RESOLUTION NO. 93-R36
A RESOLUTION OF THE BOARD OF DIRECTORS OF
THE REDEVELOPMENT AGENCY OF THE CITY OF
AZUSA APPROVING THE PROPOSED NEGATIVE
DECLARATION OF ENVIRONMENTAL IMPACT FOR
THE PROJECT AT 600 NORTH CERRITOS
THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE
CITY OF AZUSA DOES RESOLVE AS FOLLOWS:
SECTION 1. The Board of Directors of the Redevelopment Agency of the City of
Azusa does hereby find, determine and declare as follows:
A. The Agency prepared an Initial Study of Environmental Impacts and
identified the potential impacts and mitigation measures for the redevelopment of the
subject site for owner occupied housing.
B. Based on this Initial Study, the Agency determined that the project as
proposed would not have a significant impact upon the environment because of the
implementation of the mitigation measures included in the Negative Declaration.
C. A Notice of this finding was transmitted to the County of Los Angeles for
posting as required by law on June 18, 1993.
SECTION 2. The Agency hereby finds and determines that the proposed project
will not have a significant impact upon the environment.
SECTION 3. The Agency hereby approves the Negative Declaration of
Environmental Impact and directs the Secretary to file the Notice of Determination in the
manner required by law.
SECTION 4. The Secretary shall certify the adoption of this Resolution.
PASSED, APPROVED AND ADOPTED THIS 19th DAY OF July 1993.
I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the Board

NOTICE: Pursuant to the provisions of the California Environmental Quality Act (CEQA-
Public Resources Code, Section 21100 et. seq.), the City of Azusa has determined that the
project referenced hereinafter will not have a significant effect on the environment.
PROJECT TITLE: Redevelopment of Balboa Apartments Site
PROJECT LOCATION:
600 North Cerritos Avenue
Azusa, California 91702
PROJECT DESCRIPTION Demolition of existing apartment complex and replacement
with owner -occupied housing.
PROJECT PROPONENT: Azusa Redevelopment Agency
A copy of the Initial Study, documenting reasons to support the findings that said project will
not have a significant effect and containing any mitigating measures proposed to be included
in the project to avoid potentially significant effects, is attached hereto for public review.
An Environmental Impact Report is not required for this project.
APPEALS. Any person or agency aggrieved by this decision may appeal to the Azusa City
Council in compliance with all provisions for filing of such appeals. Any such appeal must
be filed within twenty (20) days after the issuance of this decision, or it shall be dismissed by
the City Council.

III. DISCUSSION OF ENVIRONMENTAL EVALUATION
l.b. Site preparation work after demolition of existing structures prior to new construction may
require grading and soil compaction. All work will be completed under an approved grading plan.
2.a. Some fugitive dust will be raised during the construction of new residences on this property.
3.b. Some minor changes in on-site drainage patterns may occur as part of the redevelopment of this
site. An approved drainage plan will be used to review and control any such changes.
6.a. Some constriction noise may be audible from surrounding residential properties.
8.a. 'lhe project involves the demolition of a 106-umit apartment complex and the construction of
owner -occupied housing in its place. The proposed construction will either be detached single-
family hones (15-20 hones) or townhorres (up to 40 units).
ll. The project will lower the housing density of the site from 42 units/acre to a range of 6 to
16 units per acre.

13. With the decrease in dwelling units on the site from 106 to a range of L5-40 hoes, the traffic
and parking derand generated by this project should significantly decrease.
IV. MITIGATION MEASURES

On the basis of this initial evaluation:
1 find the proposed project COULD NOT HAVE a significant effect on the environment, and a
NEGATIVE DECLARATION has been prepared and is attached.
I find that although the proposed project could have a significant effect on the environment, there will not
be a significant effect in this case because the mitigation measures described on an attached sheet have been
added to the project. A NEGATIVE DECLARATION WILL BE PREPARED.
1 find the proposed project MAY have a significant effect on the environment and an ENVIRONMENTAL
IMPACT REPORT is required.
