HomeMy WebLinkAboutResolution No. 3448RESOLUTION No 3448 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, APP HIGHWAY AND THOROFARE PROJECTS IMPORTANT TO THE CITY OF AZUS A EAST SAN GABRIEL VALLEY. AND THE COUNTY OF LOS ANGELES FOR WHXCH SPECIAL LOS ANGELES COUNTY'ROAD DEPARTMENT FUNDS ARE REQUESTED AS SET FORTH IN EXHIBIT A AND EXHIBIT B. ATTACHED HERETO AND MADE A PART HEREOF. WHEREAS, the Cities of East San Gabriel Valley and civic groups are anxious to make certain improvements to their major streets which are of importance to this area and to the County of Los Angeles, from a traffic safety and economic point of view, and WHEREAS, the representatives of the various cities have agreed upon a priority list for action in conjunction with the Cities of Pomona Valley and with the County in order that a reasonably long-range plan of engineering, right-of-way acquisition, and construction can be carried out and adequate budget appropriations made] .k-N�-J NOW, THEREFORE, IT IS RESPECTFULLY REQUESTED that the Los Angeles County Road Department hereby accept this priority list as setforth in Exhibit A and Exhibit B and made a part of this Resolution, and use same as a guide in making future departmental budget appropriations for these important County thorofares, and give to these projects of extreme importance to this area high priority -so that construction may be started at the earliest opportunity. Project numbers refer to the numbers on the map.) 1. Arrow Highway Extension from Azusa Avenue easterly to the San Bernardino Cmm4.ir hmmAnru lint na rnniAly .. nneai hlc a) Requirements: Acquisition of 100 foot right of way through part of the area and pave 80 foot roadway throughout with necessary bridges. b) Justification: A direct through street of adequate carrying capacity is necessary to serve the east -west traffic of Arcadia, Monrovia, Temple City, Baldwin Park, Azusa, Covina; West Covina, Charter Oaks, La Verne, San Dimas, Pomona, Claremont, Glendora and cities in San Bernardino County which will regularly travel parallel to and northerly of the San Bernardino Freeway. This street is now con- gested and the present rapid rate of subdivision development in the East San Gabriel Valley is increasing the congestion daily. This major Highway is also very important to the Los Angeles County Fair and to the Civil Defense Plans for evacuation of this area. c) Request: That additional appropriations be budgetted to proceed with engineering, acquisition and construction from'Azusa Avenue to the San Bernardino County line to complete this project at the earliest possible date. 2. Grand Avenue a) Requirements: Obtain 100 foot right of way, increase existing right of way from 60 to 100 feet and pave to a 80 foot roadway. b) Justification: Due to topography Grand Avenue is the first major acceswest of the Charter Oak, San Dimas, La Verne area which would permit access to the San Bernardino Freeway for a population of approximately 100,000 people. The opening of the Freeway will place increasing demands on an adequate 2'lane road by the increase of traffic collecting from all the area northerly and northeasterly of the Freeway to the San Gabriel Mountains. c) Request: That funds be appropriated for the acquisition of rights of way and construction for this important access to the San Bernardino Freeway. 3. Badillo Street Extension from Baldwin Park Avenue to Arrow Highway. a) Requirements: Acquisition of 100 foot right of way and pave 80. foot wide roadway to provide adequate access through the East San Gabriel Valley. -1- b) Justification: This major highway is necessary to serve an area which is now almost completely developed by residential subdivisions. Valley traffic which previously used Garvey Avenue as an east -west local highway needs an alternate route to travel in the East San Gabriel Valley to serve all the cities and County area easterly and westerly thereof and therein. It is necessary to the Civilian Defense System for possible evacuation and to relieve the Freeway. Portions of the highway are now in existence and need to be connected. c) Request: That funds be approriated to construct pavement over those por- tions of rights of way already acquired and to obtain the additional rights of ways and pavement thereon. Lt. Sunset -Irwindale Avenue from Valley Boulevard to U.S. Highway 66. a) Requirements: Acquisition of 100 foot right of way and pave �0 foot wide roadway to provide proper access between two important major highways and the San Bernardino Freeway. b) Justification: Adequate north -south highways are necessary to connect Valley Boulevard, U.S. Highway 66, and the San Bernardino Freeway. Also adequate capacity is necessary to serve the County Court facilities. A network of improved north -south highways is necessary to collect and dis- pense future traffic to and from this Valley and the balance of the County. The present wideths are inadequate to handle existing traffic. c) Request: That funds be appropriated for the acquisition of additional rights of way and to pave a 76 foot wide roadway. 5. Citrms Street from Cameron Avenue to U.S. Highway 66. a) Requirements: Increase right of way to 100 feet and pave to a 80 foot wide roadway. �. b) Justification: Citrus Street, a highway connects U.S. Highway 66 and Cameron Avenue to the San Bernardino Freeway. Also it provides a link in the chain to serve the Colleges south of San Bernardino Freeway, Brea Can- yon Road traffic, and the Pomona Valley area providing access to the San Bernardino Freeway. At present it is an adequate 2 lane road with a traffic congestion. The business areas developing along this street need proper access. c) Request: That funds be appropriated for additional widening of rights of way and the construction of a 76 foot wide pavement. 6. Cameron Avenue from Puente Avenue to Temple Avenue. a) Requirements: Increase the right of way to 80 feet and pave to a 60 foot wide roadway. b) Justification: An adequate east -west highway southerly of the San Bernar- dino Freeway is necessary to adequately serve the Pomona Valley and East San Gabriel Valley traffic. This Avenue is extremely important to the Baldwin Park, West Covina, Pomona, County areas as well as to the Colleges. c) Request: That funds be appropriated for the acquisition of rights of way and the improvement thereof.
