A RESOLUTION OF THE REDEVELOPMENT AGENCY
OF THE CITY OF AZUSA APPROVING THE EXECUTION
OF A LEASE AGREEMENT WITH PAM HENRY, DBA
LIBERTY CANDLE COMPANY
THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. The Redevelopment Agency of the City of Azusa does hereby find,
determine and declare that:
A. The Redevelopment Agency of the City of Azusa ("Agency") is engaged in
activities necessary to execute and implement the Redevelopment Plan for the Merged Project
("Project"); and
B. The Redevelopment Agency acquired the property at 630 and 632 North Azusa
Avenue (the "Property") for the ultimate redevelopment of the entire Downtown Block 36.
Until such time as there is an interested developer, the Redevelopment Agency can best use the
site as rental property on a month-to-month basis, consistent with the Redevelopment Plan.
C. In order to implement the Redevelopment Plan, the Agency proposes to enter into
a Lease Agreement with Pam Henry, DBA Liberty Candle Company (the "Participant") in the
Project Area; and
D. The Agency has negotiated the terms of the Lease Agreement with the Participant;
and
E. The proposed Lease Agreement contains all the provisions, terms, conditions, and
obligation required by state and local law; and
F. The Participant has agreed to lease the Property as described in the Lease
Agreement and in accordance with the purposes and objectives of the Redevelopment Plan; and
G. Pursuant to provisions of the California Community Redevelopment Law, the
Agency held a duly noticed public hearing on the proposed lease of the Property and on the
proposed Lease Agreement; and
H. The proposed Lease Agreement is in the best interests of the City of Azusa and
its residents and in accord with the public purposes and provisions of applicable State and local
laws.
SECTION 2. The Agency hereby finds and determines that the Lease Agreement will
not have a significant impact upon the environment or result in a substantial or potentially
substantial adverse change in the environment.
SECTION 3. The Agency hereby finds and determines that the lease of the Property will
assist in the elimination of blight.
SECTION 4. The Lease Agreement which establishes the terms and conditions for the
lease of the Property from the Agency to the Participant, is hereby approved in substantially the
form presented to the Agency, together with such minor changes as may be approved by the
Executive Director and the Agency Counsel.
SECTION 5. The Executive Director is hereby authorized to execute said Lease
Agreement on behalf of the Agency and to take all action necessary to carry out said Agreement.

SECTION 6. The Agency Secretary shall certify to the passage and adoption of this
Resolution and the same shall thereupon take effect and be in force.

Redevelopment Agency of the City of Azusa, at a regular meeting thereof, held on the 20th day
of June, 1995 by the following vote of the Agency Board of Directors:
