RESOLUTION NO. 1545 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA, LOS ANGELES COUNTY, APPOINTING HARRY S. CHESTER AS CHIEF OF POLICE AND DEFINING HIS EMPLOYMENT. The City Council of the City of Azusa does resolve as follows: BE IT RESOLVED that HARRY S. CHESTER shall be and the same is hereby designated and appointed Chief of Police of the City of Azusa, Los Angeles County, California, at a salary of $175.00 per month, effective and commencing this day, viz, November 23,1937. BE IT FURTHER RESOLVED that the said Harry S. Chester shall hold said office.of Chief of Police at the pleasure of the Council of the City of Azusa. Upon the termination of any employment hereunder, whether by reason of death, action of Council in declaring the position vacant or declaring the termination thereof, or by any reason wYa tsoever, said Harry S. Chester shall be paid to the date of such termination only and not for any un- expired portion of the then calendar month, such payment for that month to be in that proportion d the employeets monthly compen- sation as the number of days which the employee has been employed in that month, bears to 30 days. -., BE IT FURTHER RESOLVED that the Chief of Police (in his absence, the Captain of Police) shall be the chief executive officer of the Police Department. Such chief executive officer shall be vested with all powers and shall perform all the duties of said station. And, without in any way limiting the generality of the foregoing, said chief executive officer shall perform such other and further duties as are or may be required of him by the rules of the police department of the City of Azusa, or by resolution or ordinance of the City Council of said City, or by other law. BE IT FURTHER RESOLVED that the chief executive shall direct, control and manage the work of all police officers of the City of Azusa and of all members and employees of the police department whether police officers or not, and shall detail them or any of them to such public service as he may see fit. t_.. 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 so 81 32 BE IT FURTHER RESOLVED that the chief executive officer shall have full and com- plete poorer and authority to suspend, or to remove from service, or to discharge from service, with or without pay, for cause, any police officer or other member or employee of the police department. BE IT FURTHER RESOLVED that the City Council shall have full power and authority to sustain, suspend, stay, modify, or overrule any order or other action of the Chief of Police, or to make other order or to take other action in connection therewith as may be determined by a majority vote of the council. Pending contrary action by Council, any lawful order or other lawful action of the Chief of Police shall be and remain in full force and effect. BE IT FURTHER RESOLVED that all rules, regulations and provisions of ordinances or resolutions passed or adopted at any time by the City Council of the City of Azusa for the government of or in connection with the Police Department of said city shall be at all times subject to the right of council to amend, alter, suspend or repeal same, the said City Council reserving to itself the power and right to at any time amend, alter, suspend or re- peal any or all of the same, or any part thereof. BE IT FURTHER RESOLVED that the Mayor shall sign this resolution and the Clerk attest same and certify to the passage and adoption thereof. Approved and adopted this 23rd day of November,1937.
