ZONING: 59 The subject property is currently zoned CBD, Central Business District, the provisions of which zone are contained in the Addenda section of this report. The zone allows most retail, commercial and office/professional uses, while it prohibits j automotive and industrial uses without exception. The following excerpt from the ordinance best describes the intent: 19.27.010 SCOPE. The CBD zone is intended to serve the needs of the downtown area by allowing maximum ground coverage and expanding floor space and building height limitations for the purpose of concentrating the maximum variety of facilities for dispensing of commodities and rendering of services to the entire City. Residential uses in a mixed occupancy are permitted and encouraged in this zone. The areas for which this classification is intended are generally already developed and, in some instances, facing obsolescence and deterioration. The provisions of this classification are intended to encourage redevelopment of the land to its highest and best use. (Ord. 1035/2 (part), 1972: prior code/9223). At present, the subject property conforms with the aforementioned zone. PRESENT USE AND OCCUPANCY The subject property is improved with an older single family dwelling which is being rented out to Mr. and Mrs. Salamarco. The rate is $425 per month with no lease involved. A total of two adults and three children occupy the structure '. according to the owner, Mrs. Phyllis Hernandez. HIGHEST AND BEST USE "As if Vacant": The 4,200 sf parcel has excellent visibility via the San Gabriel Avenue frontage. Access is good, with a 20 ft. wide public alley in the rear. Despite these benefits, however, the 30 ft. x 140 ft. parcel is considered somewhat small for independent commercial development consistent with the CBD zoning. Therefore, the Highest and Best Use "As if Vacant", is assemblage with the 7,000 sf parcel to its immediate south, forming a more usable 11,200 sf site. HIGHEST AND BEST USE "As Improved": The subject is presently improved with a 672 sf single family residence constructed in 1924. Although properties such as this are somewhat scarce as rentals, the structure in this case is near the end of its economic life. Also, commercial land values have long since overtaken the value of the improvements. However, the improvements do contribute a source of income in the interim, until such time when development will occur. Highest and Best Use is thus "As Improved", for a period not to exceed twelve (12) months, at which time the improvements would be razed and the parcel assembled with adjoining ownership(s). 1 • *NAHUE & COMPANY, INC. r- U 0 i 70 PHYSICAL DESCRIPTION: Land Shape: Rectangular Topography: Level land at the normal elevation above street grade. Size: 30 ft. x 140 ft. Area Content: 4,200 sf; 0.10± acs. Access: Access is via a 20 ft. wide public alley which borders the east elevation. Pedestrian access is also available from San Gabriel Avenue. Utilities: All utilities are available and connected to the site. Easements: A title report was provided for the purposes of this appraisal; a copy of which is included in the Addenda section of this report. A utility easement therein has no effect on value: Soils, Drainage & Toxic Waste: No soils report was provided; no abnormal conditions were apparent on the site. Normal drainage is to the east elevation. Per the ownership, no hazardous materials have been transported to or from nor stored at the site. Improvements The subject improvements consist of a 672 sf single family residence built in 1924. It contains a family room, kitchen, two bedrooms and one bath. The frame and stucco residence is utilized by the owner as a rental unit. At the time of inspection, our staff was not allowed in the interior of this property. The Redevelopment Agency intends to acquire all of the properties comprising the site for conveyance to a -developer in accordance with a written development agreement. The Agency expects to commence acquisition during the next 6-9 months. Your property or business, as the case may be, is located within the Central Business District Redevelopment Project Area which was originally approved by the City Council in 1978. Initially, all property owners were provided an opportunity to submit proposals for the redevelopment or rehabilitation of their Properties. The Agency subsequently entered into a few agreements with property owners for the redevelopment of their property. The Agency remains interested in extending opportunities to existing property owners in the Project Area. The Agency has adopted certain preferences for owners of land or businesses who desire to remain in the Project Area, either at their current location cr at another location in the Project Area. All other factors being equal, "owner participants" 213 East Foothill Boulevard, Azusa, California 417n: o M • •`f • 6-) September 24, 1986 Page 2 receive priority consideration over outside interests for the redevelopment of project area sites. Consequently, the Agency has enclosed the Request for Proposal which encompasses your current site. You are entitled to prepare a proposal encompassing your property and compete with other proposers on the site. The Agency will evaluate a wide variety of factors as more fully described in the Request for Proposals before selecting a developer for the site. Proposals from Owner Participants are due by Friday, November 14, 1986, at 12:00 p.m. As stated in the RFP, a pre -proposal conference will be held on October 3, 1986 at 9:00 a.m. to discuss the requirements of the RFP and your rights as an owner participant. As a preliminary expression of your participatory interest, Enclosed is a one-page statement of interest in participation along with a copy of the "Rules Governing Participation and Re - Entry Preferences for Property Owners, Operators of Businesses, and Tenants". Please return the "Statement of Interest" in the enclosed self addressed stamped envelope as soon as possible. The Statement does not commit you to participate, but solely expresses your initial intentions to the Agency. The proposed project contemplates approximately 141 multi -family residential units. Before this project proceeds, however, a number of tasks must be accomplished. For instance, the Agency must conduct soils tests to determine that the site will .accommodate, .the proposed development and that no soils contamination exists. We would like to start a formal dialogue with you regarding the property acquisition, process and your relocation rights and benefits.
