A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING ITS
INTENTION TO ORDER THE IMPROVEMENT OF PORTIONS OF AZUSA AVENUE, AND DECLARING
THAT THE IMPROVEMENT IS TO BE OF MORE THAN LOCAL OR ORDINARY PUBLIC BENEFIT,
AND THAT THE COST OF THE SAID IMPROVEMENT SHALL BE ASSESSED UPON A DISTRICT,
AND DETERMINING THAT BONDS SHALL BE ISSUED TO REPRESENT THE COST THEREOF.
The City Council of the City of Azusa do resolve as follows:
Section 1. That the public interest and convenience require and that
it is the intention of the City Council of the City of Azusa to order the follow-
ing work to be done, to -wit:
First: That twenty-two (22) ornamental lighting posts shall be construct-
ed along the east side of Azusa Avenue between the north line of First Street
and the south line of Fifth Street and that twenty-two (22) ornamental lighting
poste be constructed along the west line of Azusa Avenue between the north line
of First Street and the south line of Fifth Street, together with the construct-
ion in said Azusa Avenue between the north line of First Street and the south
line of Fifth Street of certain conduits, cables, wires, lamps and appliances
for the purpose of lighting with electricity, all that portion of said Azusa
Avenue above described.
Second. That.in connection with the system for lighting the aforesaid
portion of Azusa Avenue, a transformer, a cutonttbox, certain conduits, cables,
an Anderson time switch, and other appurtenances and appurtenant work be con-
structed in Fifth Street between the center line of Azusa Avenue and the oenter
line of the alley in Block 52 Map of Azusa.
That said ornamental lighting posts shall be of Ferronite cast iron and
that on all portions of streets and alleys above set forth the work to be done
shall include all excavation, and the removal of all existing pavement, gutter,
curb, sidewalks and other improvements made necessary by the work of installation
to be done hereunder and all resurfacing of pavement, and the replacement of
gutters, curbs, sidewalks and other improvements made necessary by such removal
together with work appurtenant to or incidental to any of the foregoing described
items, also all other work and improvements shown on the plans and specifications
hereinafter designated.
Third: That cement concrete curbs be constructed along each line of the
roadway of said Azusa Avenue between the center line of First Street and the
northerly line of Broadway except between station 39 t 38 and station 39 + 95
on the east line and between station 39 + 80 and station 40 + 35 on the west
line of said roadway and except along such portions of said avenue upon which
a cement curb or curb wall has already been constructed and now is to the official
line and grade in accordance with and where shown upon the improvement plans,
profiles and cross-sections.
Fourth: That a five (5) inch cement concrete gutter three (3) feet in width,
unless otherwise shown on the plans, be constructed along each line of the road-
way of said Azusa Avenue between the south line of Fourth Street and the northerly
line of Broadway except between station 38 + 50 and station 41 + 10 on the east
line and between station 38-$- 60 and station 414- 10 on the west line of said
Avenue in accordance with the improvement plans, profiles and cross-sections.
Fifth: That six (6) inch cement concrete arose -gutters six(6) feet in width
be constructed along each line of the roadway of said Azusa Avenue at each cross
street intersection of said Avenue with First, Second, Third and Fourth Streets
along each line of the roadway of said Avenue at the termination of Paramount
Avenue (proposed) in said Azusa Avenue in accordance with and where shown upon the
improvement plana, profiles and cross-sections.
Sixth: That a six (6) inch cement concrete pavement twenty (20) feet in
width, except as otherwise shown on the plana, be constructed upon the roadway
of said Azusa Avenue, ten (10) feet in width along each aide of the center line
thereof, from the south line of Fourth Street to the north line of Broadway ex-
cept between station 39 -t- 58 and station 40 -¢- 10 in accordance with and where
shown upon the improvement plans, profiles and cross-sections.
Seventh: That six (6) inch oiled macadam pavement be constructed between
the center line of Fourth Street and the south line of Fourth Street and between
the gutter lines and the property lines produced of said Azusa Avenue at each
intersection with First, Second and Third Streets; said macadam to be used for
the purpose of making smooth union between the new concrete pavement and the old
macadam on cross streets, said work to be in accordance with the plans and pro-
files thereof.
Eighth: That a reenforced cement concrete bridge be constructed between
station 39 -F- 58 and station 40-F 10 of said Azusa Avenue across the channel of
the Little Dalton Wash in accordance with and where shown upon the improvement
plans, profiles and oross-sections.
Ninth: That safety appliances or life net, so called, shall be installed
on the approaches of said bridge in accordance with the plans and detail draw-
ings thereof.
Tenth: That the four (4) foot corrugated iron pipe culvert existing on
the west curb line of Azusa Avenue at station 39 + 70 shall be removed to a
position six (6) feet west of its present position and the earth fill above it
replaced and the roadway reconstructed as shown on the plans. A connection shall
also be made between the said iron pipe culvert and the box culvert to be con-
structed upon the west side of said Avenue in accordance with and where shown
upon the improvement plans and drawings thereof.
Eleventh: That cement box culverts be constructed between station 38 50
and station 39 -(- 20 on the east side of said Azusa Avenue and between station
38 + 60 and station 39 -1' 56 on the west side of said Avenue in accordance with
the plans and detail drawings thereof.
Twelfth: That domestic water connection (or "taps") be made at each lot
or parcel of land not already provided with outlets from the city water mains, in
accordance with the improvement plans, profiles and cross-sections.
Thirteenth: That oiled macadam pavement three (3) inches in depth and of
a width of eleven (11) feet, unless otherwise shown on the plans, be constructed
along each line of the proposed concrete pavement, (to be constructed upon the
center line of said Avenue as heretofore described) between the south line of
Fourth Street and the north line of Broadway except between station 39-4- 58 and
station 40-4- 10 in accordance with and where shown upon the improvement plans,
profiles and cross-sections.
Fourteenth: That a six (6) inch cast iron water pipe be constructed across
said Azusa Avenue eighty (80) feet In length at each of the intersections of First,
Second, Third and Fourth Streets with said Avenue in accordance with and where
shown upon the improvement plans, profiles and cross-sections.
Fifteenth: That cement concrete storm drains be constructed between station
37 -F 70 and station 38 -F- 50 on the east side and between station 37 t 55 and
station 38 t 60 on the west side of said Azusa Avenue in accordance with the plans,
profiles and drawings thereof.
Sixteenth: That standard manho lea be constructed upon said
Azusa Avenue at its intersection with First, Second and Third Streets as shown on
the plans and drawings thereof.
Seventeenth: That a four (4) inch water pipe be installed upon said Azusa
Avenue between the north line of First Street and the north line of Broadway with
bNo (2) inch transverse water pipe connections at intervals of one hundred (100)
feet upon said Avenue and with necessary valves, fittings and man -holes as shown
upon the plans and drawings thereof and in accordance with the specifications.
Eighteenth: That four (4) fire hydrants be installed upon Azusa Avenue at
approximate intervals of six hundred (600) feet between the south line of First
Street and the north line of Broadway in accordance with and as shown upon the
improvement plans profiles and cross-sections.
That the stations used in this description are engineer's stations; that
stations bearing consecutive numbers are one hundred(100) feet in distance apart.
The initial station 0 + 00 is located at the south line of Fourth Street and the
final station 49 -F- 63 is located at the north line of Broadway; all stations are
measured from the south line of Fourth Street designated 0 -h 00; therefore the
expression "station 39 -F- 38" shall mean 3,938 feet south of the south line of
Fourth Street.
That all of the aforesaid work and improvement is to be constructed at the
grades shown on and in accordance with plans 1074, 1075, 1075-B, 1076, 1076-B,
1066 and 1067 on file in the office of the City Engineer and in accordance with
specifications numbers 1073-C, 1014-C and 1074-E on file in the office of the City
Clerk and said plans and specifications are hereby referred to for ti3e full1and
detailed descriptions of said work or improvement and for the description of the
grades at which the work shall be done.
The City Council hereby orders that 024,000.00 be paid out of the general
fund of said City of Azusa to defray a portion of the costs and expenses of the
construction of the bridge across the Little Dalton wash, the pavement of street
intersections and of a portion of the pavement to be constructed between the cen-
ter line of Fourth Street and the north line of Broadway; and the Superintendent
of Streets, in making up the assessment herein provided for the costs and expenses
of said work, shall first deduct from the whole cost and expenses such part there-
of as is hereby ordered to be paid out of the municipal treasury as aforesaid.
Section 2. AND, 4S EI , said contemplated work and improvement, in the
opinion of the City Council, is of more than local or ordinary public benefit, said
City Council hereby makes the expense of said work and improvements chargeable
upon a district which district said council hereby declares to be the district
benefited by said work and improvement and to be assessed to pay the costs and
expenses thereof, which said district is bounded and described as follows:

Beginning at the northwest corner of Lot 1, Block 63, h7ap of Azusa as re-
corded in Book 15, Page 93, Miscellaneous Records of Los :ingeles County, thence south-
erly in a direct line to the southeast corner of Lot 23 of the Mountain View Extension
Tract, as recorded in Book 12 Page 104 of maps, Records of Los Angeles County, thence
continuing southerly in a direct line to a point on the southerly line of Lot 6, two
hundred feet east of the southwest corner of said Lot e of Block C of Subdivision No. 1
Azusa Land and Frater Company as recorded in Book 16, Pagel7, miscellaneous Records of
Los Angles County, thence westerly along the northerly line of Broadway in a direct
line to the southwest corner of Lot 8 of the Azusa Foothill Citrus Company Tract as
recorded in Book 5 Page 30 of I;t�ps, Records of Los Angeles County, thence northerly in
a direct line to the northwest corner of said Lot 6, thence easterly in a direct line
to the south:eest corner of Lot 3 of s --id last mentioned tract, thence northerly in a

the southwest corner of Lot 12 of Block B of said Subdivision ."o. 1, thence northerly

Section 3, Rotice is hereby given that serial bonds to represent unpaid
assessments and bearing interest at the rate of six (6) per cent per annum will
be issued hereunder in the manner provided by the "Improvement Bond Act of 1915,"
the last installment of which bonds shall mature fourteen (14) years from the
second day of July next succeeding ten months from their date.
Section 4. Reference is hereby made to license agreementlof Western Light-
ing Company for price on Y.ing Company's Ferronite ornamental lighting posts to be
installed hereunder and for price of General Electric Company's lighting units to
be installed hereunder. Said license agreement is on file in the office of the
City Clerk and is dated January 3rd, 1926.
Section 5. Notice is hereby given that on Monday, the day of
, 1928, at 7:30 p.m. in the council chamber of the new city hall
of said City, any and alllpereons having any objections to the proposes work or
improvement or to the extent of the district to be assessed or both may appear be-
fore said board and show cause why said proposed improvement should not be carried
out in accordance with this resolution.
The Clerk shall cause this Resolution of Intention to be published twice in
the Azusa Journal, a weekly newspaper published and circulated in said city and
hereby designated for that purpose by the City Council, there being no daily news-
paper in said city.
The Street Superintendent shall cause this resolution to be conspicuously
posted along the line of said contemplated work and, improvement and along all the
open streets within said district above described notices of the passage of this
Resolution of Intention in the time, form and manner required by law.
Except as hereinbefore otherwise provided for the issuance of said serial
bonds all of the herein proposed work shall be done in pursuance,.of an act of the
legislature of the State of California designated the "Improvement Act of 1911"
approved April 7, 1911, and amendments thereof.
