A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA
CERTIFYING THE NEGATIVE DECLARATION FOR THE
APPROVAL OF THE OWNER PARTICIPATION AGREEMENT BY
AND BETWEEN THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA
AND GROSS AND GROSS, A JOINT VENTURE
THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE
CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The Board of Directors of the Redevelopment
Agency of the City of Azusa does hereby find, determine and
declare that:
A. An Initial Study of Environmental Impact and a Negative
Declaration have been prepared for the proposed agreement
entitled "Owner Participation Agreement By and Between the
Redevelopment Agency of the City of Azusa and Gross and
Gross, A Joint Venture dated as of April 20. 1987
("Project"), and said Initial Study and Negative Declaration
were prepared in accordance with the provisions of the
California Environmental Quality Act, the State of CEQA
Guidelines and the City's CEQA Procedures;
B. On or about November 14, 1983, the Board of Directors
of the Redevelopment Agency of the City of Azusa certified
and approved the Environmental Impact Report for the West
End Redevelopment Project. The EIR addresses issues
concerning development in the West End Redevelopment Project
Area which includes the proposed Project. Applicable
mitigation measures in said EIR have been incorporated into
the Project. The Project contains no features or impacts
which will require important revisions to the previously
approved EIR, nor new, significant environmental impacts not
previously considered in the EIR. Substantial changes have
not occurred with respect to the West End Redevelopment
Project or the environmental factors addressed which will
require the revisions in the previous EIR. No new
information of substantial importance has become available
on the West End Redevelopment Project so as to require
revision to the EIR;
C. At its meeting of�nr;� 20, , 1987, the Board of
Directors of the Redevelopment Agency of the City of Azusa
considered the adoption of the proposed agreement and heard
evidence on the proposed agreement and the Negative
Declaration;
D. Prior to approving the agreement, the Redevelopment
Agency of the City of Azusa considered the proposed
declaration, together with the Initial Study of
Environmental Impact, the information from the previous EIR
for the West End Redevelopment Project, together with any
comments received during the public review process;
E. On the basis of this review, there is no substantial
evidence that the Project will have a significant adverse
effect on the environment.
SECTION 2. The Board of Directors of the Redevelopment
Agency of the City of Azusa hereby certifies and approves the
Negative Declaration for the Project, a copy of which Negative
Declaration is attached hereto as Exhibit "A" and by this
reference incorporated herein, and further determines that the
Negative Declaration shall be filed with the County Clerk of the
County of Los angeles in the manner required by law.

SECTION 3. The Secretary shall certify the adoption of
this resolution.

4. Description of Project and Address:
Gross and Gross; A Joint Venture, consists of a 49,250 square foot light
manufacturing/retail facility. Development will occur on approximately
1.13 acres of the approximately 2.34 acre site. Replacement of an
existing industrial development with new, expanded development. The
Project is located at the Southeast corner of Virginia Avenue and
Foothill Boulevard, Azusa, CA.
5. Identification of Environmental Setting:
The subject property is zoned M1, Light Manufacturing and is designated
for light manufacturing uses in the General Plan. The site is immediately
surrounded by light manufacturing uses and service/commercial uses.
Residential neighborhoods are located to the south and southeast of the
site. The proposed use is consistent with the General Plan and Zoning
as well as with the existing land uses in the area.
By Resolution 7367 adopted on Nov. 14, 1983, the Azusa City Council
certified the Environmental Impact Report for the Azusa West End
Redevelopment Project Area; in which this site is located.

ASSESSMENT OF ENVIRONMENTAL IMPACT REPORT
INITIAL STUDY
A copy of the Initial Study for Public Works projects will be available
to the public in the Azusa Public Works Department. A copy of the initial
study for the Planning Department projects will be in the Planning
Department and the Public Library. Comments from the public on the
projects may be made, in writing, to the respective department directors
or at the public hearings for the projects.

Gross and Gross; A Joint Venture, consists of a 49,250 square foot light
manufacturing/retail facility. Development will occur on approximately
1.13 acres of the approximately 2.34 acre site. Replacement of an existing
industrial development with new, expanded development. The Project is located
at the Southeast corner of Virginia Avenue and Foothill Boulevard, Azusa, CA.

I find the proposed project COULD NOT have a significant
effect on the environment, and a NEGATIVE DECLARATION
has been prepared and is attached.
x I find that although the proposed project could have
a significant effect on the environment, there will not
be a significant effect in this case because the
mitigation measures described on an attached sheet have
been added to the project. A NEGATIVE DECLARATION WILL
BE PREPARED.
I find the proposed project MAY have a significant
effect on the environment and an ENVIRONMENTAL IMPACT
REPORT is required.

III. Discussion of Environmental Evaluation
1. Earth
b. The project may result in temporary, minimal soil
compaction and/or overcovering during grading and/or
trenching of footings. This process is a typical
consequence of new development, and will not result in
a significant environmental impact.
2. Air
a. During the development's construction phase, air
emissions (i.e., dust) may occur. However, this is a
temporary condition and will abate following completion
of construction. Additionally, mitigation measures
during construction will include water spraying of the
site.
6. Noise
a. The ultimate development of the site will result in an
increase over the current noise level now generated
from the site. However, the site is located within a
urban industrial/commercial location and will not
result in noise levels above the ambient noise level of
the area. Short-term construction noise will also be
within ambient/allowable noise levels.
8. Land Use
a. The development will result in the transformation of a
hardware/lumber yard retail facility into a mixed
commercial/light industrial multi -tenant complex.
The Los Angeles County Fire Department will act as the
lead regulatory agency for monitoring and hazardous
substance controls. Additionally, other affected
agencies such as the SCAQMD will be informed of any
hazardous air borne emissions and pollutants. However,
both the existing and proposed development are
consistent with the City of Azusa General Plan's Land
Use Element.
10. Risk of Upset
The possibility of hazardous substances being released may
exist owing to the nature of some of the industrial tenants.
However, every preventive effort will be instituted to
mitigate against the release of hazardous substances through
monitoring, reporting, and management of the affected
industrial tenants. The Los Angeles County Fire Department
will act as the lead regulatory agent for monitoring and
enforcing hazardous substance controls. Additionally, other
affected agencies, such as the SCAQMD, will be informed of
any hazardous air borne emissions and pollutants.

III. Discussion of Environmental Evaluation (continued)
13. Transportation/Circulation
a. The proposed development will result in additional
tenants and users, thus increasing vehicular movement
on and near the site. However, the existing
circulation system has adequate capacity to handle the
project increase.
b. Increased demand for additional parking may occur.
However, expanded parking arrangments are included in
the proposed development, and will comply with City
zoning requirements.
16. Utilities
a. and b.
Potential demand for increased power and water supply
may be realized with the project's development. This
primarily is owing to an increased number of users on
the site. However, the development will include all
necessary utility installations to accommodate the
additional demand.
21. Mandatory Findings of Significance
C. Cumulatively, if projects such as this were to continue
within the West End Redevelopment Project Area's major
arterials, the environment may sustain a potentially
negative impact. However, the Redevelopment Agency
maintains strict controls (West End Specific Plan,
West End Redevelopment Plan, etc.) to regulate such
development, and actively encourages large developments
which won't adversely impact the environment.
