PROPERTY HISTORY:
No significant transactions have been recorded in the last five years.
ZONING:
Li
The subject property is currently zoned CBD, Central Business District, the
provisions of which zone are contained in the Addenda section of this report. The
zone allows most retail, commercial and office/professional uses, while it prohibits
automotive and industrial uses without exception. The following excerpt from the
ordinance best describes the intent:
19.27.010 SCOPE. The CBD zone is intended to serve the needs of the downtown
area by allowing maximum ground coverage and expanding floor space and building
height limitations for the purpose of concentrating the maximum variety of facilities
for dispensing of commodities and rendering of services to the entire City.
Residential uses in a mixed occupancy are permitted and encouraged in this zone.
The areas for which this classification is intended are generally already developed
and, in some instances, facing obsolescence and deterioration. The provisions of
this classification are intended to encourage redevelopment of the land to its highest
and best use. (Ord. 1035/2 (part), 1972: prior code/9223).
A In Section 19.27.030, "Uses Prohibited", Item 1- indicates that Automotive repair
uses, such as the improvements on the north one half of the subject are "prohibited
without exception." Because the use preceded the zone, it is allowed to continue. It
is, however, considered to be a legally nonconforming use, implications of which are
discussed further under "Highest and Best Use".
The two retail businesses, Azusa Glass and I & R Realtors and Tax Service, are
legally conforming under the aforementioned ordinance.
PRESENT USE AND OCCUPANCY:
qM sm The subject property is improved with a one story concrete block structure
containing 3,983 sf of building area. There are three tenants on the property:
"Azusa Glass Shop", "I & R Realty & Tax Service" and 'Bob's Bug -In". Each is
detailed individually for clarification purposes.
Azusa Glass Shop: This business occupies approximately 1,845 sf of building area,
625 sf of which is the retail lobby, the balance serving as a work/storage area. The
situs for this portion is 713 1/2 N. San Gabriel Avenue. The business is operated by
Mr. Paul Remington, one of two co-owners of the subject property. Mr. Remington
has been at this location for sixteen (16) years. A "book" rent of $800 per month is
the rental rate.
DONAHUE & COMPANY
82
PRESENT USE AND OCCUPANCY (Cont.):
1 & R Realty & Tax Service: Mr. Angel Raygoza leases 625 sf of retail space for his
business. He pays $400 per month and all expenses except water, insurance and
exterior maintenance and repair. He is in the third year of a five year lease which
commenced February 8, 1986.
Bob's Bug -In: Mr. Robert McClintock is the lessee having executed a five year lease
on December 20, 1987. He pays $400 per month for 1,500± sf of building area,
modified gross. The lessor pays for insurance, water and exterior maintenance and
repair while the lessee is responsible for all other expenses. Mr. McClintock builds
fiberglass dune buggies.
HIGHEST AND BEST USE "As if Vacant":
The 7,000 sf site has excellent visibility from San Gabriel Avenue, as well as a
limited amount from Foothill Boulevard. Access from the public alley which adjoins
the west elevation of the lot is more than adequate. The CBD zoning is liberal
enough to allow for a number of retail and commercial uses. Traffic counts along
San Gabriel Avenue indicate amounts which are conducive to retail development.
Therefore, considering the legal, physical and economic ramifications, the Highest
and Best Use for the subject property, "As if Vacant" is for a retail development
consistent with the environs and physical characteristics of the site.
HIGHEST AND BEST USE "As Improved":
The subject property is improved with a 3,983± sf mixed use concrete block
building. It has fifty (50) ft. of linear frontage along San Gabriel Avenue, one of the
major roadways in Azusa. Public records indicate that the improvements were built
in two pans: the automotive shop in 1947 and the retail/glass shop in 1953.
As improved, the subject serves the needs of its three tenants while providing a
reasonable economic return to the owners with a minimum amount of expenses.
Although the automotive use is prohibited by the underlying zone, its existence is
not currently threatened by any moratorium or pending abatement. The remaining
economic life of the structure is sufficient in length so as not to require
rehabilitation at this time. The building has been well maintained, with a new roof
and paint in recent years.
Considering the aforementioned data, Highest and Best Use for the 3,983 sf mixed
use structure is "As Improved".

Dear. Merchant/Resident/Property Owner:

COMMUNITY REDEVELOPMENT
AGENCY
On May 25, 1986, the Redevelopment Agency of the City of Azusa
authorized preparation and distribution of a Request for Proposal
(RPP) to redevelop a site which encompasses the property you
either own or conduct business upon.(see attached site map). The
Redevelopment Agency intends to acquire all of the properties
comprising the site for conveyance to a"develee;; in accordance
with a written development agreement. The Agency expects to
commence acquisition during the next 6-9 months.
Your property or business, as the case may be, is located within
the Central Business District Redevelopment Project Area which
was originally approved by the City Council in 1978. Initially,
all property owners were provided an opportunity to submit
proposals for the redevelopment or rehabilitation of their
properties. The Agency subsequently entered into a few
agreements with property owners for the redevelopment of their
property. The Agency remains interested in extending
opportunities to existing property owners in the Project Area.
The Agency has adopted certain preferences for owners of lard or
businesses who desire to remain in the Project Area, either at
their current location or at another location in the Project
Area. All other factors being equal, "owner participants,,

receive priority consideration over outside interests for the
redevelopment of project area sites. Consequently, the Agency
has enclosed the Request for Proposal which encompasses your
current site. You are entitled to prepare a proposal
encompassing your property and compete with other proposers on
the site. The Agency will evaluate a wide variety of factors as
more fully described in the Request for Proposals before
selecting a developer for the site. Proposals from Owner
Participants are due by Friday, November 14, 1986, at 12:00 p.m.
As stated in the RFP, a pre -proposal conference will be held on
October 3, 1986 at 9:00 a.m. to discuss the requirements of the
RFP and your rights as an owner participant.
As a preliminary expression of your participatory interest,
enclosed is a one-page statement of interest in participation
along with a copy of the "Rules Governing Participation and Re -
Entry Preferences for Property Owners, Operators of Businesses,
and Tenants". Please return the "Statement of Interest" in the
enclosed self addressed stamped envelope as soon as possible.
The Statement does not commit you to participate, but solely
expresses your initial intentions to the Agency.
If you have any questions, please contact Robb Steel,
Redevelopment Project Analyst at (818)334-5125, X307.
Sincerely,
Lloy ood

Redevelopment Agency
July 15, 1988
THE CITYi11VJ0F
Dear Merchant/Property:
City of Azusa
On July 5, 1988 the Azusa Redevelopment Agency approved a
development agreement with CoastFed Properties for the 5.4 acre
site at the northwest corner of San Gabriel Avenue and Foothill
Boulevard (see map). The proposed project contemplates
approximately 141 multi -family residential units.
Before this project proceeds, however, a number of tasks must be
accomplished. For instance, the Agency must conduct soils tests
to determine that the site will -accommodate. the proposed
development and that no soils contamination exists. The Agency
will need your cooperation to ensure a quick decision on the
project.
Most of you will be principally concerned with the Agency's
process of acquisition and relocation. We would like to start a
formal dialogue with you regarding the property acquisition.
process and your relocation rights and benefits. Initially, the
Agency has scheduled a group meeting to discuss the project and
its implications for the affected owners and tenants. The
meeting will be held on August 4, 1988 at the Azusa Womens Club,
located at 1003 N. Azusa Avenue at 9:00 a.m.-:
After the group meeting, the Agency staff and Consultants will
meet with you individually as needed to address your specific
concerns.
ncerely,
J lio J. Fuentes

As you may know, the property on which you operate your business, and which is
referenced above, is located within a redevelopment project area within which
the Azusa Redevelopment Agency is contemplating redevelopment. The Agency has
made an offer to acquire the property on which your business is located.
As part of the independent valuation appraisal of the property, a list of items
which are classified under California law as "Improvements Pertaining to the
Realty" and are eligible for acquisition was developed and is attached to this
letter. No determination of ownership of these items has been made at this
time; this is a matter to be resolved by you and the owner of the real
property. A representative of John Cutler & Associates, our Acquisition Agent,
will contact you to explain your various options.relative to these items.
As owner of a business conducted on the property being acquired by the

(2) The loss cannot reasonably be prevented by relocation
of the business or by taking steps and adopting procedures
that a reasonably prudent person would take and adopt in
preserving the goodwill.
(3) Compensation for the loss will not be included in
payments under Section 7262 of the Government Code.
(4) Compensation for the loss will not be duplicated in the
compensation otherwise awarded to the owner.
