LEE.,, C,P.A., FOR THE PURPOSE OF DESIGNING . AND INSTALLING ACCOUNTING SYSTEM FOR THE NEW NCR ACCOUNTING MACHIN AND FIXING HIS FEE.FOR SUCH SERVICES. -WHEREAS, the City Clerk has requested the employment of a Certified Public Accountant for the purpose of designing and installing a modified accrual accounting system for the City for use.with the new NCR accounting machine and has further recommended the appointment of Lester B. Lee, C.P.A. for that purpose at a contract price of $4000.00; and WHEREAS, the said Lester B. Lee has submitted to the City of Azusa a proposal as embraced in his letter. of July 22, 1955; which proposal has been examined by the City Council; and WHEREAS, it is the opinion of the City Council that it is necessary that certified.public accountant be employed in connection with the installation of said accounting system and that Lester B. Lee is duly qualified to do said work. THEREFORE, the City Council of the City of Azusa does resolve as follows: 1. That Lester.B. Lee be and he is hereby employed by the City of, Azusa for the purpose of,designing and installing a modified accrual accounting system for use with the nem NCR accounting machine of the City of Azusa and that his fee for said completed work be the sum of $4000.00: 2. That a copy of the letter of July 22, 1955, signed by Lester B. Lee'is hereto attached and.made a part of this. Resolution. BE IT FURTHER RESOLVED that said employment shall begin as of August 15, 1955 and the work be completed on or before 4 months from date. BE IT FURTHER RESOLVED that payments for said work are to be -1- 1 made semi—monthly upon .filing by said employee of:a statement of recommended 2 work done to date and said claim to be apcV*md by the City Clerk 3 BE IT FURTHER RESOLVED that a copy of this Resolution be 4 submitted to said Lester B. Lee and shall not be binding upon - 5 either the City or said Lester B. Lee %zntil said LestIe•r'B. Lee 6 has filed with the City Clerk a written approval of the contents 7 :of this Resolution. 8 BE IT FURTHER RESOLVED that the Mayor shall sign this 9 Resolution and the City Clerk shall.attest the same and certify 10 :to_the�passage and adoption thereof. 11 �"•�. LEE, C.P.A. 621 Santa Rosa Road Arcadia, California Douglas 6-1606 City Clerk July 22, 1955 In accordance with your request, I herewith submit an outline of the proposed survey, design and installation of new accrual accounting systems and procedures for the City of Azusa. This comprehensive a job will necessitate that I first survey the accounting operations and procedures of major departments. With this data I will then determine what resultant accounting information is required for management to operate these departments efficiently. New accrual systems and procedures will then be designated. This systems design will be primarily governed by the following goals: a.) Efficiency of accomplishing the required accounting tasks. b) Accounting control so as to :provide management with the necessary information. c) Internal control of the elements of each department for the protection of the cities funds and properties. In the foregoing it seems advisable to use the preliminary work done by your former accounting officer whenever it is possible to do so. It would be most valuable to have the counsel and collaboration of your independent auditors in the development of the new accrual systems. The installation of the new systems and procedures would be the next step I would undertake. (If your new man who will fill the accountant position is present at the inception of and through the installation he will learn much to enable him to operate the system.) Due to the preliminary work that has already been done, it is my opinion that the survey, design and installation of the new systems could be accomplished in four months. This original survey, design and installation would be $4000.00. Any changes or any additional instruction that might be requested after the original system had been completed could be handled on a per diem basis which I am sure could be worked out to our mutual satisfaction.
