THE COMMUNITY REDEVELOPMENT AGENCY OF THE
CITY OF AZUSA APPROVING AN OWNER
PARTICIPATION AGREEMENT FOR THE
REHABILITATION OF THE COLLEGE SQUARE
SHOPPING CENTER
THE COMMUNITY REDEVELOPMENT AGENCY OF THE CITY OF
AZUSA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The Community Redevelopment Agency of the City of Azusa
does hereby find, determine and declare as follows:
A. The subject of this Agreement is a 1.06 acre shopping center directly
adjacent to a similar shopping center located in the Ranch Center Development Project:
B. The College Square Center building are badly worn and clash
aesthetically with the buildings of the Ranch Center Project:
C. It would greatly enhance the value and aesthetic impact of the Ranch
Center Project if the buildings on the Site were rehabilitated pursuant to a design similar
and complementary to the design of the Ranch Center Project. Such a renovation would
greatly enhance the value and aesthetic impact of the Ranch Center Project thus
promoting the goals and objectives of the Ranch Center Redevelopment area;
D. In order to accomplish the renovation of building frontages on the
Site, the Agency will acquires, pursuant to its powers under Health and Safety Code
section 33445, facade easements in the buildings located on the Site;
E. The proceeds received by the owner of the College Square Center
from the sale of these easements shall be used for rehabilitation of the facades for said
buildings in a manner which is consistent with the facades of the Ranch Center Project
and which is carefully spelled out in the accompanying Agreement:
F. The acquisition of the facade easements is for redevelopment
purposes for the benefit of an existing redevelopment area and furthers the health, safety
and general welfare of the residents of Azusa;
G. This Agreement pertains to and effects the ability of the Agency to
finance its activities and carry out its statutory obligations and the goals of the Ranch
Center Redevelopment area. It is intended to be a contract within the meaning of
Government Code section 53511; and
H. In taking this action, the Agency has considered the environmental
impact of its decision, and after careful study, has determined that this project is
categorically exempt of the provisions of the California Environmental Quality Act, the
California Environmental Quality Act guidelines (Title 14 C.C. R. sections 15301 and
15303) and the City of Azusa's environmental procedures. The Agency therefore, finds
that this project will have not significant effect on the environment and its thus
categorically exempt.
SECTION 2. Based on all of the foregoing the Community Redevelopment
Agency of the City of Azusa hereby approves that certain Owner Participation
Agreement for the acquisition off facade easements and the application of the purchase
price of said easements to renovation of said facades substantially the same form as the
Agreement attached hereto in Exhibit A and incorporated herein by this reference. The
Agency further authorizes the Chairperson of the Agency to execute said Agreement in
Substantially the same form as depicted on Exhibit A.

SECTION 3. A copy of the Owner Participation Agreement executed by the
chairperson and the owner of the property shall be kept on file at City Hall. Staff is
directed to do all that is necessary to effectuate the intent of the Agreement and
consummate the acquisition of the facade easements.
SECTION 4. The Secretary shall certify to the adoption of this Resolution.
