A RESOLUTION OF THE REDEVELOPMENT AGENCY
OF THE CITY OF AZUSA APPROVING AN OWNER
PARTICIPATION AGREEMENT WITH QUAN & PAUL
PHU FOR THE REHABILITATION OF 778 NORTH
GEORGIA AVENUE
THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The Community Redevelopment Agency of the City of Azusa does
hereby find, determine and declare as follows:
A. The subject of this Agreement is the rehabilitation of a 20,000 sf
parcel in the West End Redevelopment Project Area at 778 North Azusa Avenue. The
subject parcel is also within the West End Specific Plan Area.
B. The subject facility is blighted and suffers from neglect and
underutiliza Lion.
C. The Agency desires to provide assistance to Quan & Paul Phu, a
poultry processing business in order to create a new business, and upgrade the aesthetic
image of this portion of the West End Specific Plan Area.
D. The provision of assistance is for redevelopment purposes for the
benefit of an existing redevelopment project area and furthers the health, safety and
welfare of the residents of Azusa.
E. This Agreement pertains to and effects the ability of the Agency to
finance its activities and carry out its statutory obligations and the goals of the West End
Redevelopment Plan. It is intended to be a contract within the meaning of Government
Code Section 53511.
F. In taking this decision, the Agency has considered the environmental
impact of its decision, and after careful study, has determined that this project does not
contribute any additional environmental impacts beyond those contemplated in the
Environmental Impact Report certified for the West End Project Area and for the West
End Specific Plan. The subject EIR's identify various mitigation measures which all
projects must adopt and this project shall be subject to these standard measures. The
Agency therefore finds that this project will not have a significant impact upon the
environment. If, however, during the development of more specific development plans
and the submission for Precise Plan of Design as required by the Agreement, additional
impacts are discovered, the City shall have the right to impose additional measures as
part of their separate environmental review.
SECTION 2. Based on the foregoing, the Community Redevelopment Agency of
the City of Azusa hereby approves that certain Owner Participation Agreement with
Oritex Corporation in substantially the same form as attached hereto as Exhibit A and
incorporated herein by reference. The Agency further authorizes the Chairman to
execute said Agreement in substantially the same form as depicted on Exhibit A.

SECTION 3. The Secretary shall certify to the adoption of this Resolution.

November 1993.
I HEREBY CERTIFY that the foregoing resolution was duly adopted by the
Community Redevelopment Agency of the City of Azusa at a regular meeting thereof
held on the 15th day of November 1993 by the following
