HIGHEST AND BEST USE "As Improved":
In its existing use, the subject property is considered a legally non -conforming use.
The present CBD zone prohibits automotive service stations, and although the
subject's improvements preceded the zone ordinance, the economic life of the
nonconforming use has been shortened. Although no moratorium or abatement has
been placed on the property by the City of Azusa, the use is not consistent with the
? desired pattern of development as outlined in the zone ordinance. Modernization
necessary to elongate the economic life of the improvements has not been done and
no intention of such a renovation was revealed to the appraiser.
The improvements do, however, create an annual income to the landowner which in
the interim does represent a temporary form of the site's highest and best use. The
projected economic life of the improvements is at best estimated at two years, at
which time a more financiallv feasible alternative would be recommended.

A soils report was not provided to the appraiser for the
Purpose of this appraisal. The subject property, having
been utilized as a service station for the past 23± years,
is to be considered suspect in the matter of hydrocarbon
toxic wastes. No responsibility is assumed by the
appraiser for the existence of such, nor for the
estimation of costs of removal and/or dis osal thereof.
It should be note, owever, that these costs are an

have determined the costs which burden the property.
The subject property is improved with a full service automotive service station
known as `Khalaf Exxon`. There are three service bays and two pumping islands;
one full service and one self serve. Public records indicate that the improvements
were built in 1966 and that the building area is 1,608 square feet. Measurements
taken onsite affirm this figure. The ranch style station has a stone fascia on a metal
butler building. In addition to the three service bays the main structure also
contains two rest rooms, a lobby, an office and a battery/supplies storage area.
Please refer to the Plot Plan for specific dimensions and lavout.
The station dispenses three ivpes of gasoline from sir pumps and a total of eight
nozzles. These dispensers appear to be new. Each of the two canopies measures 26
ft. x 35 ft. with an 11 ft. 6 in. clearance. The cement pads underneath the two
canopies measure 27 ft. x 23 ft.

AGENCY
Certified Mail, Return Receipt Requested
September 24, 1986
Dear 1•lerchant/Resident/Property Owner:
On May 25, 1986, the Redevelopment Agency of the City of Azusa
authorized preparation and distribution of a Request for Proposal
(RFP) to redevelop a site which encompasses the property you
either own or conduct business upon (see attached site map). The
Redevelopment Agency intends to acquire all of the properties
comprising the site for conveyance to a developer in accordance
with a written development agreement. The Agency expects to
commence acquisition during the next 6-9 months.
Your property or business, as the case may be, is located within
the Central Business District Redevelopment Project Area which
was originally approved by the Citv Council in 1978. Initially,
all property owners were provided an opportunity to submit
proposals for the redevelopment or rehabilitation of their
properties. . The Agency subsequently entered into a few
agreements with property owners for the redevelopment of their
property. The Agency remains interested in extending
opportunities to existing property owners in the Project Area.
The Agency has adopted certain preferences for owners of land or
businesses who desire to remain in the Project Area, either at
their current location or at another location in the Project
Area. All other factors being equal, "owner participants"

receive priority. consideration over outside interests for the
redevelopment of project area sites. Consequently, the Agency
has enclosed the Request for Proposal which encompasses your
current site. You are entitled to prepare a proposal
encompassing your property and compete with other proposers on
the site. The Agency will evaluate -a wide variety of factors as
more fully described in the Request for Proposals before
selecting a developer for the site. Proposals from Owner
Participants are due by Friday, November 14, 1986, at 12:00 p.m.
As stated in the RFP, a pre -proposal conference will be held on
October 3, 1986 at 9:00 a.m. to discuss the requirements of the
RFP and your rights as an owner participant.
As a preliminary expression of your participatory interest,
enclosed is a one-page statement of interest in participation
along with a copy of the "Rules Governing Participation and Re -
Entry Preferences for Property Owners, Operators of Businesses,
and Tenants'F. Please return the "Statement of Interest" in the
enclosed self addressed stamped envelope as soon as possible.
The Statement does not commit you to participate, but solely
expresses your initial intentions to the Agency.
If you have any questions, please contact Robb Steel,
Redevelopment Project Analyst at (818)334-5125, X307.
Sincerely,
Lloyd ood

Subject: Consideration of Owner Participant Proposals for
CBD -1 Site
Dear Ms. Camarena:
On February 10, 1987 the Azusa Redevelopment Agency selected a
proposal by CoastFed Properties over two other proposals frcm
outside developers. The initial proposal entails 231 apartment
units although staff was directed to incorporate commercial
development if possible.
On March 2, 1987 the Azusa Redevelopment Agency will consider
proposals and/or statements of interest from eligible owner
participants. Owner participant proposals will be considered
along with the selected developer's proposal. The Azusa
Redevelopment Agency will then select one proposal for the site.
Since you submitted a proposal or statement of interest, you are
invited to appear and present your proposal before the AgencyDirectors. The meeting commences at 6:30 p.m. in the Council

Redevelopment Agency 9 -THE C1TYK1Tvh0F AZU
July 15, 1988
Dear Merchant/Property:
City of Azusa
On July 5, 1988 the Azusa Redevelopment Agency approved a
development agreement with CoastFed Properties for the 5.4 acre
site at the northwest corner of San Gabriel Avenue and Foothill
Boulevard (see map). The proposed project contemplates
approximately 141 multi -family residential units.
Before this project proceeds, however, a number of tasks must be
accomplished. For instance, the Agency must conduct soils tests
to determine that the site will accommodate. the proposed
development and that no soils contamination exists. The Agency
will need your cooperation to ensure a quick decision on the
project.
Most of you will be principally concerned with the Agency's
process of acquisition and relocation. We would like to start a
formal dialogue with you regarding the property acquisition,
process and your relocation rights and benefits. Initially, the
Agency has scheduled a group meeting to discuss the project and
its implications for the affected owners and tenants. The
meeting will be held on August 4, 1988 at the Azusa Womens Club,
located at 1003 N. Azusa Avenue at 9:00 a.m.
After the group meeting, the Agency staff and Consultants will
meet with you individually as needed to address your specific
concerns.
ncerely,

Subject: Proposed Meeting With Agency, Exxon, Property Owners
Dear Mr. and Mrs. Shaw:
The Agency contacted Bob Smith with Exxon to schedule a joint
meeting to resolve certain issues related to the property
acquisition. -However, Bob Smith prefers to defer a meeting until
the relevant corporate officials at Exxon can review the
leasehold situation.
As you realize, Exxon is a key player in resolving the
complicated situation and their involvement is essential.
Exxon's response time appears to be rather deliberate so it is
unknown when a meeting can be scheduled. In addition, the other
affected property owner has not contacted us making a
comprehensive settlement impossible.
Because time is of the essence for the Agency and because the
hearing was already continued for two weeks, it is necessary to
maintain the July 3rd hearing date. The Agency apologizes for
the scheduling, but regardless of the outcome on July 3rd, we
will continue to negotiate in good faith with all of the parties
involved.
Please call me if any questions arise.
Sincerely,
Robb R. Steel
