A RESOLUTION OF THE REDEVELOPMENT AGENCY OF
THE CITY OF AZUSA AUTHORIZING TRANSMISSION
OF THE PROPOSED AMENDMENT NO. TWO TO THE
REDEVELOPMENT PLAN FOR THE AZUSA CENTRAL
BUSINESS DISTRICT REDEVELOPMENT PROJECT TO
THE FISCAL REVIEW COMMITTEE
WHEREAS, the Redevelopment Agency of the City of Azusa has
prepared a proposed amendment to the Redevelopment Plan for the
Azusa Central Business District Redevelopment Project; and
WHEREAS, the County of Los Angeles has called for the crea-
tion of a fiscal review committee with respect to the proposed
Amendment No. Two to the Azusa Central Business District Redeve-
lopment Project, pursuant to Section 33353 of the California
Community Redevelopment Law (Health and Safety Code Section
33000 et seq.); and
WHEREAS, pursuant to Section 33353.4 of the California
Community Redevelopment Law the Agency shall send said proposed
Amendment No. Two to the Redevelopment Plan to the representa-
tive of Los Angeles County to said fiscal review committee.
NOW, THEREFORE, the Redevelopment Agency of the City of Azusa
does hereby resolve as follows:
The Executive Director of the Redevelopment Agency is hereby
authorized and directed to transmit the proposed Amendment No.
Two to the Redevelopment Plan for the Azusa Central Business
District Redevelopment Project to the representative of
Los Angeles County on the fiscal review committee created with
respect to said proposed Redevelopment Project Amendment.

AREA WITHIN THE AZUSA CENTRAL
BUSINESS DISTRICT REDEVELOPMENT PROJECT
The original and previous amended boundaries of the Azusa Central
Business District Redevelopment Project are legally described in
documents recorded with the County Recorder of Los Angeles County
as Document No. 78-1039951 on September 19, 1978 and as Document
No. 79-776740 on July 16, 1979. The boundaries of the land proposed
to be added to the Project area by Amendment No. 2 are legally
described as follows:
That certain real property in the City of Azusa, County of Los
Angeles, State of California, described as follows:
AREA 11
That portion of Lot 68 of Subdivision No. 2 -Azusa Land -and Water
Company, in the City of Azusa, County of Los Angeles, State of
California as per map recorded in Book 43, Page 94 of Maps in
the Office of the County Recorder of said County and that portion
of Lots 1-.7 and 22724 of Block 26 of the Map of Azusa recorded
in Map Book 15, Pages 93-96 of Maps in the Office of the County
Recorder, County of Los Angeles described as follows:
Beginning at the southeast corner of Lot 1, Block 26 of the Map

Beginning at the northwest corner of the intersection of the west-
erly right-of-way line of Vernon Avenue (65 feet wide) and the
northerly right-of-way line of 8th Street (30 feet wide); thence
westerly along the northerly right -of -'way line of 8th Street 963
feet more or less to a point, said point being the intersection
of the northerly right-of-way line of 8th Street and the easterly
right-of-way line of Georgia Place (30 feet wide); thence northerly,

That portion of the East 1/2, Southeast 1/4, Southeast 1/4 of
Section 2 and South 1/2 of South 1/2 of Southeast 1/4 of Section
2 in Township One North, Range 10 West of San Bernardino Meridian,
City of Azusa, in the Office of County Recorder of the County of
Los Angeles, State of California and.described.as follows:
Beginning at the intersection of the North Line of the South 1/2
of the South 1/2 of the Southeast 1/4 of Section 2 in Township
One North, Range 10 West of San Bernardino Meridian and the
westerly right-of-way line of Citrus Avenue (70 feet wide), said
point also being located on the City Boundary of the City of Azusa;
thence south, west, south and west along said City of Azusa City
Boundary to a point established by a line having a bearing of
North 00 22' 29" East a distance of 370 feet from the westerly
right-of-way line of Citrus Avenue (70 feet wide) and the inter-

The Redevelopment Plan for the Azusa Central Business District
Redevelopment Project is hereby amended as hereinafter set forth:
AMENDMENT NO. 1
That § 200 PROJECT AREA BOUNDARY be amended to read as follows:
"The boundaries of the Redevelopment Project Area ("Project
Area") are illustrated on the Map, Attachment I, and encompass both
the area within the original boundaries of the Project and the areas
added to the Project by subsequent amendment numbers one and two
to the Redevelopment Plan. The legal description of the boundary
of the Project Area is as follows:

That § 305 Participation by Owners and Tenants be amended to

"C. § [305] Participation by Owners and Tenants
1. § 306] Opportunities for Owner and Tenant
Participation
The Agency shall extend preferences to persons who are engaged
in business in the Project areas, to reenter in business within the
redevelopment area if they otherwise meet the requirements prescribed

by the Plan. The Agency shall also extend preferences to other
owners and tenants in the Project areas if they otherwise meet
the requirements prescribed by the Plan. The Agency is authorized
to permit residential, commercial, industrial, institutional and
semi-public owners and tenants, if they so desire, to purchase and
develop or develop real property in the Project area.
The Agency is also authorized to permit persons who are owners
of residential, eemmereial-end-ether-tpges-ef real property in the
Project area to be given the opportunity to participate in redeve-
lopment by rehabilitation, by retention of improvements, or by new
development by retaining all or a portion of their properties, by
acquiring adjacent or other properties from the Agency and purchas-
ing other properties in the Project area.
If conflicts develop between the desires of participants for
particular sites or land uses, the Agency is authorized to esta-
blish reasonable priorities and preferences among the owners and
tenants and to determine a solution by consideration of such factors
as length of time in the area; accommodation of as many participants
as possible; ability to perform; similar land use to similar land
use; and conformity with intent and purpose of this Plan.
In addition to opportunities for participation by individual
persons and firms, participation to the extent it is feasible shall
be available for two or more persons, firms or institutions, to join
together in partnerships, corporations, or other joint entities.
Participation is desired in the ',redevelopment of the Project
area by as many residential-and-eemmereial owners and tenants as
possible. Participation opportunities shall necessarily be subject
to and limited by such factors as the expansion of public facilities;
elimination and changing of land uses; realignment of streets; the
ability of owners to finance acquisition and development in accor-
dance with the Plan; any reduction in the total number of individual
parcels in the Project area; and assembly and development of areas
for public and/or private development in accordance with this Plan."

Street, Vernon Avenue, Citrus Avenue, Pasadena Avenue and Eighth
Street.
Additional public streets, alleys, and easements may be
created in the Project area as needed for proper development.
Existing streets and alleys may be abandoned, closed or modified
as necessary for proper development of the Project.
The public rights-of-way may be used for vehicular and/or
pedestrian traffic, as well as for public improvements, public
and private utilities, and activities typically found in public
rights-of-way."
AMENDMENT NO. 5
That § 413 be renumbered 414 Construction and the full fourth
paragraph thereof is amended to read as follows:.
"Parking shall be provided in a manner consistent with standards
for contemporary residential, commercial and industrial development,
but in no case shall parking be less than the requirements of the
Azusa Municipal Code."
