HomeMy WebLinkAboutResolution No. 254RESOLUTION NO. 254 A RESOLUTION OF THE CITY OF AZUSA REDEVELOPMENT AGENCY ADOPTING A HOUSING REPLACEMENT PLAN FOR THE NEW AUTOMOTIVE DEALERSHIP The Board of Directors of the City of Azusa Redevelopment Agency does resolve as follows: WHEREAS, the City of Azusa Redevelopment Agency is committed to bringing new development to its Community; and WHEREAS, the Agency is presently negotiating a development agreement for a New Automotive Dealership; and WHEREAS, this agreement will result in destruction of dwelling units from the low and moderate -income housing market; and WHEREAS, the California Redevelopment Law, Health and Safety Code Section 33413.5, requires that the Agency adopt, by resolution, a Replacement Housing Plan; and WHEREAS, this Plan must be adopted at least thirty (30) days prior to any agreement resulting in the destruction or removal of dwelling units from the low and moderate -income housing market. NOW, THEREFORE BE IT RESOLVED, that the Board of Directors of the City of Azusa Redevelopment Agency hereby adopts a Replacement Housing Plan for proposed Automotive Dealership. PASSED, APPROVED AND ADOPTED this 3rd day of March, 1986. INTRODUCTION The California Redevelopment Law, Health and Safety Code Section 33413.5, requires that an agency adopt, by resolution, a Replacement Housing Plan. The Plan must be adopted at least thirty (30) days prior to any agreement resulting in the destruction or removal of dwelling units from the low and moderate -income housing market. This Replacement Housing Plan addresses the removal of residential parcels from the City of Azusa Redevelopment Agency's Central Business District project area. The Plan includes: 1. the general location of replacement housing; 2. the number of dwelling units within the price limitations of low and moderate -income persons; 3. the means of financing; and 4. the timing of construction. II. NEW CAR AUTOMOTIVE DEALERSHIP The New Car Autmotive Dealership project area is a 2.39 acre site in the Central Business District. The Automotive Dealership project will remove the following dwelling units from the low and moderate -income housing market: Number 21 7 7 Dwelling Units III. Relco Investments Company Redevelopment Project: Relco Investments Company replacement housing project will be constructed approximately thirteen blocks northeast from the new car dealership project area. The boundaries for the replacement housing are located near the San Gabriel Mountains adjacent to Highway 39 near Sierra Madre Boulevard. 11 59 0 0 This replacement housing will be constructed by a private developer under the authority of the City of Azusa Redevelopment Agency. The County of Los Angeles Housing Authority will assist in administering the completed project. The private developer will construct 365 dwelling units. There will be 68 structures on site: 1. 142 units are condominiums, with two and three bedrooms; and 2. 223 are townhomes, with two and three bedrooms. The 365 new residential units have been financed by a $12,410,000 Residential Mortgage Revenue Bond issued by the Azusa Redevelopment Agency. The developer is contributing $274 per unit to provide affordable housing to low and moderate -income families. The timing of construction will be in three phases. Phase I will include construction of 112 townhomes. Phase II will include construction of 142 condominium units. Phase III will include building of a 111 townhome units. At present, the Relco project has completed Phase I and is starting Phase II. PACIFIC GLEN APARTMENT PROJECT The Pacific Glen Apartments project has been constructed at the northwest corner of Citrus and Alosta Avenues. This is approximately eight blocks from the new car dealership. The replacement housing is being constructed by a private developer. Pacific Glen has constructed a 320 unit apartment complex. The project consists of approximately 20 two-story garden apartment buildings. Of the 320 apartment units, 161 contain one -bedroom; 48 units are two-bedroom/one bath units and 111 are two-bedroom/two bath units. The 320 units have been financed by a $20,450,000 Multi - Family Housing Revenue Bond issued by the City of Azusa. 64 units (20%) have been set aside for low -moderate income housing. The project was completed and opened in September, 1985. 2 C. D. 0CIA 0 0 BELOW MARKET INTEREST RATE HOMEOWNER REHABILITATION LOAN PROGRAM The City of Azusa provides rehabilitation assistance to low and moderate -income homeowners through below-market rate interest loans. The loans are provided on a city-wide basis to income qualified homeowners. To date, many homeowners have taken advantage -of the program. The purpose of the program is to upgrade existing housing standard conditions. Funding for the loan program is Community Development Block Rehabilitation Loan Program and Article XXXIV referendum approval program. The Relco Investments Company and the Pacific Glen Apartments project will replace those low and moderate -income units. The number of replacement dwelling units available exceeds the umber of units to be taken from the market by the proposed automotive dealership. Concentrated efforts on the behalf of the City in the Relco Project will result in timely construction of the units and subsequent placement of low and moderate -income households.
