HomeMy WebLinkAboutResolution No. 02-R18• RESOLUTION NO. 02—R18 • A RESOLUTION OF THE BOARD OF DIRECTORS OF THE CITY OF AZUSA REDEVELOPMENT AGENCY MAKING A FINDING THAT THE PLANNING AND ADMINISTRATIVE EXPENSES TO BE FUNDED FROM THE LOW AND MODERATE INCOME HOUSING FUND ARE NECESSARY FOR THE PRODUCTION, IMPROVEMENT OR PRESERVATION OF THE COMMUNITY'S SUPPLY OF LOW AND MODERATE INCOME HOUSING WHEREAS, the Redevelopment Agency of the City of Azusa is authorized by Section 33334.3 of the Health and Satety Code to use a portion of its low and moderate income housing funds to pay for planning and general administrative costs which are directly related to the provision of housing assistance in accord with Section 33334.2 of the Health and Safety Code; and WHEREAS, the Agency has engaged in a number of projects consistent with said Section 33334.2 to increase, improve, and preserve low -to -moderate income housing and the Agency reasonably expects to continue such activity in accord with the proposed budget for 2002-03; and WHEREAS, the Agency expects to expend staff time and resources to carry- out the projects and programs listed in Exhibit A attached hereto; and WHEREAS, Section 33334.3 requires the Agency to make an annual finding that the planning and administrative expenses are reasonable given the expected level of activity for low and moderate income housing projects; NOW THEREFORE BE IT RESOLVED by the Board of Directors of the Redevelopment Agency of the City of Aznsa: Section 1. Pursuant to the requirements of Section 33334.2 of the Health and Safety Code, the Board hereby finds and determines that the reasonable allocation of Agency staff expenses directly related to the production, rehabilitation, or preservation of low and moderate income housing in accord with Exhibit A attached is as follows: For Fiscal Year 2002-03: 200/, of Administrative Costs Section 2. The Agency asserts that, in the event of substantial changes in project activity, it will reevaluate the allocations and only assess the low and moderate income housing fund for that portion of administrative expenses which are reasonably related to the purposes allowable under law. AYES: BOARD MEMBERS: HARDISON, CHAGNON, ROCHA, MADRID NOES: 13OARD MEMBERS: NONE ABSTAIN: BOARD MEMBERS: NONE ABSENT: BOARD MEMBERS: STANFORD S cretary (/ 0 0 EXHIBIT A LOGY/MOD HOUSING PROJECTS Fiscal Year 2002-03 Housing Rehabilitation/HOME Programs -- Oversee implementation ofhousing rehabilitation programs, including but not limited to monitoring consultants, meeting with homeowners and contractors, processing demands for payment and preparing compliance data. Low -to -Moderate Income Housing Monitoring Project-- Monitor forty (40) restricted low-to-ntoderate income single family housing units; sixty-four (64) restricted low -to -moderate income rental units; twenty-three (23) restricted low income rental units, and thirty (30) very low income senior rental units for continued compliance. ROP -4 Housing Project -- Coordinate with architects, engineers, City staff, Azusa Unified School District, negotiate development agreements, provide financial assistance, and oversee construction of single family housing unit constructed by ROP students. Neighborhood Improvement Zone Program -- A joint City/Agency effort, this program targets low -to -moderate income neighborhoods, providing beautification projects, infrastructure improvements, housing rehabilitation, public service and education programs, and promotion of community cohesiveness. Administration -- Track 20% set aside tax increment receipts, coordinate outstanding debt funded with low -to -moderate income housing funds, prepare subordination agreements as necessary, annual CDIAC report for the Crestview Apartments compliance, annual State Controller's Report and financial statement, and the annual HCD housing report. Atlantis Gardens -- Include these low income apartment complexes in the Redevelopment Plan Amendment, contract with consultant to update prior study, and pursue implementation plans to upgrade these units and the general area. Housing Element -- Work in Cogjunetion with City Planning staff to implement a functional Housing Element as part of the overall General Plan Update, and endeavor to meet housing production and replacement obligations. Miscellaneous -- Pursue acquisition/rehabilitation of blighted apartments, and construction of new low/mod housing units on scattered sites.
