HomeMy WebLinkAboutResolution No. 5330 0 RESOLUTION NO. 533 A RESOLUTION OF THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA RECLASSIFYING CERTAIN POSITIONS AND AMENDING RESOLUTION 474 REGARDING THE EXECUTIVE, MIDDLE, AND NON -CLASSIFIED EMPLOYEES. WHEREAS, it has been determined necessary to reclassify certain positions within the organizational structure of the Redevelopment Agency of the City; and WHEREAS, as part of said reorganization, certain positions identified herein must be reclassified to more appropriately reflect the duties currently performed by the incumbents; WHEREAS, The Agency has determined that the public interest, convenience and necessity require the reorganization and the reclassification of such positions; NOW THEREFORE, be it resolved by the Board of Directors of the Redevelopment Agency of the City of Azusa as follows: SECTION 1. The following positions shall be reclassified with appropriate title changes, where indicated: A) The position of Redevelopment Manager presently a middle management position, shall be reclassified to the position of Director of Redevelopment and shall be included as an executive -management position. B) The position of Economic Development Analyst, currently a non -classified position, shall be reclassified to the position of Business Marketing/Public Information Officer and shall be included as middle -management position. SECTION 2. Class specifications for reclassified positions shall be adopted in their entirety in accordance with Exhibit A and B attached hereto and incorporated herein by reference. SECTION 3. The monthly salaries for each of the reclassified positions shall be established as follows: Director of Redevelopment $4,631/month Business Marketing/Public $3,446/month Information officer /Additional benefits for each of these positions shall be granted in accordance with those presently granted for either the City's middle management or the executive management employee group. SECTION 4. Incumbents in the reclassified positions as identified above shall retain employment in their respective reclassified positions. SECTION 5. The title of Redevelopment Project Analyst classification shall be changed to Redevelopment Project Manager. The class specifications for this position shall be adopted in its entirety in accordance with Exhibit C, attached hereto and incorporated herein by this reference. The existing salary and benefits afforded this classification shall remain unchanged. SECTION 6. All prior resolution and parts of resolutions in conflict with this Resolution are hereby rescinded. SUPERVISION EXERCISED AND RECEIVED The Director of Redevelopment reports to the City Administrator/Executive Director. This position is responsible for direct supervision over subordinate technical and clerical personnel. EXAMPLE OF DUTIES Duties may include, but are not limited to, the following: Work with the City's engineering and planning divisions on defining, costing, and checking projects. Prepare Requests for Proposals (RFP's) which solicit outside agents to perform land acquisitions, appraisals and relocation. Monitor the architectural and engineering work on all redevelopment projects to ensure that they conform to the Agency's redevelopment and the City's general plan. Monitor the Agency's financial activity, including new bonds, debt issues, budgets and projections. Meet with, coordinate an organize the work and findings of the various project area committees (PAC) and other citizen groups. Attempt to attract new commercial and industrial development to the Central Business District (CBD) and West End Redevelopment project areas. In administering the Redevelopment Project Areas (RPA), the Director of Redevelopment will: Monitor the land acquisition, relocation and demolition activities associated with project development; Assemble land parcels for suitable development sites; Page 1 of 3 CITY OF AZUSA,IIRECTOR OF (•ntinued) Identify, consider, and establish new project areas and administer the successful completion of amendments to the Agency's Redevelopment plan; Promote, adoption of, and implement plans that encourage development on vacant lands; Administer the construction of public improvements associated with new development; Prepare and negotiate Owner Participation and Development and Disposition agreements (OPA'S and DDA's); Administer the sale of bonds and other funding tools as appropriate; Manage and/or eliminate the Agency's debt service; Assist with promotional efforts that highlight programs and development; and Answer public inquiries and represent the Agency at official meetings. Advise the Board of Directors and administrative officials on Redevelopment matters. Perform related duties as required. Knowledge of: Relevant federal and state laws, regulations, and procedures concerning community redevelopment and rehabilitation. Financial procedures and regulations pertaining to real estate, loan management, and property improvements. Grant development methods and techniques. Principles, practices and methods of public administration, including budgeting, purchasing, real estate, property management, and personnel management. Principles and practices of personnel selection, training, supervision, evaluation and disciplining. Ability to: Plan, direct, coordinate and review the work of the Redevelopment Agency. Develop and maintain an operating budget consisting of a number of funding sources. Determine appropriate methods to provide redevelopment and construction rehabilitation programs most efficiently and effectively. Prepare and submit reports, memoranda, applications, and other documents. Plan, design, and participate in the preparation of variety of federal grant applications on behalf of the City. Select, train, supervise, and evaluate assigned personnel. Experience and Education Experience: Five years of progressively responsible experience in the administration of Redevelopment Programs. Education: Equivalent to a bachelor's degree from an accredited college or university in public administration, urban studies, planning, or related field. A master's degree in a related field is desirable. License Possession of a valid California Class 3 Driver's License. Page 3 of 3 E Date adopted: CITY OF AZUSA BUSINESS MARKETING/PUBLIC INFORMATION OFFICER (Exhibit B) Under general direction of the Director of Redevelopment, performs a variety of professional, technical, and administrative duties. Coordinates the planning and execution of all activities within a series of economic development projects and provides staff assistance related to economic development. Develops, coordinates, and disseminates public information materials relevant to the City and the Redevelopment Agency. Coordinates business marketing and City-wide public relations activities. SUPERVISION RECEIVED AND EXERCISED Administrative direction is provided by the Director of Redevelopment and the City Administrator/Agency Executive Director. May include direct and indirect supervision of Agency employees. EXAMPLE OF DUTIES Performs a variety of duties related to economic development projects and marketing/promotional activities. Performs public relations activities which may include designing and implementing public information programs. Coordinating the provision of publication services. Communicating and interpreting City and Redevelopment Agency issues to the media. Acting as City liaison for local and regional marketing activities. Disseminating information and technical assistance to the business community, Chamber of Commerce, and other public/private agencies. Prepares City Council/Agency agenda items and attends meetings. May serve on or chair panels and committees. Investigates proposals for new programs and services. Analyzes communication, public relations and marketing needs of City/Redevelopment Agency. Page 1 of 2 CITY OF AZUSA BUSINESS MARKETING/PUBLIC IN ORMATION OFFICER (continued) Plans programs and strategies to meet specific needs. Assists various City departments in developing and implementing public information programs. Prepares relevant reports and recommendations which may include monitoring local, state, and Federal legislation. Performs related duties as assigned. QUALIFICATIONS Knowledge of: Relevant federal and state laws, regulations and procedures concerning economic development. Business marketing and communication techniques; A municipal organization and its relationship with other levels of government and the community. Ability to.• Prepare clear, concise reports orally and in writing; Interact effectively with City officials, employees, and the public; and Perform other representative duties as listed above. Education and Experience Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education A bachelor's degree from an accredited college or university in public administration, communications, journalism or related field. A Master's Degree is desirable. Experience Three (3) years of Progressively responsible experience involving economic development, intergovernmental relations, public affairs, and related responsibilities in a public agency. License Possession of a valid California Class 3 Driver's License. Page 2 of 2 Date adopted: CITY OF AZUSA REDEVELOPMENT PROJECT MANAGER (Exhibit C) Under administrative direction of the Director of Redevelopment, the Redevelopment Project Manager, coordinates and supervise the planning and execution of all activities within a series of redevelopment and economic development projects; provide technical and professional staff assistance related to economic development and redevelopment projects; and to do related work as required. SUPERVISION EXERCISED AND RECEIVED Administrative direction and specific policy guidelines are provided by the Director of Redevelopment. General policy direction for the Redevelopment Project Manager is provided by the City Administrator, who serves as the Agency's Executive Director. Responsibilities may include direct and indirect supervision of agency employees and/or consultants. EXAMPLE OF DUTIES Duties may include, but not be limited to, the following; Work with the City's engineering and planning divisions on defining, costing, and checking redevelopment and economic development projects. Prepare RFQ's and RFP's which solicit outside agents to perform land acquisitions, appraisals, relocation and site specific development projects. Monitor the architectural and engineering work on all - redevelopment projects to ensure that they conform to the Agency's redevelopment and City's general plans. Coordinate and supervise the land acquisition, relocation and demolition activities associated with project developments. Coordinate project area formation. Administer the construction of public improvements associated with new development. Prepare and negotiate Owner Participation and Disposition and Development Agreements (OPA's and DDA's). Administer the City's Community Development Block Grant Program and coordinate other grant activities. Coordinate the Agency's economic development efforts with the local business community, Chamber of Commerce, and related governmental and non-profit agencies. UALIFICATIONS Knowledge of: Relevant federal and state laws, regulations, and procedures concerning community redevelopment project and economic development procedures. Financial procedures and regulations pertaining to real estate, loan management, property improvements, and project formation analysis. Ability to,• Plan, direct coordinate and review the work associated with a variety of redevelopment projects; and Supervise and review the work of subordinate employees and/or consultants involved in redevelopment projects. Determine appropriate methods to provide redevelopment programs most efficiently and effectively. Prepare and submit reports, memoranda, applications, RFQ's, RFPs, and other related documents. Experience and Education Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Experience: Three (3) years of progressivey responsible experience in the management, financial, and economic analysis of redevelopment and real estate transactions, or equivalent education and experience. Education: Equivalent to a bachelor's degree from an accredited college or university in public administration, business administration, urban studies, planning or a related field. Master's degree in a related field is desirable. License: Possession of a valid Calif. Class 3 Driver's License. Page 2 of 2
