At a special meeting of the Board of Trustees of the City of
Azusa, duly convened at the Council Chamber in the Cit;! Hall on the
23rd day of Febr;i.ar.v, 1926, the follo!ing resolution was duly
adopted, to -wit:

;1? S,tie people of the Los -rngeles County :Flood Control
District at an election held in I:iay, 1924, voted bonds in the sum
of Twenty-five Million Dollars (;f25,000,000.00) for the Construction
of a flood control and water conservation dam having a capacity of
240,000 acre feet in the San Gabriel Canyon at the location common-
ly known as "The Forks"; and,
'R=,REAOJ, the safety and welfare of thousands of people is Cie -
pendent on -the construction of said clam; and,
.7HLREAS, the construction of said darn is delayed by reason of
a protest filed isith the Federal Government by the City of Pasadena
against the grantintr of a right of way for a railroad in the floor
of the canyon to the proposed clam site; and,

conduct tng hea-rinrrs u -non the application of the Flood Control Dis-
trict for a reservoir site and for a railroad -ri5111: of way:
NOW, THE2,`FO1;2, BE IT _.?SOT,V-D, that it is the option of t;7e

in said canyon for.constrnction of the proposed dam is at the for', -.s
where the same has been authorized to be constructed by vote of the
people, and that the construction of said dam should commence at once
and be completed with all reasonable diligence.
The reasons upon which such option is based are as follows:
FIRST: - The dam and reservoir sites at the forks and the
feasibility and practicability of said site fo-r construction of
the proposed dam has been considered and passed uIVn favorably by
a number of eminent engineers;

built at the Granite Bike or .any site below'the forks another dam
could never be built above as there wo,ild be no practical means of
transporting material to the fork site above;
TIiIl?D: - The hei7ht of the pronosed dam at the forks is about
480 feet, whereas the dam which it is suggested should be built
at the Granite Pike so�ald be 530 feet in height. Je are advised
that it is the opinion of eminent engineers that this greater
height materially increases the dan^er of flood discharge through
breakage of the dam; a :,ieliace %,-ihich would seriously affect the
residents and property owners in the populous and fertile valleys
below;
10CU'TII: - Serious legal questio,.s would be raised if an
election should be called and held to authorize a chance of the
site of the proposed dam. The people have already; spoken and
directed the dam to be built at the forks, and this verdict should
not now be changed. It is doubtf;.1 if the re:ult would be differ-
ent thereto. On the other hand, there is no doubt that any attempt
to change the location of said dam and reservoir as the re!,ult of
any election that might be held to %ranite Dike site, which is in
part controlled by the City of Pasadena, would result i;i inten:iinabl.e
and bitter litigation, 'entailinc great dela;; if not ulti:aatel: de-
feating the project. The people of the communities and rural
districts who are entitled to u2c ';he natural flow of the :'.an Gabriel
River, and which natural flo%v will be intercepted by the proposed
dam, are unalterably opposed to the construction of ,aid dam and
reservoir at any location which wo:ald rive the City of ?asadena any
claim whatever to the seaters which vionld be intercepted by said darn
and stored in said reservoir or any control of said dam or re-
servoir;

Flood Control District for the ri: hts of way applied for by it, at
the earlieot possible moment, so that the Board of Supervisors ma;;
advertise for bids for the construction of said dam.
