WHEREAS, recent reductions in federal
WPA allocations to California have made.nec-
essary sharp reductions in federal contributions
for materials to an average figure of from $7.00
to $5.00 per man month of labor employed; and
WHEREAS, these reductions include
federal contributions on projects begun but not
yet completed; and
WHEREAS, the original. agreements on
most of these projects between local govern-
ments sponsors and 4JPA called for federal con-
tributions for materials amounting to an aver-
age of from $17.00 to $13.00 per man month of
labor employed; and
WHEREAS, the city and county budgets
under which these sponsors operate cannot pro-
vide for unanticipated increases in local con-
tributions in the middle of a fiscal year; and
WHEREAS, the local governments feel
that these original agreements under which the
projects were begun are a moral if not a legal
obligation of the federal government;
NOW THEREFORE BE IT RESOLVED, by this
meeting of city and county officials represent-
ing every section of California, assembled in
San Francisco, December 30, 1936, that the Pre-
sident of the United States is.requested to
recommend to the Congress and/or the Congress"
is requested to make an appropriation to CJPA
to become immediately available in an amount
sufficient to permit the completion of projects
begun but not yet completed on the basis of the
original agreements for allocating cost of
materials.
BE IT FURTHER RESOLVED that the Mayor
shall sign this Resolution and the City Clerk
shall attest the same and certify to the passage
and adoption thereof.
