HomeMy WebLinkAboutResolution No. 2531� RESOLUTION NO. 253 0 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA APPROVING AN INITIAL STUDY, A NEGATIVE DECLARATION AND FINDING AND DETERMINING THAT A SUBSEQUENT ENVIRONMENTAL IMPACT REPORT NEED NOT BE PREPARED FOR THE HOUSING REPLACEMENT PLAN PERTAINING TO A PROPOSED OWNER PARTICIPATION AGREEMENT BETWEEN THE AZUSA REDEVELOPMENT AGENCY AND ROGERS TOYOTA. WHEREAS, the Redevelopment Agency of the City of Azusa (the "Agency") has prepared an Initial Study of the environmental impacts of the Replacement Housing Plan pertaining to the proposed Owner Participation Agreement with the Agency and Rogers Toyota. WHEREAS, said Initial Study conforms to the requirements of the California Environmental Quality Act of 1970 (Public Resources Code, Section 21000 et seq.), the "Guidelines for the Implementation for the California Environmental Quality Act of 197011, as amended, adopted by the Secretary for Resources of the State of California, and the Procedures for Implementation of the California Environmental Quality Act of 1970 adopted by resolution of the Agency; and WHEREAS, the Agency has made available copies of said Initial Study for public review and comment, according to and in the manner as required by law. NOW, THEREFORE, the Redevelopment Agency of the City of Azusa does resolve as follows: SECTION 1. The Agency hereby approves and adopts the Initial Study with respect to the proposed Replacement Housing Plan. SECTION 2. The Agency hereby certifies that the information contained in the Initial Study and in the Final Evironmental Impact Report for the Project has been reviewed and considered by the members of the Agency. SECTION 3. The Agency hereby finds and determines as follows: a). No substantial changes are proposed in the Redevelopment Project, or with respect to the circumstances under which the project is to be undertaken, which will require major revisions in the Environmental Impact Report previously adopted for the Project due to the involvement of new environmental impacts not covered in said previous Environmental Impact Report; b). No Subsequent or Supplement to the existing EIR is necessary or required; and c). The proposed action will have no significant effect on the environment, except as identified and considered in the previous EIR. PASSED, APPROVED AND ADOPTED this 3rd day of March, 1986. BACKGROUND 1. Name of Proponent/Applicant: Azusa Redevelopment Agency 2. Address and phone number of Proponent/Applicant: 213 E. Description of Project and Address: The above referenced plan pertains to the proposed Disposition and Development Agreement between the Azusa Redevelopment Agency and Rogers Toyota. The DDA calls for the development of a future automotive dealership and will result in the removal of eight . single family residences generally located at the southwest corner of the I-210 Freeway and Azusa Avenue. 5. Ide-ntification of Environmental Setting: Currently there exists eight (8) single family residential structures, two (2) commercial structures and five (5) vacant commercially zoned parcels. -1- CITY OF AZUSA ASSESSMENT OF ENVIRONMENTAL IMPACT REPORT INITIAL STUDY A copy of the Initial Study for Public Works projects will be available to the public in the Azusa Public Works Department. A copy of the initial study for the Planning Department projects will be in the Planning Department and the Public Library. Comments from the public on the projects may be made, in writing, to the respective department directors or at the public hearings for the projects. DISCUSSION OF ENVIRONMENTAL EVALUATION Items II., 11 and 12 are specifically addressed in the Replacement Housing Plan. Approximately eight (8) families will be displaced from the affected site. Relocation assistance will be provided in order to assist the families find suitable housing within the City of Azusa. Eight (8) dwelling units will be removed from the City's Housing stock, however, more than 650 townhouses and apartments are currently under construction or recently completed. IV. MITIGATION MEASURES Describe mitigation measures included in the project, if any are needed, to avoid potentially significant effects: Relocation assistance will be provided as outlined in the State of California Administrative Code. In addition, the Agency will continue with available bonding programs to facilitate the creation of new housing units within the City. V. DETERMINATION (To be completed by the Lead Agency) On the basis of this initial evaluation: X I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION has been prepared and is attached. I find that although the proposed project could have a significant effect on the environment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECLARATION WILL BE PREPARED. I find the proposed project MAY have a significant effect on the environment and an ENVIRONMENTAL IMPACT REPORT is required.
