in accordance with the specifications hereinabove mentioned. That the following described tmtr be acquired as a site for the sewage treatment plant, to-wit, the northerly 660 feet of the easterly 330 feet of Lot 47, and the northerly 660 feet of the westerly 330 feet of Lot 50, aforesaid Subdivision No. 2, Azusa Land and Vdater Company. 2. The construction of an outfall sanitary sewer of vitrified clay pipe with manholes, junction chambers, appur- tenances and appurtenant work in the northerly portion of the northerly 660 feet of th.e easterly 330 feet of said Lot 47, in and along the northerly portion of said Lot 50 and in First Street, between the receiving basin of the sewage treatment plant hereinbefore described located on said Lot 47 arid the easterly line of Alameda Avenue and in a certain right-of- way across the westerly portion of Lot 51 of said Subdivision No. 2, Azusa Land. and hater Company, between the southerly line of said Lot 51 and the northerly line of said Lot 51. The construction of sanitary collecting sewers of cement concrete pipe, with appurtenances, and appurtenant work, in the following described streets, alleys, easements, rights-of-way and public ways, to -wit: IN Cerritos Avenue,between the easterly prolongation of the southerly line of Sixth Street and Foothill Boulevard; Sixth Street, between Pasadena Avenue and Cerritos Avenue; Pasadena Avenue, between the easterly prolongation of the southerly line of the first alley southerly of and parallel with Second Street and. the center line of Tenth Street; Soldano Avenue and Dalton Avenue, between the first alley southerly of and parallel with Second Street and the center line of Eleventh Street; The first alley, southerly of and parallel with Second Street between a line 24 feet westerly of and parallel with the east line of Alameda. Avenue and Pasadena Avenue; The alley between Alameda Avenue and Dalton Avenue be- tween the southerly termination of said alley in Block la, Map of Azusa, and the center line of Eleventh Street; The easement across the southerly portion of Lot 22, Block 19, Map of Azusa, as recorded in miscellaneous Records, Book 15, Pages 93 to 96, both inclusive, Records of Los Angeles County, California, and ex- tending into a portion of Alameda Avenue to a line 74 feet westerly of and parallel with the east line of said Alameda Avenue; 3. The alley between Alameda Avenue and Azusa Avenue, between a line 14 feet northerly of the southeiJy. line of Ninth Street and the center line of Eleventh Street; The alley between Azusa Avenue and San Gabriel Avenue; between'a line 14 feet northerly of the southerly line of Ninth Street and the northerly termination of said alley northerly of Eleventh Street; The alley between San Gabriel Avenue and Angeleno Avenue, between a line 14 feet southerly of the northerly line of Ninth Street and the northerly termination of said alley northerly of Eleventh Street; The alley located parallel to and between Angeleno Avenue and Sunset Avenue; the alley located parallel to and between Sunset Avenue and Orange Avenue; the alley located parallel to and between Orange Avenue and Enid Avenue; the alley located parallel to and between Enid Avenue and McKeeverAvenue; the alley located parallel to and between McKeever Avenue and Vernon Avenue; each, between the first alley northerly of Crescent Drive and the first alley southerly of Eleventh Street; The first alley northerly of Crescent Drive, between Vernon Avenue and Angeleno Avenue; The first alley southerly of Eleventh Street, between Vernon Avenue and Angeleno Avenue; McKeever Avenue, Enid Avenue and Orange Avenue, each, between Crescent Drive and Tenth Street; Sunset Avenue, between the southerly line of the first alley southerly of Eleventh Street to the northerly termination of said Sunset Avenue northerly of Eleventh Street; Orange Avenue, between the southerly line of the first alley southerly of Eleventh Street to the northerly termination of said Orange Avenue northerly of Eleventh Street; Angeleno Avenue, between the center line of Ninth Street and Tenth Street; Ninth Street, between Angeleno Avenue and the first alley easterly of said Angeleno Avenue; The construction of sanitary collecting sewers of vitri- fied clay pipe with appurtenances, and appurtenant work, in the following described streets, alleys, easements, rights-of-way, and public ways, to -wit: IN Alameda Avenue, between First Street and Second Street; Second Street, between the westerly line of Alameda Avenue and the southerly prolongation of the easterly W line of the first alley easterly of said Alameda Avenue; The alley between Alameda Avenue and Dalton Avenue, between Second StreeL and Foothill Boulevard; Alamed.a Avenue, between the southerly line of Santa Fe Avenue and a line 170 feet southerly of and parallel with the southerly line of Ninth Street; Santa Fe Avenue, between the northerly prolongation of the westerly line of the first alley lying wester- ly of Alameda Avenue and Alameda Avenue; The easement across Lots 7 and 8 of Block 20 of Map of Azusa hereinbefore referred to, between Alameda Avenue and the first alley westerly of said Alameda Avenue; The alley between Azusa Avenue and Alameda Avenue, between the southerly termination of said alley in Block 20 of the aforesaid Map of Azusa and a line 14 feet northerly of the southerly line of Ninth Street; The alley lying between Alameda Avenue and Azusa Avenue, between First Street and Santa Fe Avenue; The first alley westerly of and parallel with Azusa Avenue, between First Street and a line 14 feet northerly of the southerly line of Ninth Street; Second Street, between the southerly prolongation of the westerly line of the first alley westerly of San Gabriel Avenue and the easterly line of the first alley easterly of said San Gabriel Avenue; The alley between Angeleno Avenue and San Gabriel Avenue, between Second Street and a line 14 feet southerly of the northerly line of Ninth Street; Sixth Street, between the southerly prolongation of the westerly line of Sunset Avenue and the easterly line of the first alley easterly of Angeleno Avenue; Angeleno Avenue, between Sixth Street and Foothill Boulevard; Sunset Avenue, between Sixth Street and Foothill Boulevard; Orange Avenue,and Lemon Avenue, between Fifth Street and Foothill Boulevard; Sixth Street, between Lemon Avenue and Orange Avenue; Louise Avenue, between Sixth Street and the northerly termination of said Louise Avenue; Sixth Street, between Monte Vista Avenue and the southerly prolongation of the easterly line of Louise Avenue; 5= Monte Vista Avenue, between Fifth Street and Santa Fe Avenue; Fifth Street, between the.northerly prolongation of the westerly line of the first alley easterly of Barbara Avenue and the southerly prolongation of the easterly line of Orange Avenue; The first alley easterly, of Barbara Avenue; the alley between Barbara Avenue and Virginia Avenue: the first alley westerly of Virginia avenue; each, between the southerly termination of said alleys and the center line of Fifth Street;' Fifth Street, between the northerly prolongation of the easterly line of the first alley westerly of Virginia Avenue and a line 165.50 feet westerly of and parallel with the easterly line of said alley; A certain right-of-way along th.e northerly side of Lot 51 of thhe aforesaid Subdivision No. 2, Azusa Land and Water Companr, between the easterly and westerly lines of said Lot 51. House connection sewers will be constructed from the collecting sewers hereinbefore described so as to provide a house connection for each lot or parcel of land lying within the district to be served, upon which a building now stands. Except as otherwise shown on the plans, no house connection sewer will be constructed for the service of property fronting on Foothill Boulevard which will be served from house connection sewers now installed in Foothill Boulevard. If the house connection sewers connect with cement pipe collecting sewers, the house connections will also be of. cement pipe, and if the house connection sewers connect with vitrified clay pipe sewers, the house connection will 6. also be of vitrified clay pipe. Reference is hereby made to said plans on file for the locations of, the house connec- tion sewers to be constructed. As a part of the appurtenances and appurtenant work to be done in connection with the construction of the here- inabove described sewers, certain structures consisting of manholes, drop manholes, junction chambers, and flush tanks are to be constructed in certain portions of the above de- scribed streets, alleys, rights-of-way, easements and public ways, at the locations and as shown on the plans and specifi- cations for said work h erein referred to, and all persons interested are hereby referred to said plans and specifi- cations for a particular description of the location, and of all details concerning said structures. The descriptions of the locations of work hereinbefore given are general and approximate only and all persons inter- ested are referred to the said plans and specifications on file in the office of the City Clerk for the exact location and description of the work proposed to be done and the said plans shall govern for all details. Section 2. That the district of lands which will be served by the proposed works includes all that territory in the City of Azusa within the following exterior boundary lines, to -wit: 7. Beginning at the southwest corner of Lot 5, Block 81, Map of Azusa as recorded in Miscel- laneous Records Book 15, pages 93 to 96, both inclusive, records of Los Angeles County, Cali- fornia; thence easterly along the southerly line of said Lot 5 to the southeast corner thereof; thence northerly in a direct line to the south- east corner of Lot 5 of Pasadena Tract, as per map thereof recorded in Map Book 12, page 1250 Records of Los Angeles County, California; thence easterly along a line, which line is 150 feet southerly of and parallel with the southerly line of Sixth Street to its intersection with the east- erly boundary line of the City of Azusa; thence northerly along the easterly boundary line of the City of Azusa to its intersection with the northerly line of Foothill Boulevard; thence westerly along the northerly line of said Foothill Boulevard to the southeast corner of Lot 12, Block 84 of the aforesaid Map of Azusa; thence northerly in a direct line to the northeast corner of Lot 3, Block 84 of the aforesaid Map of Azusa; thence northwest- erly in a direct line to the southeasterly corner of Lot 3, Block 17 of the aforesaid Map of Azusa; thence northerly along the westerly line of. Pasadena Avenue to a point in said line, which point is 50 feet north of the north line of Tenth Street; thence westerly along a line which. is 50 feet northerly of and parallel with the northerly line of Tenth Street to its intersection with the easterly line of Soldano Avenue; thence northwesterly in a.direct line to the northeast corner of Lot 1, Block 2 of the aforesaid Map of Azusa; thence westerly along the southerly line of Eleventh Street to its intersection with the westerly line of Azusa Avenue; thence northerly along the westerly line of Azusa Avenue to the northeast corner of Block 7 of Tract 627 as per map thereof recorded in Map Book 15, page 105, Records of Los Angeles County, California; thence westerly along the northerly line of said Block 7 to the northwest cor- ner thereof; thence southerly along the westerly line of said Block 7 and along its southerly prolongation to the northeast corner of Lot 45 of Tract No. 8161 as per map thereof recorded in Map Book 128, pages 19 and 20, Records of Los Angeles County, California; thence westerly along the northerly line of said Tract No. 8161 to the northwesterly corner thereof; thence southerly and southwesterly along the westerly and northwesterly lines of said Tract No. 6161 to the northerly line of Eleventh Street; thence south- westerly in a direct line to the southeast corner of Eleventh Street and Vernon Avenue; thence south- erly along the easterly line of Vernon Avenue to the northerly line of Crescent Drive; thence easterly along the northerly line of Crescent Drive to the northwest corner of Crescent Drive and Angeleno . Avenue; thence southerly along the westerly line of Angeleno Avenue to the northeast corner of Lot 1, Block 26 of the aforesaid Map of Azusa; thence westerly in a direct line to the northwest corner of Lot 6 of the aforesaid Block 26; thence westerly along the westerly prolongation of the northerly line of the last mentioned Lot 6 to its intersection with the southeasterly right of way line of the Atchison, 2 Topeka and Santa Fe Railway Company; thence south- westerly along the said southeasterly right of way line to its intersection with the northerly prolong- ation of the westerly line of Lot 20 of Tract No. 7875 as per map thereof recorded in Map Book 111, pages 12 and 130 Records of Los Angeles County, California; thence southerly in a direct line to the southwest corner of Lot 8 of Tract No. 7673 as per map thereof recorded in Map Book 1110 pages 14 and 15, Records of Los Angeles County, California; thence southwesterly in a direct line to the northwest cor- ner of Lot 16 of Tract No. 4474 as per map thereof recorded in Map Book 124, pages 6 and 7, Records of Los Angeles County, California; thence southerly along the westerly line of said Lot 16 a distance of 275 feet to a point; thence southeasterly in a direct line to the northwest corner of Lot 1 of Tract No. 7625 as per map thereof recorded in Map Book 73, pages 33 and 34, Records of Los Angeles County, California; thence southerly in a direct line to the southwest corner of Lot 26 of the afore- said Tract No. 7625; thence easterly in a direct line to the southeast corner of Lot 104 of the aforesaid Tract No. 7625; thence northerly in a direct line to the northeast corner of Lot 22 of Tract No. 8501 as per map thereof recorded in Map Book 97, pages 38 and 39; thence easterly along the southerly line of Fifth Street to its intersection with the easterly line of Angeleno Avenue; thence southerly along the easterly line of said Angeleno Avenue and along its southerly prolongation to its intersection with the southerly line of Second Street; thence easterly along the southerly line of said Second Street to the north- west corner of Lot 1, Block 76 of the aforesaid Map of Azusa; thence southerly in a direct line to the northeast corner of Lot 33 of the last mentioned Block 76; thence westerly along the northerly line of said Lot 33 to the northwesterly corner thereof; thence southerly in. a direct line to the southwest corner of Lot 38 of the aforesaid Block 76; thence easterly along the northerly line of First Street to the southeast corner of Lot 1 of the Mountain View Extension Tract as per map thereof recorded in Map Book 12, page 1040 Records of Los Angeles,County, California; thence northerly in a direct line to the northeast corner of Lot 10 of the aforesaid Mountain View Extension Tract; thence easterILy in a direct line to the southeast corner of Lot 52 of the afore- said Mountain View Extension Tract; thence north- easterly in a direct line to the place of beginning, excepting therefrom any lands forming any part of any public street; Reference is hereby made to a plat of such district adopted by Resolution No. 1,377 of the City Council of the City of Azusa and on file in the office of the City Clerk, which shall govern for all details. 9. Section 3: That the estimated cost of said works is $180,000.00 and the amount of revenue bonds to be issued and sold therefor is in the principal sum of $148,000.00* x$32,000.00 of the cost of said works will be paid from funds of the United States of America. Section 4: That the estimated number and character of places and properties which would be served by such works, including those ready for immediate service and those in ex- pectancy are as follows: Estimated number ready for immediate service 1372 Estimated number in expectancy - TOTAL - Estimated character of places and properties ready for immediate service: Single family residences - Retail stores, including grocery, shoe dry goods, electrical, confectionery, millinery, clothing, plumbing, hard- ware, etc., including storerooms occupied as real estate offices, printing establishments, etc. Drug Stores - Cafes and lunch rooms - Barber Shops Gas and oil service stations - Bungalow courts (14 bungalows) - Auto courts - Apartment houses - Churches - Hotels - Garages and tire shops - Public Schools - Bank and Office Buildings - Laundry - Masonic Lodge Building - 5ilomans ' Club House - 10. 811 2183 1190 95 2 7 12 11 1 2 2 7 3 10 4 1 1 1 1 Boys Scout Hall - 1 Los Angeles County Clinic - 1 Combined Hospital and Dwelling - 1 Combined Funeral Parlors and Dwelling - 1 Lumber yard, building supplies, etc. - 1 Nursery (plants, shrubs, etc.) - 1 Blacksmith Shop - 1 Railroad Passenger and Freight Stations - 2 Transfer Company Yard and Offices - 1 ii,Varehouse - 1 Citrus Packing Plants - 2 Theatres - 2 Fire Station - 1 Vdater Pumping Plants - 2 Gas and oil storage plant, including garage and offices - 1 Feed and Fuel Store - 1 Los Angeles County warehouse and Yard - 1 City Hall, Public Library and Auditorium - 1 Estimated character of places and properties in expectancy is as follows. There is an estimated total of 811 unimproved lots within the district. It is estimated that 91 of these lots will not be improved. It is estimated that during the life of the bonds 720 of such lots will be improved by the construction.of buildings thereon. Of said number it is estimated that 657 will be single family residences and 63 retail business build- ings. Other buildings constructed, if any, it is estimated will be single family residences. 11. Section 5: The estimated immediate annual revenue which mould be received from the operation of such works for the first year.is $14,620.00. The estimated future revenues in expectancy are based upon an average increase of 30 users each year of operation until 720 of the vacant lots are built upon and are based upon the rates established for such first year. The estimated future revenues in expectancy are annual increases in revenue of x$330.00 each year after the first until the 720 unimproved lots which it is estimated will be built up- on are improved. This would be in twenty-four years according to estimate. Hence, estimated revenues in expectancy for second year of operation are y$14,620.00 plus the increase of j$330.00 or total of y$14,950.00 and for the third year, $$14,950.00 plus in- crease of Q$330.00 or total of $15,280.00 and additional increases of x$330.00 annually until the 720 lots are improved. Section 6. That except for a portion of the cost which will be paid by a grant of funds from the United States of America in the principal sum of thirty-two thousand dollars ($32,000.00) revenue bonds of the city of Azusa will be is- sued to cover the cost of the works described herein and said bonds will be sold to the Reconstruction Finance Cor- poration or other fiscal agency of the United States; said bonds shall bear interest at the rate of four per cent (4%) per annum, payable semiannually by coupon and shall be en- titled "Sewer Revenue Bond 11 and shall be paid and discharged within twenty-five (25) years from the date of issuance there- of. M. of said day, at the chambers of said City Council in the City Hall of said City of Azusa is hereby fixed as the day, hour and place when and where electors, property owners, or other interested persons may appear before the City Council and be heard as to any protests or objections they may have against the acquisition and construction of the proposed works and the issuance and sale of revenue bonds therefor. Section 8. That the Street Superintendent of said city is hereby ordered to cause to be conspicuously posted a copy of this resolution headed "Notice of Server bffork" in letters not less than one inch in height in said district along the entire length of Azusa Avenue from the northerly boundary line of the district herein described to the southerly boundary line of said district, which said Azusa Avenue, in the opinion of the City Council, is that street 13. in the district which is traversed by the largest number of people. Said notices shall be posted not less than 300 feet in distance apart, and not less than three in all. Section 9. That the proceedings for said work shall be had and taken under and in accordance with an Act of the Legislature of the State of California known and designated as the "Sewer Revenue Bond Act," approved May 15, 1933, and said bonds shall also be issued in.accordance with the pro- visions of said act. Section 10. That the City Clerk of said City of Azusa shall certify to the passage of this resolution, and shall cause the same to be published twice in the Azusa Her- ald erald and Pomotropic, a weekly newspaper printed, published and circulated in the City of Azusa, which is hereby desig- nated for that purpose, and for making all other publications in or incident to these proceedings.
