WHEREASp:the.;ma;jor.porti(5n.of the.State Highway funds derived from the:Gasoline Tat originates within the cities of.the' State', and .•WHEREAS; 'the' State'�liw at�.present'-does not require that"any of such ''kunds, shall .be. -returned direct' to cities Por highway purposes, and s'. ' r- WHEREAS, to continue, the present system o£ alloca- tion under%the 'existing law.•deprives,the motoring public of fullest benefits ,of ;the tax :gaid4 by it, and ,the N ;.. WHEREASO the League of California Municipalities has caused*to,be introduced on Janildry 26,., 193a Assembly Bill No.1172-Into the_State'Assembly -,intended to remedy " and, amend said ,existing law now, .therefore; BE IT RESOLVED, that the City of.Azusa.,approve and recommend: said Assembly. Bill No..-, 1.172 further; to, apprise; State :Senator McKinley'and.Assemblyman •Herbert J. 'Evans by sending to them certified oopies of.the.resolution, ' fully endorsing the.League.of California Municipalities' "Five point Program" which reads;•as follows: l:. The-County to receive one and one-half,:eent of* the present thre'cent -Gasoline-Tax:. The present `me.thod' of 'al" e location •on:the"basis of automobile.. registration to be followed: ` 2. In.'the Counties of the State; Gasoline Tax money. . shall be distributed`'as follows:.. - (a) .The Count y shall all funds arising .. i, from the rural registration of the county: { (b) Of''the balance; the :County shall-retain • fifty per cent; and 'the remaining fifty,. per cent shall:be divided among the cities on the basis;.of'.their'automobile•:regi s.tra- tion. (c) Present provisions relative to'counties '.., having'less'than thirty-five'-hundred re-.' - gistrations .to: be'.,ciianged to, increase. the' quarterly quarantee fifty per.;cent,,or from $59000 tQ, .$7;500. 3. Prior to expenditure, of;such Gasoline• Tax' moneys., the Cities and county shall prepare a;s.treet and`Yiighway plan which shall designate the..traffiee'thoroughfare,s upon which such money shall be expended:; The intent of this-,provision being that Gasoline.Tax m0ney:is-to•be•expended on.tho'basis of .traffic needs regardless of-political bounder y'lines. .4. The Act shall provide authoritg for inter- change of Gasoline Tax moneys•on the part of•the cities and county where such interchange is found necessary or desirable in a cooperative plan to build and maintain streets and highways included in the plan. 5. Legislation now effective relative to automobile registration to be amended making it.mandatory for the applicant to designate the domicile of his motor Vehicle. The in- tent of this legislation will be to establish definitely the rural '.and municipal registration within the county.
