RESOLUTION NO. 94-R26
A RESOLUTION OF THE BOARD OF DIRECTORS OF THE
REDEVELOPMENT AGENCY OF THE CITY OF AZUSA
CREATING THE CLASSIFICATION OF ECONOMIC
DEVELOPMENT SPECIALIST AND AMENDING THE
REDEVELOPMENT AGENCY'S COMPENSATION AND
BENEFITS MEMORANDUM COVERING THE AGENCY
WHEREAS, the Azusa Board of Directors of the Redevelopment Agency has
approved the Economic Development Strategic Plan in which the Economic
Development Advisory Committee recommended developing an "ombudsman" staff
position of Economic Development Specialist,
NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD OF DIRECTORS OF
THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA DOES HEREBY:
1. Adopt the classification specifications for Economic Development
Specialist attached hereto as "Exhibit A," and
2. Establish a salary therefor at Range 4206, $3,329.53 - $4,019.58, and
3. Place the classification in the Non -Represented, Non -Classified category,
and
4. Amend Resolution 94-R1 (A Resolution of the Redevelopment Agency
for the City of Azusa approving The Compensation and Benefits
Memorandum Covering the Agency Employees Effective July 1, 1993)
to include the above provisions.
ADOPTED AND APPROVED THIS 16TH DAY OF MAY, 1994.

HEREBY CERTIFY that the foregoing resolution was duly adopted by the Board
of Directors of the Redevelopment Agency of the City of Azusa at a regular meeting
thereof on the 16th day of May, 1994, by the following vote of the Council:

DEFINITION
Date adopted:
Under the general direction of the Redevelopment Director, the Economic Development Specialist coordinates,
develops, implements, and supervises a series of economic development activities. Participates in the
establishment of the economic development goals and priorities outlined in the Economic Development
Strategic Plan; performs related duties as required.
ESSENTIAL FUNCTIONS
These functions may not be present in all positions in this class. When a position is to be filled, the essential
functions will be noted in the announcement of position availability. Letters in parenthesis at the end of each
function statement represent the abilities required to perform that function.
1. Serves as the City's "Ombudsman" to the business community. (a b c d e f g h i j k I m)
2. Interacts effectively with individuals from a variety of economic and cultural backgrounds in a positive
productive manner and to be able to act as a facilitator between the business community and City

3. Facilitates local businesses' use of City resources, aiding business retention, coordinating community
based business seminars and symposiums, and serving as a liaison to businesses in navigating the

4. Interfaces with the business community to identify and remove economic development barriers. (a b

5. Participates with business and governmental representatives as part of a Rapid Response Team to meet
and provide assistance to "at risk" businesses. (a b c d e f g h i j k I m)
6. Analyzes job training needs of present and prospective employers and coordinates this effort with the

7. Maintains current information about tools for financing business and industrial investment; (a b d e f

8. Maintains liaison with the Small Business Association (SBA), local banks and other organizations

9. Prepares formal written and oral reports for presentation to division heads, City Administrator, City
Council, Chamber of Commerce and other community organizations. (a b h k I m)
REQUISITE ABILITIES:
a. Communicate effectively orally and in writing, make public presentations

d. Analyze data, design and implement work flow systems, troubleshoot and problem solve in areas
related to issues and concerns of the business community,
e. Participate as an active member of a business development team with an understanding of the
principles of economic development,
Work with other governmental agencies.
g. Represent the City in a variety of meetings and make presentations
h. Analyze complex requirements and communicate these to businesses.
Establish and maintain effective working relationships with co-workers, other city departments,
businesses and business organizations.
Deal constructively with conflict and develop effective resolutions.
k. Market and promote city programs.
Plan, organize and implement new program concepts, understand and utilize computerized and
automated systems.
M. Conduct research and draw logical conclusions.
MARGINAL FUNCTIONS
These are functions which may be changed, deleted or reassigned to accommodate an individual with a
disability.
QUALIFICATIONS GUIDELINES:
Education and Experience: Any combination equivalent to experience and education that could likely
provide the required knowledge and abilities would be qualifying. A typical way to obtain the
knowledge and abilities would be: Three years of progressively responsible experience in management,
financial, and economic analysis redevelopment and real estate transctions, or equivalent education
and experience. Equivalent to a bachelor's degree from an accredited college or university in public
administration, business administration, urban studies, planning or a related field. Master's degree in
a related field is desirable.
Knowledge and Skill Levels: Principles and practices of local economic development; principles and
practices of economic development financing; business practices and finance methods and procedures;
local land use planning and pertinent federal and state laws and regulations regarding development and
redevelopment; principles and practices of job training and available programs; principles and practices
of business administration and management; principles and practices of effective program marketing;
and principles and practices of real estate leasing, sales and site selection criteria.
SPECIAL REQUIREMENTS: Possession of a valid California Class C Driver's License.
