HomeMy WebLinkAboutResolution No. 326RESOLUTION NO. 326 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA APPROVING AN OWNER PARTICIPATION AGREEMENT BETWEEN THE AGENCY AND THE COUNTY OF LOS ANGELES RELATING TO PROPERTY AT 601 EAST EIGHTH STREET, AZUSA THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA HEREBY RESOLVE AS FOLLOWS: SECTION 1. The Board of Directors of the Redevelopment Agency of the City of Azusa hereby find and determine as follows: A. The Agency and the County of Los Angeles desire to enter into an Owner Participation Agreement for the subject property at 601 East Eighth Street, Azusa, whereby the Agency will assist the County by installing and constructing certain public improvements; and B. The project and the Agency's participation will help eliminate blight and contribute to the accomplishment of the goals of the Redevelopment Plan for the Central Business District Redevelopment Project Area; and C. The project and the Agency's participation in it will also assist in providing adequate low and moderate income housing for the City. SECTION 2. The Board of Directors of the Redevelopment Agency of the City of Azusa hereby approves /that certain agreement entitled "Owner Participation Agreement By and Between the Redevelopment Agency of the City of Azusa and the County of Los Angeles" and authorizes the Chairman to execute said agreement on behalf of the Agency in substantially the form as is attached hereto as Exhibit "A". SECTION 3. A Negative Declaration of Environmental impact for the Project was approved by City Council Resolution No. 8076 on July 21, 1986. No new information about the project or the potential environmental impacts has come to light nor have there been any significant changes in the project from the time of its approval to the time of approval of this Agreement. This Agreement simply provides a financing plan for construction of certain public improvements for the project. Therefore, as a responsible agency the Board of Directors finds that there is no substantial evidence from which it can be fairly argued that this Agreement will have a significant adverse effect on the environment. SECTION 4. The Secretary shall certify the adoption of this resolution. PASSED, APPROVED AND ADOPTED this 19th day of January , 1987:.
