HomeMy WebLinkAboutResolution No. 266i RESOLUTION NO. 266 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA APPROVING A RESIDENTIAL DEVELOPMENT AT 1151 WEST ARROW HIGHWAY AS BEING CONSISTENT WITH ANTICIPATED REDEVELOPMENT IN SAID AREA THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA DOES RESOLVE AS FOLLOWS: SECTION 1. The Board of Directors of the Redevelopment Agency of the City of Azusa does hereby find, determine and declare that: A. On August 5, 1985, the City Council of the City of Azusa adopted Ordinance No. 2275 imposing a land use moratorium on all properties within the City of Azusa adjoining Arrow Highway "unless the Redevelopment Agency approves such entitle- ment by resolution upon a finding that it would be consistent with anticipated redevelopment in the area." B. The applicant, Barry A. Cottle on behalf of R.C. Hobbs Development Corporation/Century American Development Corporation, has proposed to build a 122 -unit apartment complex on the subject property located at 1151 West Arrow Highway. The proposal calls for the apartment complex to be security -gated and to contain green belts, open space, recreational areas and visual buffers from adjacent parcels. The development further calls for construction of carports and a density of 26 units per acre. C. On April 15, 1986, the Redevelopment Agency had a joint meeting with the City Council of the City of Azusa, and heard evidence presented in connec- tion with the public hearing on the proposed project. SECTION 2. The Board of Directors of the Redevelopment Agency of the City of Azusa hereby approves the proposed project for the subject property and hereby finds that such project will be consistent with anticipated redevelopment in the area based upon the following factors: A. The intent of any future redevelopment project area would be to promote a balance of development in the Arrow Highway area. B. The subject parcel is surrounded by residential uses. Any other use would create an "island" development. C. The configuation of the subject parcel, being somewhat deep and narrow for 4.6 acres, fairly limits commercial development without some sort of parcelization. Smaller parcels will most likely create a piecemeal approach to redevelopment which has been a major contributor to blighting influ- ences along Arrow Highway. 0 0 D. A large, planned unit development of quality construction and design is consistent with development criteria established by the Agency and City Council for other projects within the City and current high industry standards for such projects. Therefore, this project has the ability to meet any future development criteria for construction and design which would be established by a new redevelopment project area. SECTION 3. In taking this action, the Redevelopment Agency of the City of Azusa has reviewed and relied upon the Environmental Impact Report prepared for the project by the City of Azusa as the Lead Agency and, prior to approving this request, carefully reviewed and considered the provisions thereof. SECTION 4. The Secretary shall certify the adoption of this Resolution. PASSED, APPROVED AND ADOPTED this 5th day of May 1986.
