81 WHEREAS, the "Civil Service Study Committee" consisting of
two members of the City Council, two members of the Civil Service
9 Commission and two members of the City Employees Association
have recommended that certain provisions of Initiative Ordinance
10 establishing a Civil Service System in the City of Azusa
California and which was approved by the voters of said 61ty at
11 the General Municipal Election held April 11, 1950 and was there-
after on the 18th day of April 1950, duly declared as passed
12 and adopted by the City Council of the City of Azusa as
recommended that certain provisions of said Ordinance be amended
13 as in the following Resolution set forth:
14 THEREFORE the City Council of the City of Azusa does
resolve as foliows:

That the following propositions to amend certain sections of
16 said Initiative Civil Service Ordinance be submitted to the
voters of the City of Azusa at the next General Municipal Election
17 to be held in said City on the 13th day of April, 1954 for their
adoption or refection:

19 PROPOSITION 1. Shall that part of Section 2 of said
Initiative Civil Service Ordinance of the City of Azusa which
20 reads as follows, to -wit:
21 "The members of the Personnel Board shall be residents
of the City of Azusa for a continuous period of at
22 least one year immediately preceding appointment to
said Board, shall be qualified electors of said Cityi
23 and shall serve without compensation. No person aha 1
be appointed to said Board who holds any salaried
24 public office or employment nor shall any member, while
a member of the Board or for a period of one year after
25 he has ceased for any reason to be a member, be eligible
for appointment to any salaried office or employment in
26 the service of the City or any City elective office."

3 PROPOSITION 2. Shall subdivision (e) of Section 3 of the sai
Initiative Civil Service Ordinance which now reads as follows:

"Subdivision (e). To hold hearings and make
5 recommendations to the City Council on the adoption
or revision of the position classification plan.
6 The City Council shall adopt a position classification
plan or plans and class specifications and revisions
7 thereof from time to time within the scope as
recommended by the Board and allocate and reallocate
8 positions in a competitive service to classes within
the scope as recommended by the Board. The Board
9 shall recommend all salaries to the Council, provided
that the Council shall set all salaries within the
10 scope of such recommendations"
11 be amended to read as follows:
12 "To hold hearings and make recommendations to the City
Council on the adoption or revision of the position
13 classification plan. The City Council shall adopt a
position classification plan or plans and class
14 specifications and revisions from time to time within
the scope as recommended by the Board and allocate
15 and reallocate positions in the competitive service to
classes within the scope as recommended by the Board.
16 The Board shall recommend all salaries to the Council."

PROPOSITION 3. Shall that part of Section 7 of the said
18 Initiative Civil Service Ordinance of the City of Azusa, which
19 now reads as follows, to—wit:
"If appointment is to be made from employment or
20 promotional lists, the name of persons willing to
accept appointment shall be certified by the
21 Personnel Clerk in the order in which they appear
on the list. The number of names certified shall
22 exceed by two the number of vacancies to be filled"
23 be amended to read as follows:
24 "If appointment is to be made from employment or
promotional lists, the names of persons willing to
25 accept appointment shall be certified by the Personnel
Clerk in the order in which they appear on the list.
26 The number of names certified to the City Council
shall not exceed by two the number of vacancies to
27 be filled."

29 BE IT FURTHER RESOLVED that this Resolution containing the
propositions to be voted upon at the next General Municipal
30 Election in the City of Azusa be placed on the ballot for said
election and the City Clerk is hereby directed to cause the above
31 measure to be printed and to mail a copy thereof, enclosed in an
envelope with a sample ballot to each voter at least ten days prior
32 to the General Municipal Election to be held on the 13th day of

2 BE IT FURTHER RESOLVED that the Mayor shall sign this
Resolution and the City Clerk shall attest the same and certify
