HomeMy WebLinkAboutResolution No. 11ZVI RESOLUTION NO. 11 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA CERTIFYING THE FINAL ENVIRONMENTAL IMPACT REPORT FOR THE AZUSA CENTRAL BUSINESS DISTRICT REDEVELOPMENT PROJECT; MAKING CERTAIN FINDINGS WITH RESPECT TO THE ENVIRONMENTAL IM- PACTS OF SAID PROJECT; AND AUTHORIZING TRANSMIT- TAL OF SAID FINAL ENVIRONMENTAL IMPACT REPORT TO THE PLANNING COMMISSION, THE PROJECT AREA COMMITTEE, AND THE CITY COUNCIL OF THE CITY OF AZUSA WHEREAS, a Draft Environmental Impact Report for the proposed Azusa Central Business District Redevelopment Project has hereto- fore been prepared and.circulated for comment pursuant to the Cali- fornia Environmental Quality Act of 1970 (CEQA), and State and local regulations and guidelines adopted pursuant thereto; and WHEREAS., a duly noticed public hearing was held on said Report by the Redevelopment Agency of the City of Azusa on June 19, 1978, at which time all persons were given an opportunity to be heard; and WHEREAS, a Final Environmental Impact Report for the Project has been prepared pursuant to said statute, regulations and guide- lines; and WHEREAS, pursuant to said statute, regulations and guidelines, the Final Environmental Impact Report for the Azusa Central Business District Redevelopment Project shall be transmitted by the Redevel- opment Agency to the Planning Commission and the City Council of the City of Azusa. NOW, THEREFORE, the Redevelopment Agency of the City of Azusa does hereby resolve as follows: SECTION 1. The Redevelopment Agency hereby certifies that the Final Environmental Impact Report for the proposed Azusa Central Business District Redevelopment Project has been prepared and com- pleted in compliance with the California Environmental Quality Act of 1970 (CEQA), and State and local regulations and guidelines adop- ted pursuant thereto. SECTION 2. The Redevelopment Agency hereb.y,;z:€:urther-certifies that the information contained in the Final Environmental Impact Report for said Project has been reviewed and considered by the members of the Redevelopment Agency Board. SECTION 3. The Redevelopment Agency hereby further finds and determines as follows with respect to the adverse environmental impacts detailed in the Final Environmental Impact Report: A. That the adverse environmental impacts of the Project set forth in the Environmental Impact Report, including those raised in comments to the -Draft Environmental Impact Report, have been considered and recognized by the Redevelopment Agency. B. That none of said adverse impacts will have a significant effect, or result in a sub- stantial, or potentially substantial, ad- verse change in -the environment. C. That based upon the information contained in the proposed Redevelopment Plan for the Pro- ject and in the Final Environmental Impact Report, including but not limited to the in- formation contained in Sections IV.0 (pp. 61- 65) and XIII. (p. 87) thereof, the Redevel- opment Agency hereby finds and determines that changes•or alterations have been required in, or incorporated into, the Project which miti- gate or avoid each of the adverse environmental impacts identified in Section IV.A (pp. 47-60) and Section IV.B. (pp. 60-61) of said Report. D. That as to the adverse environmental impacts of the Project listed in said Section IV.B. of the Final Environmental impact Report which cannot be entirely mitigated or avoided if the Project is implemented, the Redevelopment Agency hereby finds and determines that the specific economic, social, financial, environmental and other con- siderations set forth in the Final Environmental Impact Repoit, including but not limited to those considerations set forth in Section II. (pp.4-11) III. (pp. 11-46), V. (pp. 65-67), VI. (pp. 67- 69), VIII. (p. 70), and XIII. (p. 87), make in- feasible the mitigation measures and project al- ternatives identified in the Final Environmental Impact Report with respect to each such adverse environmental impact which cannot be entirely mitigated or avoided. SECTION 4. The Redevelopment Agency finds and determines that said Project -will not have a significant effect or result in a sub- stantial, or potentially substantial, adverse change in the environ- ment. SECTION 5. The Executive Director of the Redevelopment Agency is hereby authorized and directed to transmit a copy of the Final Environmental Impact Report for the Azusa Central Business District Project to the Planning Commission, the Project Area Committee and the City Council of the City of Azusa.
