RESOLUTION NO. 276
A RESOLUTION OF THE REDEVELOPMENT AGENCY OF
THE CITY OF AZUSA FINDING THE PROPOSED DEVELOP-
MENT PROJECT OF MR. JIM SANDORA FOR PROPERTY
LOCATED AT 531 EAST ARROW HIGHWAY, AZUSA, TO
BE CONSISTENT WITH THE AGENCY'S REDEVELOPMENT
PLANS FOR THE ARROW HIGHWAY AREA
THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY
OF THE CITY OF AZUSA RESOLVES AS FOLLOWS:
SECTION 1. The Board of Directors of the Redevelop-
ment Agency of the City of Azusa hereby finds, determines and
declares that:
A. By Ordinance No. 2275 the City Council of
the City of Azusa imposed a moratorium on the
issuance of all land -use entitlements for proper-
ty within the City of Azusa fronting on Arrow
Highway unless and until the Redevelopment
Agency of the City of Azusa finds by resolution
that a project proposed for property in that
area is consistent with the Agency's proposed
redevelopment plans for the area.
B. Mr. Jim Sandora has submitted a proposal
to construct an approximately 4,350 sq. ft.
commercial building on property located at
531 East Arrow Highway in the City of Azusa.
The proposed use, retail sales of new auto
parts, is permitted under the Azusa Municipal
Code and is consistent with the land use desig-
nation contained in the City's General Plan.
As part of the project, two existing nonconform-
ing frame structures would be removed in order
to build the proposed commercial structure.
C. The subject proposal is a superior develop-
ment to the existing condition prevalent on the
site provided front -yard setbacks are maintained
and the architectural feature of a mansard roof -
line around the full length of the westerly side
of the structure is added.
D. The potentiality of using Mr. Sandora's
parcel as a site specific redevelopment project
seems remote in that the lot is only 75 feet
in width.
E. There is a relatively new apartment complex
on the easterly side of the proposed project
which would most likely eliminate the opportunity
to merge the two parcels for development unless
a proposal was residential in nature. The narrow
width of the parcel for the proposed project would
most likely prevent any strong economic return
for this type of development.
F. The only potential for lot consolidation
exists on the westerly side of the proposed project.
Marketability for larger commercial centers has
not materialized along Arrow Highway as evidenced
by the high vacancy factor of commercial space in
the shopping center approximately 500 feet to the

west. Until such time as market conditions change,
it seems unlikely that the Redevelopment Agency
would be involved in the consolidation of these
parcels for commercial use.
G. In this particular case, the development
of a new, small commercial structure that elimi-
nates two nonconforming buildings is in line with
the basic premise of redevelopment law in assist-
ing in the elimination of blighted conditions.
Beyond this notion, the marketability of the
development of the site has not been established
beyond Mr. Sandora's proposal.
SECTION 2. In accordance with the provisions of City
of Azusa Ordinance No. 2275, the Board of Directors of the
Redevelopment Agency of the City of Azusa hereby finds that the
proposed project of Jim Sandora as described above, for property
located at 531 East Arrow Highway, is consistent with the Agency's
redevelopment plans for the area.
SECTION 3. The Secretary shall certify the adoption
of this Resolution.
PASSED, APPROVED AND ADOPTED this 16th day of June
1986.
I HEREBY CERTIFY that the foregoing Resolution was duly
adopted by the Board of Directors of the Redevelopment Agency of
the City of Azusa, at a regular meeting thereof, held on the
16th day of June 1986, by the following vote of the
Directors:
