A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF AZUSA, STATE OF CALIFORNIA,
AMENDING SECTIONS 3 AND 5 OF RESOLUTION 92-C40 REGARDING
RULES OF ORDER FOR THE CONDUCT OF CITY COUNCIL
AND AGENCY BOARD MEETINGS
WHEREAS: The City Council has previously adopted rules to
govern City Council and Redevelopment Agency Board meetings; and
WHEREAS: The City Council desires to amend Section 3 of
Resolution 92-C40 to require public participation at City Council
meetings and Agency Board Meetings be limited to one hour and be held
immediately after the ceremonial portion of the City Council and Agency
Board Meetings; and
WHEREAS: The City Council desires to amend Section 3 of
Resolution 92-C40 to require speaking time for public participants at
City Council meetings and Agency Board Meetings be increased to five
minutes and to require each participant to address any item on the
agenda only once, and only in the public participation portion of the
agenda, except for Public Hearings, or where a scheduled item directly
pertains to a specific individual or group; and
WHEREAS: The City Council has previously adopted Resolution
92-C40 which adopted a revised set of Rules of Order and the City
Council wishes to amend Section 3 of Resolution 92-C40 to adopt the
revised rules expressed and set forth herein above.
THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS
FOLLOWS:
SECTION 1. Sections 3.A.2, 3.B.4, 3.D.5, and 3.D.6 of Resolution 92-
C40 are hereby repealed.
SECTION 2. Section 3.B of Resolution 92-C40 is hereby amended to read
as follows:
B. AGENDA ITEMS
1. Persons who wish to speak on any item on or off the
agenda except as provided in Section 5 shall fill out a
card requesting to speak on the item.
2. The card shall be submitted to the City Clerk by 7:30
p.m. on the night of the meeting. The City Clerk shall
present all such requests to the Mayor prior to the time
the item is called for public participation.
3. After the Mayor calls for public participation, the
Mayor shall call on persons who have submitted a card to
speak on the item.
4. The Mayor, with the consent of the Council, may
establish a maximum period of time for public comment on
an agenda item.
5. There shall be no further public input once the Council
starts deliberation on the agenda item unless the
Council requests additional information from either
Staff or the public.
SECTION 3. Section 3.E is hereby added to read as follows:
E. PUBLIC ORAL PARTICIPATION
1. Members of the audience shall have an opportunity to
speak to both agenda and non -agenda items.

2. Public participation shall be immediately after the
ceremonial portion of the City Council and Agency Board
meetings and before adoption of the consent agenda.
3. Public participation for both agenda and non -agenda
items shall be limited to one (1) hour.
4. Person/Group addressing the City Council during the
Public Participation portion of the meeting shall be
limited to a maximum time of five (5) minutes. The
person shall be allowed to speak without interruption
during the five (5) minute period, subject to compliance
with applicable meeting rules. Questions to the speaker
or responses to the speaker's questions or comments
shall be handled after the speaker has completed his or
her comments. No speaker may assign his or her minutes
to any other person.
5. Each person is limited to address any item on the agenda
once only, and only in the public participation portion
of the agenda, except for Public Hearings, or where a
scheduled item directly pertains to a specific
individual or group.
SECTION 4. Section 5.B.2 of Resolution 92-C40 is hereby amended to
read as follows:
2. The Mayor will first ask the Council members and staff
if there is request to remove an item from the Consent Calendar in
order to speak for or against the Recommended Council Action. The
Mayor with consent of Council or the Council on its own motion shall
have authority to decide which items shall be removed from the Consent
Calendar. Notwithstanding any other provision of this Resolution, no
person may speak on a Consent Calendar item unless it is removed from
the Consent Calendar.
SECTION 5. PASSED, ADOPTED AND APPROVED this 2nd day of August
1993.

I HEREBY CERTIFY that the foregoing resolution was duly
adopted by the City Council of the City of Azusa at a regular meeting
thereof, held on the 2nd day of August 1993. by the
following vote of the Council:
