HomeMy WebLinkAboutResolution No. 92-R620 6 RESOLUTION 92-R62 A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA ESTABLISHING AN ECONOMIC DEVELOPMENT ADVISORY COMMITTEE. THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The Board of Directors of the Redevelopment Agency of the City of Azusa hereby finds, determines, and declares that: A. An Economic Development Advisory Committee is created, with membership consisting of various elements of the business community as determined necessary from time to time by the Agency Board. B. The Committee shall initially consist of approximately ten members, including two representatives appointed from the Agency Board of Directors and two representatives from the Azusa Chamber of Commerce. There shall be no residency requirement for participation on the Committee. C. The Committee shall conduct meetings at such times and in such places as are designated by the Redevelopment Director. The Committee shall adopt rules for transaction of business and shall keep a record of the recommendations, findings and determinations which shall be a public record. Minutes of the meetings shall be maintained in the office of the Agency Secretary. D. The mission of the Economic Development Advisory Committee includes, but is not limited to the following: 1. Identifying the needs, wants, concerns and expectations of existing Azusa businesses so that services may be improved and the businesses will remain in or expand in the City. 2. Identifying areas of need or competitive advantage for the attraction of new businesses to the community and the creation of jobs, income, and municipal revenues. E. The work program shall include but not be limited to the following tasks: 1. Completing an economic base analysis to determine the character of the existing business community and to identify any competitive advantages for specific business enterprises. 2. Conduct a survey of Azusa's business and development fees relative to competing cities. 3. Complete a retail market assessment to determine the need for any additional retail development and the appropriate location for such activity. 4. After completion of the basic data inventory, develop marketing materials to attract new businesses to available space. 5. Conduct surveys of existing Azusa businesses and determine the business retention opportunities and thereafter develop programs to help businesses expand. 6. Recognize the major economic producers in the community and develop some form of recognition for the contributions they make to the City of Azusa. 7. Provide input into the development of key redevelopment parcels in the City of Azusa and the adoption of overall programs and policies. 8. Provide advice regarding proposed ordinances, resolutions, initiatives, referendums, and the like regarding their impact on the business climate. 9. Develop a Strategic Plan to incorporate the recommendations of the Committee. SECTION 2. The Board of Directors shall periodically appoint members to the Economic Development Advisory Committee. SECTION 3. The Board of Directors of the Redevelopment Agency of the City of Azusa hereby approves the establishment of the Economic Development Advisory Committee and charges it with the duties outlined above. SECTION 4. The Secretary shall certify the adoption of this resolution. SECTION 5. The Agency Secretary shall certify the adoption of this Resolution. PASSED, APPROVED AND ADOPTED THIS 19th DAY OF October 1992.
