A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE REDEVELOPMENT AGENCY OF THE CITY OF
AZUSA CERTIFYING THE NEGATIVE DECLARATION
FOR THE APPROVAL OF THE OWNER PARTICIPATION
AGREEMENT BY AND BETWEEN THE REDEVELOPMENT
AGENCY OF THE CITY OF AZUSA AND MESSENGER/AZUSA
THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE
CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The Board of Directors of the Redevelopment
Agency of the City of Azusa does hereby find, determine and
declare that:
A. An Initial Study of Environmental Impact and a Negative
Declaration have been prepared for the proposed agreement
entitled "Owner Participation Agreement By and Between the
Redevelopment Agency of the City of Azusa and
Messenger/Azusa, a California limited partnership dated as
of January 19. 1987 ("Project"), and said Initial Study
and Negative Declaration were prepared in accordance with
the provisions of the California Environmental Quality Act,
the State of CEQA Guidelines and the City's CEQA Procedures;
B. On or about September 18, 1978, the Board of Directors
of the Redevelopment Agency of the City of Azusa certified
and approved the Environmental Impact Report for the Central
Business District Redevelopment Project. Subsequent
Environmental Impact Reports were prepared for amendments to
the project area and were certified and approved by the
Board on or about July 2, 1979; July 21, 1981; November 28,
1983; and December 17, 1984. These EIR's address issues
concerning development in the Central Business District
Project Area which includes the proposed Project.
Applicable mitigation measures in said EIR's have been
incorporated into the Project. The Project contains no
features or impacts which will require important revisions
to the previously approved EIR's, nor new, significant
environmental impacts not previously considered in the
EIR's. Substantial changes have not occurred with respect
to the Central Business District Redevelopment Project or
the environmental factors addressed which will require
important revisions in the previous EIR's. No new
information of substantial importance has become available
on the Central Business District Redevelopment Project so as
to require revision to the EIR's;
C. At
its meeting of
January 19,
1987 ,
1987, the
Board of
Directors of the Redevelopment
Agency of
the City
of Azusa
considered the
adoption of the
proposed
agreement
and heard evidence on
the proposed
agreement
and the
Negative
Declaration;
D. Prior to approving the agreement, the Redevelopment
Agency of the City of Azusa considered the proposed
declaration, together with the Initial Study of
Environmental Impact, the information from the previous
EIR's for the Central Business District Redevelopment
Project, together with any comments received during the
public review process;
E. On the basis of this review, there is no substantial
evidence that the Project will have a significant adverse
effect on the environment.
SECTION 20 The Board of Directosof the Redevelopment
Agency of the City of Azusa hereby certifies and approves the
Negative Declaration for the Project, a copy of which Negative
Declaration is attached hereto as Exhibit "A" and by this
reference incorporated herein, and further determines that the
Negative Declaration shall be filed with the County Clerk of the
County of Los Angeles in the manner required by law.
SECTION 3. The Secretary shall certify the adoption of
this resolution.
PASSED, APPROVED AND ADOPTED this 19th day of January
1987.

I. BACKGROUND

4. Description of Project and Address:
Phase IIA of Azusa Industrial Center consisting of 180,000 square feet
of light industrial/warehousing space. Development will occur on 9.0+
acres of the 38 acre site. Total site will include 600,000+ square
feet of building.
5. Identification of Environmental Setting:
The subject property is the former site of the Miller Brewery,
which relocated to Irwindale in 1980. The Miller Brewery
Plant was demolished in 1983 and the site is now vacant. The
site is zoned M-2, Heavy Industrial and is designated for heavy
industrial uses in the General Plan. The site is immediately
surrounded by industrial land uses. Residential neighborhoods
are located to the north and northeast of the site. The proposed
industrial land use is consistent with the General Plan and Zoning
as well as with the existing land uses in the area.
By Resolution 7614 adopted on December 3, 1984, the Azusa City
Council approved a negative declaration for Amendment No. 5 to
the Azusa Central Business District Redevelopment Plan. The
proposed project contains no new features or impacts which will
require revisions to the previously approved negative declaration.

INITIAL STUDY
A copy of the Initial Study for Public Works projects will be available
to the public in the Azusa Public Works Department. A copy of the initial
study for the Planning Department projects will be in the Planning
Department and the Public Library. Comments from the public on the
projects may be made, in writing, to the respective department directors
or at the public hearings for the projects.

V. DETERMINATION

On the basis of this initial evaluation:
X I find the proposed project COULD NOT have a significant
effect on the environment, and a NEGATIVE DECLARATION
has been prepared and is attached.
I find that although the proposed project could have
a significant effect on the environment, there will not
be a significant effect in this case because the
mitigation measures described on an attached sheet have
been added to the project. A NEGATIVE DECLARATION WILL
HE PREPARED.
I find the proposed project MAY have a significant
effect on the environment and an ENVIRONMENTAL IMPACT
REPORT is required.

DISCUSSION OF ENVIRONMENTAL EVALUATION
1(g) Numerous faults have been identified in northern Azusa. Commonly
referred to as the Sierra Madre Fault Zone, this group includes
the Sierra Madre, Duarte, and lower Duarte Faults. According to
the the Azusa General Plan Seismic Safety Element, the subject site
is not located within a surface rupture zone but is located with
ground shaking zone II -B. The proposed industrial use is considered
generally suitable for this zone, therefore, additional irrigation
measures are not required.
3(b) The project site is traversed by a natural drainage line which for
years remained unimproved. The ultimate development of the property
will be required to provide for improved drainage either in and
improved drainage ditch or underground.
6(a) The ultimate development of the site will result in an increase over
the current noise level now generated from the site. However, the
site is located within an industrial area of the City and will not
result in noise levels above the ambient noise level of the area.
7 The project will result in new lighting in the area. Development plans
should make provisions to avoid the creation of glare upon motorists
in the area.
12 The project will result in the creation of new employment opportunities
which is likely to increase housing demand in the area. The project
will result in the development of approximately 600,000 square feet of
new leasable industrial space, which may generate up to 450 new jobs.
It is anticipated that the housing demand which may be generated by
the project will not exceed the projected increase of housing during
the next five years. `
14(a,b) The project may increase the need for additional police protection and
fire protection services in the area and therefore may contribute to
an ultimate need to increase manpower and/or facilities. However, the
incremental increase in demand for such services is not expected to
be significant from the proposed project alone.
14(e) The project will include the reconstruction of existing local streets and
a water utility system which has been found to be deteriorated or
deficient to meet current requirements and demands of the City. The
operation of the facilities will require ongoing maintenance which
will be the responsibility of the City.
16(c) It has been found by the City public works department. that existing
water utilities are insufficient to accomodate the level of use which
may be ultimately developed on the site. This is due largely to
historic changes in the regulations for fire flow purposes. The
development of the site will be preceeded by the improvement of
the local water utility system. .
