A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
REDEVELOPMENT AGENCY OF THE CITY OF AZUSA
CERTIFYING THE NEGATIVE DECLARATION FOR THE
APPROVAL OF THE OWNER -PARTICIPATION AGREEMENT
BY AND BETWEEN THE REDEVELOPMENT AGENCY OF THE
CITY OF AZUSA AND AEROJET GENERAL CORPORATION
ACTING THROUGH ITS AEROJET ELECTRO SYSTEMS
COMPANY.
THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF
THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The Board of Directors of the Redevelopment
Agency of the City of Azusa does hereby find, determine and
declare that:
A. An Initial Study of Environmental Impact and
a Negative Declaration have been prepared for the
proposed agreement entitled "Owner -Participation
Agreement By and Between the Redevelopment Agency
of the City of Azusa and Aerojet General Corporation,
an Ohio Corporation, Acting Through Its Aerojet
Electro Systems Company" dated as of June 2, 1986,
and said Initial Study and Negative Declaration
were prepared in accordance with the provisions
of the California Environmental Quality Act, the
State CEQA Guidelines, and the City's CEQA procedures;
B. On June 2, 1986, the Board certified and
approved the Environmental Impact Report for the
West End Redevelopment Project. This EIR addresses
issues concerning development in the West End
Project Area which includes the proposed Aerojet
Project. Applicable mitigation measures contained
in said EIR have been incorporated into the Project.
The Project contains no features or impacts which
will require important revisions to the previously
approved EIR, nor new, significant environmental
impacts not previously considered in the EIR.
Substantial changes have not occurred with respect
to the West End Redevelopment Project or the
environmental factors addressed which will require
important revisions in the previous EIR due to the
involvement of new significant environmental impacts
not covered in the previous EIR. No new information
of substantial importance has become available on
the West End Project so as to require revision of
the EIR;
C. At its meeting of June 2, 1986, the Board of
Directors of the Redevelopment Agency of the City
of Azusa considered the adoption of the proposed
Agreement and chard evidence on the proposed
Agreement and the Negative Declaration;
D. Prior to approving the Agreement, the
Redevelopment Agency of the City of Azusa con-
sidered the proposed Negative Declaration, together
with any comments received during the public review
process;

E. On the basis of the initial Study and comments
received in the public review process, there is
no substantial evidence that the project will have
a significant adverse effect on the environment.
SECTION 2. The Board of Directors of the Redevelopment
Agency of the City of Azusa hereby certifies and approves the
Negative Declaration for the proposed Owner -Participation Agree-
ment, a copy of which is attached hereto as Exhibit "A" and by
this reference incorproated herein, and further determines that
the Negative Declaration shall be filed with the County Clerk
of the County of Los Angeles in the manner required by law.
SECTION 3. The Secretary shall certify the adoption
of this Resolution.

Scheduling: Commencement of Construction no later than March 1, 1987.
Completion of Construction within one (1) year of.
construction but no later than March 1, 1988.

5. Identification of Environmental Setting:
The subject site is located on the northwest corner of Optical Drive
and Aerojet Avenue. Surrounding land use contain research and develop-
ment type industrial and office buildings. The north side of the site
is bordered by the Santa Fe Railroad right of way. The subject parcel
is currently an un -used parking lot. The subject site is located in an
industrial area and is designated for industrial development by both
the City's Zoning Ordinance and General Plan. Optical Drive is the
principal access to the site.
The characteristics of the Azusa West End Project Area have previously
been described in the Project FIR certified with the adoption of the
original Redevelopment Plan on November 14, 1983.

INITIAL STUDY
A copy of the Initial Study for Public Works projects will be available
to the public in the Azusa Public Works Department. A copy of the initial
study for the Planning Department projects will be in the Planning
Department and the Public Library. Comments from the public on the
projects may be made, in writing, to the respective department directors
or at the public hearings for the projects.

III. DISCUSSION OF ENVIRONMENTAL EVALUATION
lb. Normal overcovering of soil for new development. No significant impacts.
lc. The structure will include subterranian parking which will create the lower-
ing of grade.
3b. Normal changes in run-off due to the repaving of the site.
6a. In that the parcel is not being used at this time, any increase in pedestrian
and vehicular traffic will most likely add to the ambient level. No signifi-
cant impact anticipated.
.6c. Interior building lights vs. a non --utilized piece of property. No signifi-
cant impact anticipated.
13a. Total number of vehicles should not increase in that current employees are
being shifted from temporary quarters to the proposed facility. More
employees will be utilizing Optical Drive.
13b. New on-site parking is being provided. Again a shift from surrounding
facilities to the proposed new site.
13d. More vehicular traffic (private vehicles) is anticipated for Optical Drive
and eventually Irwindale Avenue. No significant increase is anticipated.
13f. Increase in traffic volume can potentially increase traffic hazards. No
significant increase in hazardous conditions is anticipated.
15a. A 100,000 Square Foot building will obviously increase consumption but not

FIR.
Describe mitigation measures included in the project, if
any are needed, to avoid potentially significant effects:
The Agency/City will be working with Aerojet to continue the channelization of
vehicular traffic as it exists today. Employee parking will be located in such a
fashion as to facilitate the continuation of the existing ingress and egress
patterns.
V. DETERMINATION
(To be completed by the Lead Agency)
On the basis of this initial evaluation:
X I find the proposed project COULD NOT have a significant
effect on the environment, and a NEGATIVE DECLARATION
has been prepared and is attached.
I find that although the proposed project could have
a significant effect on the environment, there will not
be a significant effect in this case because the
mitigation measures described on an attached sheet have
been added to the project. A NEGATIVE DECLARATION WILL
BE PREPARED.
I find the proposed project IIAY have a significant
effect on the environment and an ENVIRONMENTAL IMPACT
REPORT is required.
