RESOLUTION NO. 537
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
REDEVELOPMENT AGENCY OF THE CITY OF AZUSA
CREATING THE CLASSIFICATION OF SENIOR
ACCOUNTANT - REDEVELOPMENT AND AMENDING RESO-
LUTION 474 REGARDING THE EXECUTIVE, MIDDLE
AND NON -CLASSIFIED EMPLOYEES
WHEREAS, in 1985 the Redevelopment Agency made the
decision to retain a fulltime accountant to maintain the books of
the Agency and its numerous bond issues; and
WHEREAS, an individual was hired at entry level with
the intent to train her and retain her by moving her up
commensurate with the demands of the job and her expertise; and
WHEREAS, the Agency has determined that the public
interest, convenience and necessity require the reclassification
of this individual;
NOW, THEREFORE, BE IT RESOLVED by the Board of
Directors of the Redevelopment Agency of the City of Azusa as
follows:
A) The Redevelopment Administrative Analyst,
the incumbent of a non -classified position,
shall be reclassified to the position of
Senior Accountant - Redevelopment, also a
non -classified position.
SECTION 2. Class specifications for the reclassified
position shall be adopted in their entirety in accordance with
Exhibit A attached hereto and incorporated herein by reference.
SECTION 3. The monthly salary for the reclassified
position shall be established as follows:
A) Senior Accountant - Redevelopment
Range 211 $2,832.68 - $3,443.15
Additional benefits for this position shall be granted in
accordance with those presently granted for the City's classified
general, middle management or the executive management group, as
appropriate.
SECTION 4. The incumbent in the reclassified position
as identified above shall retain employment in the respective
reclassified position.
SECTION 5. All prior Resolutions and parts of
Resolutions in conflict with this Resolution are hereby
rescinded.

SENIOR ACCOUNTANT
Definition
To perform advanced professional accounting work, in supervising
the recording and reporting of financial transactions and
budgeting control for assigned funds and City departments; to
review accounts payable, payroll and other fiscal records; and
to prepare advanced financial report statements and analyses.
Distinguishing Characteristics
This is the advanced journey level class in the professional
accounting series distinguished from lower level professional
accounting classes by supervision of the recording and reporting
of financial transactions and budgeting control and by the
performance of more complex and difficult assignments.
Supervision Received and Exercised
Direction is provided by the Accounting Services Supervisor or
other higher level management position.
Responsibilities may include direct and indirect supervision of
subordinate professional and clerical personnel assigned to area
of responsibility.
Examples of Duties
Duties may include, but are not limited to, the following:
Supervise the posting, balancing and reconciliation of the
general ledger and subsidiary accounts.
Control budget for various City departments and projects
determining if funds are available and expenditures properly
classified; research and analyze transactions to resolve
budget problems; provide analysis of available funds at
management request.
Prepare work papers, financial statements and various
reports for audits by Federal, State and other outside
agencies as well as for internal accounting.
Prepare fund balance projections and review with operating
departments.
Monitor and report on the status of State and Federal
grants; review and audit grant contracts and other
documents to ensure grant compliance.

Evaluates the effectiveness of current systems and
procedures and recommends or implements changes as
necessary.
Assist or supervise those who assist personnel of other
departments with budget activity, proper expenditure coding,
document preparation and other accounting related
activities.

Qualifications
Knowledge of:
Principles and practices of professional accounting work,
including an awareness of the implementation requirements of
the various agencies that promulgate generally accepted
accounting principles.
Principles of financial administation, including budgeting
and reporting.
Modern office practices procedures, methods and equipment,
to include on-line real time General Ledger systems and
ancillary subsystems such as accounts payable and accounts
receivable; micro -computer applications such as
spreadsheets; and other data processing systems and
practices.
Qualifications (continued)
Ability to:
Examine and verify financial documents and reports.
Prepare a variety of financial statements, reports and
analyses.
Communicate clearly and concisely, orally and in writing.
Establish and maintain effective working relationships with
those encountered on the job.
Experience and Education:
Any combination equivalent to experience and education that
could likely provide the required knowledge and abilities
would be qualifying. A typical way to obtain the knowledge
and abilities would be:
Experience
Two years of experience in professional governmental
accounting comparable to that of accountant in the City
of Azusa.
Education
Equivalent to a Bachelor's degree from an accredited
college or university with major work in accounting or
business administration.
