A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE REDEVELOPMENT AGENCY OF THE CITY OF
AZUSA CERTIFYING THE FINAL ENVIRONMENTAL
IMPACT REPORT/ENVIRONMENTAL IMPACT
STATEMENT FOR THE PROPOSED COASTFED
PROPERTIES (CBD -I) REDEVELOPMENT PROJECT
THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY
OF THE CITY OF AZUSA DOES RESOLVE AS FOLLOWS:
SECTION 1. The Board of Directors of the
Redevelopment Agency of the City of Azusa does hereby find,
determine and declare as follows:
A. On or about September 18, 1978, the City
Council of the City of Azusa adopted the Redevelopment Plan
for the Azusa Central Business District Redevelopment
Project (the "Project"); and
B. On or about September 18, 1978, the Board of
Directors of The Redevelopment Agency of the City of Azusa
("Agency") certified and approved the Final Environmental
Impact Report for the Project pursuant to the California
Environmental Quality Act of 1970, Public Resources Code
§ 21000 et sea. ("CEQA") and the National Environmental
Protection Act of 1969, 16 U.S.C. Sections 840 et seq.
("NEPA"). Subsequent Environmental Impact Reports ("EIR")
were prepared for amendments to the Project EIR and were
certified and approved by the Board on or about July 2,
1979, July 21, 1981, November 28, 1983, and December 17,
1984.
C. Coastfed Properties, Inc. has initiated a
request to redevelop certain parcels (the "Site") within the
CBD -I Site of the Project Area (the "Project") and the
Agency is the "lead agency" for the Project; and
D. The proposed redevelopment of the Site
contains features or impacts which required important
revisions to the previously approved EIRs or new,
significant environmental impacts not previously considered
in the previous EIRs on the Project; and
E. The Agency prepared an Initial Study of the
environmental impacts of the Project, caused to be prepared
a Draft Environmental Impact Report ("DEIR") and a Final
Environmental Impact Report/ Environmental Impact Statement
("final EIR/EIS") in accordance with the provisions of CEQA,
State and local CEQA Guidelines and NEPA;
F. The DEIR for the Project was made available
for public review and comment in accordance with CEQA, NEPA
and other applicable law.
SECTION 2. The Agency hereby certifies that the
information contained in the final EIR/EIS, including but
not limited to all comments on the DEIR and the responses
thereto, has been reviewed and considered by the members of
the Agency.

SECTION 3. The final EIR/EIS has identified the
following significant effects but in response to each
significant effect so identified, the Project has been
altered to avoid or substantially lessen the environmental
effects as set forth in the FEIR and as summarized below:
A. Soils, Geology and Topography.
The Project does not contemplate development)
activity that would substantially alter topographic
features. The mitigation measures to enhance seismic
safety as described on pages 53-64 of the CBD
Redevelopment Project EIR shall be implemented.
B. Air Quality.
Air Quality impacts associated with the
proposed Project will not differ substantially from
those addressed on pages 52-56 of the CBD Redevelopment
Project EIR, which concluded that there would be no
significant adverse effect on air quality. The Project
is expected to generate an incremental increase in air
pollutants. The mitigation measures to improve air
quality as set forth on page 64 of the CBD Redevelopment
Project EIR shall be implemented.
C. Hydrology.
The project will have no flood hazard or water
quality impacts. The measures to reduce existing dam
inundation potential identified on pages 62-63 of the
CBD Redevelopment Project EIR shall be implemented.
D. Biota.
The Project will involve no significant impact
on biota and therefore no mitigation measures are
required.
E.
Traffic and Circulation
Overall, no adverse traffic impacts are
expected to result from the proposed Project. The
proposed Project will generate a net traffic increase of
1,430 daily vehicle trips, 205 of which would occur
during the evening peak hour for Parcel A. For Parcel
B, a reduction of 1,600 daily vehicle trips, with 70
evening peak hour trips is projected. Parcel C will
have the same traffic potential as currently exists.
The westbound left turn vehicles at the San
Gabriel/Foothill intersection do not clear on one signal
cycle. The maximum green time for westbound left turn
should be reviewed and possibly lengthened.
F. Cultural Resources.

G. Noise.
The Project has been changed or altered to
avoid or substantially lessen the potential effects on
noise by requiring the following:
(1) To provide an acceptable noise
environment for residential and nonresidential
uses, one or more of the following options should
be exercised
(a) Increase distance from noise
sources.
(b) Use of sound attenuating
construction materials.
(c) Construction of noise screening
walls;
(2) Site preparation and construction
activities should be limited to the daylight hours
between 7:00 a.m. - 7:00 p.m. Construction
equipment should be properly and adequately
mufflered. Pumps, compressors, and generators
should be kept away from existing residential
areas, and construction traffic should be routed
away from existing residential areas as much as
possible.
H. Land Use.
The Project will require amendment of the
General Plan and the Redevelopment Plan to allow new
permitted residential uses within the Project Area.
Mitigation shall be implemented as part of the Planning
and Zoning approvals required for said amendment. In
addition, the State and Federal relocation assistance
laws and regulations, as well as the CBD Plan Relocation
Plan, will avoid or substantially lessen the effects on
land use caused by the relocation of businesses and
residences.
I. Public Services and Utilitie
The Project will increase incrementally the
demand for public services and utilities, and will
require the relocation of existing utility lines. The
Project has been changed or altered to avoid or
substantially lessen the effects on public services and
utilities by requiring the following:
(1) All new development will comply with
current fire codes and City ordinance requirements.
(2) Adequate security design measures should
be required for all new devel-opment based upon
Police Department recommendations.
(3) School District impacts can be mitigated
by the payment of developer fees pursuant to
Government Code Section 53080 and 65995.

(4) Appropriate procedures for the relocation
and protection of utility lines shall be
established through ongoing coordination with ;}
affected utility agencies.
(5) A 24 -inch storm drain will be constructed
as part of the Project to provide adequate
drainage.
SECTION 4. The Agency finds that the mitigating '
changes which will be incorporated into the Project and
discussed above will avoid or substantially lessen the
significant effects identified in the final EIR.
SECTION 5. In view of the foregoing, the Board of
Directors of the Redevelopment Agency of the City of Azusa
hereby certifies that the final EIR/EIS for the Project has
been completed in accordance with the provisions of CEQA and
applicable state and local guidelines, and hereby certifies
and approves the final EIR/EIS for the Project. The
Secretary is hereby directed to file a Notice of
Determination in the manner required by law.
SECTION 6. The Secretary shall certify the adoption
of this Resolution.
