A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE REDEVELOPMENT AGENCY OF THE CITY OF
AZUSA CERTIFYING THE NEGATIVE DECLARATION
FOR THE OWNER PARTICIPATION AGREEMENT
BETWEEN THE REDEVELOPMENT AGENCY OF THE
CITY OF AZUSA AND THE PRICE COMPANY, A
CALIFORNIA CORPORATION, DATED AS OF JULY
18, 1988
THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY
OF THE CITY OF AZUSA RESOLVES AS FOLLOWS:
SECTION 1. The Board of Directors of the
Redevelopment Agency of the City of Azusa finds, determines
and declares as follows:
A. An Initial Study of Environmental Impact
and Negative Declaration has been prepared for the
Owner Participation Agreement by and between the
Redevelopment Agency of the City of Azusa and The
Price Company dated July 18, 1988, for the
acquisition and sale to The Price Company of
certain property within the West End Redevelopment
Project Area for development of a commercial
shopping center and related improvements
(hereinafter "Project") in accordance with the
provisions of the California Environmental Quality
Act and the State CEQA Guidelines.
B. A duly noticed joint public hearing was
held by the Board of Directors of the Redevelopment
Agency of the City of Azusa and the City Council of
the City of Azusa on July 18, 1988, at which time
the Board and City Council received evidence on the
proposed project and the Negative Declaration.
C. Prior to approving the project, the Board
of Directors of the Redevelopment Agency of the
City of Azusa considered the Initial Study of
Environmental Impact and the Negative Declaration,
together with any comments received during the
public review process.
D. As part of the adoption of the Azusa West
End Redevelopment Plan by the City Council on
November 28, 1983 (Ordinance No. 2196), the City
Council and the Redevelopment Agency approved an
Environmental Impact Report ("EIR") for the Project
Area which addressed the environmental concerns for
development of the property where the proposed
project is located. In addition, as part of the
adoption of West End Specific Plan by the City
Council on November 16, 1987 (Ordinance No. 8339),
the City Council and Redevelopment Agency approved
an Environmental Impact Report for the West End
Specific Plan adjacent to the Project site. Since
the preparation and certification of these
Environmental Impact Reports subsequent changes
have not been proposed in the subject Project which

will require important revisions of the previous
EIRs due to the involvement of new significant
environmental impacts which were not considered in
the previous EIRs. Moreover, the mitigation
measures proposed as part of the Environmental
Impact Reports for the Redevelopment Plan and the
Specific Plan have been included, where applicable,
in the Project, and such mitigation measures are
feasible and further mitigation measures are not
required to address concerns raised in these
Environmental Impact Reports. Therefore, pursuant
to the provisions of CEQA and, specifically, 14
California Administrative Code Sections 15153,
15162 and 15180, a subsequent Environmental Impact
Report for the subject Project is not required and
the Initial Study of Environmental Impact and the
Negative Declaration are sufficient to comply with
the provisions of CEQA.
E. The Board of Directors specifically finds
and determines that on the basis of the Initial
Study of Environmental Impact and any comments
received in the public review process, there is no
substantial evidence before the Agency that the
Project will have a significant effect on the
environment.
SECTION 2. The Board of Directors of the
Redevelopment Agency of the City of Azusa, based upon the
findings set forth above, hereby certifies and approves the
Negative Declaration of Environmental Impact for the Project
which is attached hereto as Exhibit "A" and by this
reference incorporated herein, and directs the Secretary to
file said Negative Declaration with the County Clerk of the
County of Los Angeles forthwith.
SECTION 3. The Secretary shall certify to the
adoption of this Resolution.

NOTICE: Pursuant to the provisions of the California Environmental
Quality Act (CEQA-Public Resources Code, Section 21100 et. seg.),
the City of Azusa has determined that the project referenced
hereinafter will not have a significant effect on the environment.
PROJECT TITLE:
Precise Plan of Design P-88-107 Price Club Expansion
PROJECT LOCATION:
1120 and 1220 W. Foothill Boulevard, Azusa, CA 91702
PROJECT DESCRIPTION: An Owner Participation Agreement (OPA) t
construct approximately 177,000+ sq. ft. of commercial/retail
complex to complement existing -111,600+ sqq ft. off-price retai
facility. The vacation of a portion of—Todd Ave. south of Foot-
hill Blvd. and provide alternative access to the gravel pit.

A copy of the Initial Study, documenting reasons to support the
findings that said project will not have a significant effect and
containing any mitigating measures proposed to be included in the
project to avoid potentially significant effects, is attached
hereto for public review.
An Environmental Impact Report is not required for this project.
APPEALS. Any person or agency aggrieved by this decision may appeal
to the Azusa City Council in compliance with all provisions for
filing of such appeals. Any such appeal must be filed within thirty
(30). days after the issuance of this decision, or it shall be dis-
missed by the City Council.

4. Description of Project and Address: 1120 and 1220 W. Foothill
Boulevard, Azusa, California. An OPA to remodel an existing
111,600+ square foot off-price retail facility and construc-
tion of a new adjoining retail/commercial complex including
freestanding pads for restaurant users. The existing facility
lies on an eighteen acre site at the southeast corner of
Foothill Boulevard and Todd Avenue. The adjoining complex is
proposed for a 12.7 acre site at the southwest corner of
Foothill Boulevard and Todd Avenue. Todd Avenue, south of
Foothill Boulevard will be vacated. A sixty -foot dedicated
right -of way will provide access to the gravel pit.
5. Identification of Environmental Setting:
The subject property is zoned M2 (General Manufacturing), and
is designated for heavy industrial uses in the General Plan.
The site is immediately surrounded by light and heavy
manufacturing uses and service/commercial uses. The proposed
use is consistent with the General Plan, the Azusa Municipal
Zoning Code, the West End Redevelopment Plan, as well as with
the existing land uses found in the area.
By Resolution 7367 adopted on November 14, 1983, the Azusa
City Council certified the Environmental Impact Report for the
Azusa West End Redevelopment Project Area; in which this site
is located. By Resolution 8337 adopted on November 16, 1987,
the Azusa City Council certified the Environmental Impact
Report for the West End Specific Plan, adjacent to this site.
