X d. Does the project have environmental effects which will cause substantial adverse effects on human beings directly or indirectly? III. DISCUSSION OF ENVIRONMENTAL EVALUATION 1b. Normal overcovering of soil for new development. No significant impacts. Ig. Project EIR indicated some seismic safety risks; however, seismic safety ele- ment provides adequate mitigation measures to regulate development. 3b. Normal changes to run-off due to paving of site. 6a. Minor increase in noise due to traffic and restaurant activity; impacts should not exceed those assessed in project EIR and project is located in a commercial area. 7b. Normal emissions of light and glare. IV. MITIGATION MEASURES Describe mitigation measures included in the project, if any are needed, to avoid potentially significant effects: No mitigation measures are proposed. V. DETERMINATION (To be completed by the Lead Agency) On the basis of this initial evaluation: I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION has been prepared and is attached. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECLARATION WILL :3E PREPARED. I find the proposed project 61AY have a significant effect on the environment and an ENVIRONMENTAL IMPACT REPORT is required. 0 R I find that the proposed action 14ILL NOT HAVE any significant effect on the environment otherthan as identified in the prior Environmental Impact Report, and there is no additional informa- tion or data available regarding environmental impacts identified in said Environmental Impact Report. Therefor a Negative Declaration, Subsequent Environmental Impact Report, or a Supplement to Environmental Impact Report will not be prepared. Date:_ October 1,1985 Signatur e Title: -7-
