The CITY CLERK is hereby directed and authorized to return all certified or cashier's checks which were attached to the proposals of the unsuccessful bidders on the respective Item Numbers for which contracts are awarded herein, and also to all bidders on Item Numbers - 9- on which all bids submitted thereon as hereinbefore mentioned have been rejected, however, if any of such bidders had also submitted bids on Item No's. 200, 205, and/or 209, then in that case, the certified or cashier's checks attached to the proposal shall be held until such time that the City Council has taken final action respecting these last mentioned Item Numbers.
